You know that the allocations to states are never equal, and they are not based on land-size. They are based on population.
And the population data we are using in Nigeria is an interpolation and intrapolation (that is, a holistic combination) of the data from all the former Censuses that had been conducted (whether their data were statistically correct or not).
Now, tell me, the prior “sharing” of the various allocations before the disbursement, is that not enough to be known as “PLANNING”.??
DUE TO THE TYPE OF DATA THAT IS GOING TO BE COLLECTED DURING THE CENSUS, IT IS BEST THAT CITIZENS STAY AT THEIR PLACES OF PERMANENT RESIDENCE FOR THE CENSUS.. THERE IS NO NEED TRAVELLING TO YOUR PLACE OF ORIGIN, SINCE THE CENSUS WILL GET THE INFORMATION FROM YOU DURING THE COUNT, AND ALSO THE REASON WHY YOU ARE NOW PERMANENTLY BASED IN THE NEW LOCATION.

Can't we synchronise this data, get people below 18 to register for NIN and get our actual population in this country?

The BVN and NIN and PVCs cannot provide the demographic details as well as the migratory details of the Population..
The Census is going to take into consideration, the Place of Origin and the Place of Permanent Residence of Citizens, as well as the reasons for the migration. It will also count houses, and and take note of their types, sizes, and functions. Thus, this particular Census is also going to expose the number of unoccupied houses in Nigeria..
As for the 133 million people... What if the result of this Census comes out, and the value changed.? With this Census, we want to be quoting the correct figures -- going forward.
In my own personal opinion, I think it is high-time the CBN makes and implement a very strong policy across-the-board to all the deposit-money-banks in Nigeria for the compulsory use of the “Digital Money-Counters” which read the Serial-Numbers on Naira Notes,, (and thus, the banks should do away with all these existing analogue money-counters.)
These special counters should be connected as “appendage hardwares” to computers; which would immediately create “downloadable files” that states the Serial-Numbers and denominations of all the Notes that went through with each particular transaction, and attach such created “files” as part of the details of every completed transactions. Thus, the serial numbers of the cash that are withdrawn and/or deposited by the customers and/or clients of the banks would be recorded and stored in the bank’s database against each transaction which also bears the name and details of the Customer, and be readily released to the CBN at any time they might need it, either for recorded-keeping, statistics, or for tracking-and-tracing of cash.
Stacks of cash that were previously counted and stored in the vault by such machines should have “Uniquely Generated Stack Codes”, and same should apply to “Bundles”; thus, whenever someone wants to withdraw money, the “Bundle/Stack Scanner” (from ANY bank across the whole nation) would just have to scan the “Bundle-Code” or “Stack-Code” (as the case may be) and all the serial-number-identities of all the cash contained in such stacks or bundles (as previously counted and logged in the database) would be recorded against the withdrawer.
For anyone that is paying-in or depositing money, the Money-Counter would have to count all the money all over again, without having to use the “Bundle/Stack Scanner”.
I repeat, This policy would be very helpful for record-keeping purposes, for proper statistics of the money in circulation, as well as for proper tracking and tracing of the cash in circulation.
As for some distress withdrawals (Such as RANSOM), or in the case of theft or robbery where the serial-numbers can easily be ascertained based on the “bundle/stack identities”, such monies can be reported to the CBN by the bank.
In the case of “withdrawal for ransom” the withdrawer should pre-inform the bank, so that the money to be withdrawn can be reported to the CBN for it to be marked; and thus, all such notes would be RED-FLAGGED Nationwide.
Once any Money-Counter (anywhere across the nation) starts seeing any of such money, it would immediately alert the CBN, and the Bank would get the Police to be aware of such discoveries... With this, it would be very easy to know and track the Depositors of such money, and that would very much aid the Police in their investigations.
This particular policy is not in any way going to violate the “Privacy Policy”.
Once everything is normal, there is no need to violate any privacy policy (the protection of the private information of the customer, and non-disclosure of such private information to any third-party).
But once there are activities in any person’s account that requires the attention of the Law Enforcement Agents, it means that the rights of other citizens are hampered, and thus, “upholding of national values” takes precedence over “Privacy Policy”, even without the attention of the customer/client, so that the law will take its full course, irrespective of the privacy policy.
The Summary Of Everything I Just Wrote Here Is: “LET CBN MAKE IT A STANDING POLICY FOR ALL THE BANKS IN NIGERIA TO BE USING ‘DIGITAL MONEY-COUNTERS’ IN ALL THEIR OPERATIONS”.
All those that SUCCESSFULLY applied as any of the functionaries in the various states and the APC must have gotten their messages by now.
If your application was “SUCCESSFUL,” but you have not gotten any messages yet,, then you need to send them a message on Facebook, telling them that you didn't receive any messages, and then, include your Registration i.d-number, your name, and your State.
(They are good enough to be responding to people’s messages on Facebook.)
It is now up to them to tell you what exactly that went wrong with your application..
NPC COMMENCES TRAINING OF FUNCTIONARIES FOR THE 2023 POPULATION AND HOUSING CENSUS
In preparation for the conduct of the 2023 Population and Housing Census scheduled to begin from 29th March to 2nd April 2023, the National Population Commission has commenced the training of functionaries for the exercise in all states of the federation and the Federal Capital Territory (FCT)from Monday, 23rd January 2023.
The training which is being organized in stages started with the training of Census Specialized Workforce (CSW) and facilitators who will in turn train enumerators, supervisors, field coordinators, data quality assistants and data quality managers. The training includes self-learning study, online training with monitored simulated hands-on and in-person classroom and hands-on trainings.
The functionaries are to be trained on census forms, census applications, data capturing processes, interpersonal communication, and basic troubleshooting of Computer Assisted Personal Interview (CAPI). Other focus topics during the training include dispute resolution and basic use of excel.
To ensure that the data collected are of high quality, the Commission has recruited and trained Data Quality Managers and Data Quality Assistants on the deployment of maps, data validation and monitoring of the census dashboard.
The total number of functionaries to be trained and deployed for the 2023 Census is 786,741 consisting of 623,797 enumerators, 125,944 supervisors, 24,001 Data Quality Assistants, 12,000 Field Coordinators, 1,000 Data Quality Managers, 1639 Training Centre Administrators and 59,000 LGA level facilitators.
The Commission calls on all stakeholders to support it to conduct the census successfully.
