Great presidents are made great by horrible circumstances combined with character, temperament and intelligence. The greater point about Jonathan is that in the midst of our worldwide financial meltdown, an expanding Boko Haram ,oil theft ,Piracy,Kidnappings,Armed Robberies,Bribery and corruption etc, facing a general loss of confidence in the government that has been exacerbated by the opposition doing all they can to undermine our government’s capabilities and programs… President Jonathan has taken on the leadership of our country at a make or break time of historic proportions. He faces not one but dozens of crisis, each big enough to define any presidency in better times. We have watched Jonathan respond in a quiet reasoned manner to crisis after crisis, in both the way he has responded after being attacked and lied about , to his reasoned response to our multiplying national crises. Our country has rarely faced more uncertainty.This is the time for greatness. We have a great leader. We must be a great people backing him, fighting for him,sacrificing for a cause greater than ourselves. |
What could have turned out to be an air mishap yesterday was avoided by the experience of the pilot of Arik Air Flight W 3788 conveying over 100 passengers from Lagos to Asaba, the Delta State capital. Among the high profile passengers was Anambra State Governor, Mr. Peter Obi. The flight which was supposed to take off at 8:30 a.m. but delayed in Lagos on account of bad weather. Though travellers had boarded the flight, after about 2 hours inside the plane, they were asked to go back to the departure lounge as the plane could not take off on account of what the pilot called “terribly bad weather at Asaba.” After about three hours, the flight was boarded again because weather reports showed improvement within the internationally accepted landing standards. By the time it was boarded again, many people who sensed the situation as a warning from Providence had already cancelled their trips. On getting to Asaba, the weather became bad again. Attempts at landing was difficult. Not wanting to take chances the pilot promptly returned to Lagos. On reaching Lagos, the weather there had already gone very bad by aviation standards. The plane had to circle around for hours amidst dwindling aviation fuel. It finally landed at 4:45 p.m. amidst much relief from traumatised passengers who clapped in jubilation. The pilot, Captain Sandy Miller, merely told the passengers to thanks their God for His mercies. Speaking to aviation correspondents at the Domestic Wing of Murtala Muhammed Airport, Gov. Obi, who travelled to South-Africa on Sunday and came back yesterday to Lagos said he was determined to make the flight to Asaba en route to Awka because he did not like staying outside Awka more days than necessary. Moreover, he said that he had already planned so many things he would have done at home yesterday. When he was persistently asked those things, he reluctantly said that he had projects to inspect such as the progress of work at Upper-Iweka, the drainage challenge at Ogidi as well as the site for the construction of Agulu Lake Hotel Resort, which, according to him, would take off in a matter of days. Obi said that following discussion with some investors in South Africa that requested land to build their facility in Anambra and some existing ones that want to expand, that he planned to visit some identified sites for consideration. “More so, I have planned to treat many files in the night,” the governor said. On whether he was frightened, he laughed and said that nothing again should be frightening to a person that governs a state like Anambra, adding that he said, he was always at peace with His God and fellow human beings to worry over the vicissitudes of life. Speaking on the experience, one of the passengers, Barr. Donald Emeh, said that as a frequent flyer, that he was used to such situations. He nevertheless gave glory to God for safe landing at last. He jokingly described how those on board turned into emergency prayer warriors, casting and binding the spirit of plane crash. "We are not surprised that Northern Elders Forum is concerned about protecting Boko Haram and not bothered about victims of the Boko Haram insurgency". The Middle Belt Dialogue (MBD), an umbrella body of professionals and new breed politicians in the Middle Belt region, has described Boko Haram as the military wing of the northern political elite who seek to use Islam to dominate and control Nigeria. The group, which was reacting to last week’s declaration by the Northern Elders Forum (NEF) that power must return to the North in 2015, also faulted the forum on its position on some national issues. The spokesman of NEF and former Vice- Chancellor of the Ahmadu University (ABU), Zaria, Prof. Ango Abdullahi, had during a courtesy call on the Borno State Governor, Alhaji Kashim Shettima, said the North had the population to reclaim power in 2015. He was also reported to have castigated President Goodluck Jonathan for declaring state of emergency in Borno, Yobe and Adamawa States. However, the MBD said it was saddened that in their desperate quest for power, the “northernists” were ignoring and fighting the very people, who helped to sustain them in power, namely the Niger Delta People and the Middle Belt. Besides, the group in a statement by its facilitator, Mr. Rima Shawulu Kwewum, said the NEF was not competent to speak for the Middle Belt. The MBD wondered why Abdullahi and others have resorted to such vituperations in spite of the fact that the Boko Haram leadership is yet to accept dialogue. According to the group, Abdullahi and his NEF have not seen anything wrong with the ethnic and religious cleansing programme of Boko Haram, stressing that since the killings and destruction, they have neither