BY SAHARAREPORTERS, NEW YORKSEP 13, 2018 President Muhammadu Buhari has approved the appointment of Yusuf Magaji Bichi as new Director-General of the Department of State Service (DSS). He replaces Mathew Seiyefa, who was appointed in acting capacity in August after then Acting President Yemi Osinbajo sacked Lawal Daura as DG of the agency. According to Garba Shehu, Senior Special Assistant to the President on Media and Publicity, the appointment takes effect from Friday September 14. “The appointee is a core Secret Service operative,” Shehu said. “He attended Danbatta Secondary School, the Kano State College of Advanced Studies and the Ahmadu Bello University, Zaria where he graduated with a degree in Political Science. “The new Director-General began his career in the security division of the Cabinet Office in Kano, from where he joined the defunct Nigerian Security Organization (NSO), the precursor of the present DSS. “Mr. Bichi has undergone training in intelligence processing analysis, agent handling recruitment and intelligence processing in the UK, as well as strategic training at the National Defence College. “The new DSS boss comes to the job with skills in intelligence gathering, research analysis, conflict management, general investigation, risk and vulnerability operations, counter intelligence and protective operation and human resources management. “In the course of his career, Mr. Bichi has worked as the State Director of Security in Jigawa, Niger, Sokoto and Abia States. “He was at various times the Director, National Assembly Liaison, (National War College), Director at National Headquarters in the Directorate of Security Enforcement, Directorate of Operations, Directorate of Intelligence, Directorate of Inspection and Directorate of Administration and Finance.” Bichi, who also served as Director at State Service Academy, is married and with children.

How I wish some of you commenting above can understand the letter Please read again and this time slowly, Clause 19 of the 20th February transmission States: “Section 49 of the Principal Act is amended by substituting for subsections (1) and (2), new subsections “(1)” and “(2)” – “(1) A person intending to vote in an election shall present himself with his voter’s card to the presiding officer for accreditation at the polling unit in the constituency in which his name is registered. (2) The Presiding Officer shall use a Smart Card Reader or any other technological device that may be prescribed by the Commission, for the accreditation of Voters, to verify, confirm or authenticate the particulars of the voter in the manner prescribed by the Commission.” Clause 17 of the 27th June transmission adds Paragraph 3 to the above which reads "(3) where a smart card reader deployed for accreditation of voters fails to function in any unit and a fresh card reader is not deployed, the election in that unit shall be cancelled and another election shall be scheduled within 24 hours.” Finally, it is the withholding of Assent by Mr. President to the latest transmission of August 3, 2018, which excluded the card reader provision that has now preserved the card reader and given opportunity and vent to the National Assembly to admit the card reader provision, when reconsidering the Bill, in her absolute legislative discretion. Where is August transmission? The Senate and House sent a bill to you in February and June and included Smart Card Reader and curiously in the August amendment, the card reader was allegedly omitted and you failed to tell us how the new section was drafted and you want us to believe that the reason you declined assenting it was because of card reader, somebody should explain please. |
