You need 24 state house of Assembly to approve before the constitution can be changed or amended. So if the 19 northern states agree( which I doubt) you still need 6 states house of Assembly in the south to agree before the constitution can be changed.

So the FIRS knows that VAT is not yet on the exclusive list and yet they want to challenge WIKE in court

So are they going to write a letter to the court of appeals to wait on pronouncing a verdict on the matter so the National Assembly can add it to the exclusive list