condemned the killers nor sympathised with the victims. “All they are concerned with is “amnesty” for the killers, and how the anarchy and mayhem being perpetrated by these ruthless killers and bombers will give them power”, he added. “The Middle Belt Dialogue (MBD) is not surprised that the Northern Elders Forum is concerned about protecting Boko Haram and not bothered about victims of the Boko Haram insurgency who are Christians, and ethnic groups of Northern Nigeria. “After all, Boko Haram is acting out the script the leaders wrote for it. For some time now, in central and northern Borno State, commercial vehicles are stopped, Christians separated from Muslims and summarily executed; churches are primarily targeted for destruction and attack. “Boko Haram members we are told, has a camp where they keep kidnapped Christian women and children, – and at such camps, they execute Christians who refuse to renounce their faith. “Old women and children playing around churches have been killed by Boko Haram, whose supporters and proponents two years ago gleefully told the media that Christians were responsible for bombing churches and attacking Christian worshippers with sophisticated guns. “The Middle Belt Dialogue calls on Nigerians to pray and work for the total defeat of the retrogressive Boko Haram agenda. We need a new Nigeria, where every tribe, religion and group would be accorded equal rights, a Nigeria where religion or tribe will not be the basis for promotion or demotion”, the statement said. The suspension of Rivers State governor Rotimi Amaechi by the ruling Peoples Democratic Party (PDP) yesterday is just one step against alleged ‘rebellious governors’. A plot to remove Niger State governor Babangida Aliyu as the chairman of the Northern States Governors’ Forum would follow if he failed to endorse Plateau State governor Jonah Jang’s chairmanship of the Nigeria Governors’ Forum (NGF), a presidency source said. LEADERSHIP had exclusively reported yesterday about the plot of the presidency and the PDP to sanction Amaechi if he failed to recognise the chairmanship of Jang but insisted on being the chairman. This time round, the source said, the next target would be the Niger State governor who is regarded as “the Amaechi of the North”. Other alleged rebellious governors marked for similar treatment include governors Sule Lamido (Jigawa), Rabiu Kwankwaso (Kano) and Aliyu Wamakko (Sokoto). According to the source, both the presidency and the PDP leadership have not been comfortable with the perceived anti-party activities of Aliyu of recent and the ongoing crisis within the NGF would largely determine his leadership of the Northern States Governors’ Forum and, to some extent, his continued membership of the party. The source said, “Babangida [Aliyu] was party to the endorsement of Jang as the chairman of the Nigeria Governors’ Forum; he was the chairman of the Northern Governors’ Forum that adopted him as the consensus candidate; if he decided to go with Amaechi, that means he is unfit to be a leader; and if he decided to be working against the party’s interest, the constitution of the party is not silent on the consequence.” Speaking further, he explained that although both the Nigeria Governors’ Forum and Northern States Governors’ Forum are voluntary associations, whatever happens there has to do with the PDP and the presidency. “Both associations are voluntary but, be that as it may, we are interested in them because whatever they say against the government policies is directly against the PDP and the presidency. Amaechi and Babangida have been saying a lot of things against the party that gave them the mandate and the federal government; this is wrong. Nothing of such was recorded in the Second Republic, and the earlier they are called to order the better.” According to the source, once Governor Aliyu comes out to pitch his tent with the Amaechi camp, “those whom he presides over have the right to decide whether he should continue to be their leader or otherwise”. When the time comes, those that have been penciled in to do the hatchet job are the like of Bauchi State governor Isa Yuguda, Katsina State governor Ibrahim Shema and Benue State governor Gabriel Suswam who all played prominent roles in the endorsement of Jang before the election of Amaechi, he stated. When asked why the date on the report of the consensus endorsement by 19 governors was doctored and how those that were not at the meeting reportedly voted, our source explained that those that were not at the meeting were called to express their views before the decision was made. When contacted, the spokesman of Governor Aliyu, Danladi Ndayebo, said: “We are not aware of any move against the Chief Servant. I can authoritatively tell you that Governor Aliyu remains a loyal PDP member.” Another source close to Aliyu also said, “When the time comes, the Chief Servant would speak but for now, I am sorry, he would not say anything. Whatever he says now could make or mar efforts he and others are making to reconcile the two warring parties in the interest of peace and unity of the country.” But an insider at the Forum where Jang was endorsed said the meeting was called purposely to decide whether Amaechi should continue or not. But along the line, “people like Shema and Yuguda began to say why should we restrict ourselves to whether Amaechi should continue or not when some of us are interested in the chairmanship. And during this discussion, Shema said he was stepping down and Yuguda said he too was no longer interested. It was then a motion to adopt Jang came in and they all endorsed him, but what happened at the Rivers State Lodge was another thing”. The Jang camp, meanwhile, is considering a legal action to challenge the propriety of Amaechi seeking a second term. Angry customers of MTN Nigeria cutting across various social strata are concluding plans to launch a mega lawsuit against the company over its poor services which they say is a violation of their contract with the firm. They have already hired an international lawyer to file a class action suit against MTN Nigeria. The lawyer, Emeka Ugwuonye, a Nigerian lawyer practising both in Nigeria and in the United States of America, told News Express that he would soon head for the courts to take on MTN Nigeria on behalf of his clients. “So many people have been coming to me saying they want to sue MTN,” said Ugwuonye, a Harvard-trained lawyer recognised to practise before the US Supreme Court. “I will be going to the Federal High Court to file the suit in the next few weeks.” Ugwuonye, who is also an MTN subscriber, lambasted the network for allegedly ripping off Nigerians, saying the company’s parent body in South Africa conducts its business in a different way. “Oftentimes there is no network and subscribers have to suffer as a result of network crisis, which is a violation of contract. MTN is making mega profit and offering inferior services. These people are doing what they like. What they are doing here they cannot do in South Africa,” Ugwuonye said. He accused MTN of treating Nigerians with impunity because of lack of necessary laws to checkmate the company and due to corruption on the part of the industry regulator, the Nigerian Communications Commission (NCC). His words: “In Nigeria, we are supposed to have a law that will regulate what MTN and other operators do but we don’t. The NCC is not helping matters because it is corrupt. Our regulators are inept; they take money from the operators and allow them to do what they like, resulting in what we call capture. Indeed, MTN has captured the people who should be regulating them and this is unfortunate. WHEREAS pursuant to the provisions of Section 305 (1), (3) (c), (d) and (f) of the Constitution of the Federal Republic of Nigeria 1999, the President of the Federal Republic of Nigeria has declared that a State of Emergency exists in the States listed in the Schedule to these Regulations : NOW THEREFORE, in exercise of the powers conferred upon me by Section 3 of the Emergency Powers Act, No. 1 of 1961 (as modified) and of other powers enabling me in that behalf, I, DR. GOODLUCK EBELE JONATHAN, President of the Federal Republic of Nigeria, hereby make the following Regulations- 1. In these Regulations unless the context otherwise requires___ “duly authorized person ” means any person designated or authorized to act on behalf of the President of the Federal Republic of Nigeria with respect to the administration of any emergency area ; and “emergency area” means that States listed in the Schedule of these Regulations including the Local Government Areas of the States. 2.__( 1) A State Governor in an emergency area shall continue with the general functions of administering the emergency area under the control of the President or an person designated or authorized to act on his behalf (2) A Local Government Chairman in an emergency area shall continue with the general functions of administering the emergency area under the control of the President or any person designated or authorized to act on his behalf (3)The President may give directions to a State Governor or Local Government Chairman directly or through his designate or a duly authorized person with respect to the administration of the emergency area and it shall be the duty of the State Governor or Local Government Chairman to comply with the directive 3 .__(1)The President may, make such Orders as appear to him to be necessary or expedient for the purpose of maintaining and securing peace, public order, public safety and good governance in the emergency area. (2)Any Order made under sub- regulation (1) of this Regulation may in particular, if it appears to the President to be necessary or expedient for the purpose mentioned in the sub-regulation – (a) make provision for the detention of any person either within the emergency area or elsewhere, removal and exclusion of any person from the emergency area; (b)authorize the taking of possession or control of any property or undertaking in the emergency area; (c) authorize the entry and search of any premises; (d) provide for the application of any law (with or without modification), in relation to that area; (e) provide for the utilization of the funds of any State or Local Government in the emergency area; (f) provide for the payment of compensation and remuneration to persons affected by the Order; (g) provide for the apprehension, trials and punishment of persons offending against the Order; and (h) provide for the maintenance of such applies and services as the President considers essential to the lives of persons in the emergency area. (3) Nothing in sub-regulation (2) of this regulation shall authorize the making of provisions for the trial of a person by military courts. (4) An Order made under these Regulations may provide that the Order shall have effect for all purposes as if it were a law made by the House of Assembly of the State of the emergency area concerned. (5) The President shall, as soon as reasonably practicable after an Order has been made under these Regulations, transmit a copy of the Order to each House of the Assembly for approval and if the National Assembly disallows the Order, it shall cease to have effect without prejudice to anything done there under. 4. Subject to the provisions of subsection (3) of section 215 of the Constitution of the Federal Republic of Nigeria 1999 and of any direction given in pursuance of that subsection, a person designated or authorized by the President may give the Commissioner of Police in the emergency area such directions with respect to the maintenance of security, public safety and order as the person considers expedient and it shall be the duty of the Commissioner of Police to comply with the directions. 5 . It shall be the duty of any person holding office ___ (a) as Governor in any of the emergency States; (b) as Local Government Chairman in any of the Local Government Areas in the affected States; or (c) in the public service of the State in the emergency area within the meaning of the Constitution of the Federal Republic of Nigeria 1999; to exercise their functions in accordance with any directions given to them by the President, his designate or any authorized person. 6. Any instrument purported to be signed by the President, his designate or a person authorized by him shall until contrary is proved, be deemed to be signed by the President, his designate or the authorized person. 7. The Northern Elders Forum (NEF) have said it has enough evidence to indict President Goodluck Jonathan and the Security Agencies for Human Rights Violations in the North when it files its complaint with the International Court of Justice (ICJ). Accusing Nigeria’s government of human rights violations, NEF spokesman Ango Abdullahi said in a Voice of America, VOA interview that the group have been compiling evidence through its lawyers for a long time and that individuals, government and its agencies have been indicted. “What we are doing now is to organize our evidence that would make it possible for us to make a very strong case against the government and its agencies, or up to individuals who may be complicit, in terms of the human rights violations that have been taking place in the last few years,” said Abdullahi. He said the group has put together a team of lawyers that has been gathering evidence indicating that national army soldiers were involved in the recent killing of civilians at Baga. “There is sufficient evidence, from our point of view, in terms of human rights violations that have been going on with a lot of impunity in the last three years or so around the activities of the government and its agencies and around the country,” said Abdullahi. “I think it’s because nobody seems to really take the matter seriously to draw attention, not only to other parts of the world, to the Nigerian authorities themselves.” But supporters of the government say the administration is mandated to protect unarmed civilians and resolve the country’s internal security crisis. They accused the NEF of failing to engage the government in its attempt to prevent violence, often carried out by members of the Islamist group, Boko Haram. Abdullahi denies speculation that the Elders’ Forum is in any way linked to Boko Haram. “We didn’t create the insurgents. It may have been created by somebody, but it is up to the government to prove a case that the insurgency has been created deliberately to cause havoc in the country,” said Abdullahi. “It happens that perhaps if there is any indication … that this matter has been politicized, it must have been politicized by the government or its agencies.” Boko Haram, which is based in Nigeria’s north, has been accused of carrying out violent attacks in an attempt to force the country to adopt strict Islamic law. Human Rights Watch says Boko Haram-related violence has killed an estimated 3,000 people since 2009, a toll that includes killings by security forces. Abdullahi says the government has been unable to resolve the security threats members of Boko Haram pose to the country. “If this sect had been treated like many other sects that we’ve had in this country for many years, perhaps we would not be where we are now,” continued said Abdullahi, “there [have been] thousands of people detained in terribly inhumane conditions all over the country. Among the thousands of people that have been in detention for many years now, only one as far as I know is in court now.” Abdullahi says the Elders group has decided to hold the government accountable for the extrajudicial killings he says are sometimes carried out by military officials. The directive given to security agencies by President Goodluck Jonathan to release Boko Haram-related detainees does not cover arrested insurgents, it has been explained. Throwing light on yesterday’s statement by Director of Defence Information, Brigadier General Chris Olukolade, which sparked an outcry across the country, sources close to Aso Rock, the Nigerian seat of power, a source said the presidential directive to covers only those held in lieu of escaped Boko Haram members. The source there was no way President Jonathan could have ordered the release of confirmed terrorists since that would negate the on-going war against terror which necessitated the imposition of emergency rule in Borno, Yobe and Adamawa states. Announcing the presidential directive, Brig.-Gen. Olukolade had disclosed the country’s Defence Headquarters would “be releasing from detention a number of persons being held in connection with terrorist activities.” He said the action was “consequent upon the directives of the President, Commander-in-Chief of the Armed Forces of Nigeria” and that “the move is in furtherance of the Federal Government position in response to requests by the Presidential Committee on Dialogue and Reconciliation.” According to Olukolade, “The measure which is in line with Presidential magnanimity to enhance peace efforts in the country will result in freedom for suspects including all women under custody.” He said details of the directives and those to benefit had been communicated to field units and the military Joint Task Force (JTF). “The beneficiaries will be released to the State Governors who will be involved in further rehabilitation before these suspects are released to their respective community leaders/ relations,” Olukolade said. Contrary to widespread belief that most of the bombings by the Boko Haram sect is carried out by suicide bombers, it has been revealed that the sect currently at the receiving end of military action in Borno, Yobe and Adamawa states does not employ such tactic. A source close to the leadership of the murderous sect, which has acquired notoriety for its mindless killings of innocent Nigerians in the northern part of the country, has disclosed that the group employs deceptive tactics in bombing of targets with its members sent on such assignments used as guinea pigs. “Nigerians have been fooled for a long time into thinking that the sect carries out spectacular suicide bombings. That thinking is very far from the reality on ground and has been encouraged by reports in the media and as well by the circumstances surrounding some of the bombings carried out by the group,” our source said. The source disclosed that Boko Haram, which has made parts of the north virtually ungovernable since it began its campaign in 2009, employs 419 tactics – a euphemism for deception. Hear him: “The truth is that even some of the bombers are sent to their death without them knowing so. What actually happens is that on such missions there is what you may call division of labour along the line. From the time a target is selected up till the execution of the assignment different individuals who are unknown to each other play the different roles assigned to them. For instance, on an assignment, one person acquires the vehicle, another person wires it with explosives and then another individual drives the vehicle to the place targeted for destruction.” The source said the final link in the chain is the individual who finally detonates the bomb. “You see, the whole thing is carefully planned and the drivers of the vehicles who are paid between N20,000 and N30,000 to drive the vehicle to the targeted for destruction, do not know they are driving to their death. Once they get to the assigned destination, they place a call indicating that they have arrived. Thereafter, the final link in the chain is activated. Upon receiving the call the man with the detonator carries out his mission and then the driver and the vehicle go up in explosion,” the source said. The source said that the March 18 bomb blast at the Kano Luxury Bus Park lends credence to this. He recalled that eyewitnesses confirmed that shortly before the blast, which claimed dozens of lives, a white Volkswagen Golf car was seen parked in between two luxury buses filled with passengers and bound for the southern part of the country. Witnesses said one of the occupants of the vehicles was talking on phone when the bomb went off, blasting the vehicle and the luxury buses around it to pieces. Our source pointed out that even the bombing of the Police Headquarters in Abuja in 2011 followed a similar pattern. In the case of the bombing of the United Nations office in Abuja, the extensive damage wrought on the facilities arose because the sect had somehow managed to breach security and had planted bombs within the building. In line with curbing the spite of insecurity in the country, the Minister of Interior, Abba Moro, disclose that 19, 000 illegal immigrants have been apprehended and repatriated by the Federal Government to rid the nation of expatriates suspected to be fuelling insurgency in parts of the country. While briefing newsmen on the incident the Minister stated that: “19,000 illegal immigrants have been sent out of the country and that surveillance equipment would be installed at the nation’s borders, in collaboration with the United States of America. According to him, “extra-ordinary problems require extra-ordinary solutions and we will do what is necessary to address the current challenges”. Explaining the cost implications of installing the surveillance equipment at the borders, Moro revealed that the earlier quotations by two foreign firms with the expertise to undertake the project, ZTE and Hawaei conglomerates, were in the region of about $2. 6 billion (about N405 billion). His words, “on the cost of implementing the surveillance equipment in our borders, we are in the process of certifying one of those that can be awarded. It is within the region of $2.6 billion and it was tendered by a Chinese firm, ZTE and Hawaei conglomerate”. He added, however, that with the offer by America to play a role in the project, the cost would be reduced in the final analysis. “That money may be reduced as the United States Government is also in touch with us in fighting terror and the US government has offered to provide surveillance equipment which we will deploy to the borders”. The minister noted that checking the influx of illegal immigrants from neighbouring countries was a great challenge due to the porous borders in the Northern states but every necessary step would be taken to stop them, especially with the war on terrorism. Massive troops deployment at the Northern borders have since been undertaken by the military authorities, following Tuesday’s declaration of State of Emergency in the three states of Borno, Yobe and Adamawa. On prisons reforms, the minister also expressed the Federal Government’s determination to reform the nation’s prisons by bringing in private sector managers and decentralizing the system. According to him, once the National Assembly amends relevant sections of the nation’s constitution which placed prisons on the exclusive list, the executive would vigorously pursue the policy in the interest of efficient prison management. He said: “The prison service is an exclusive element of the constitution. We have repeatedly indicated the readiness of government to introduce the Public Private Partnership model in the Nigerian prison. “We have had visits from of our friends from South Africa and the United Kingdom and we are tinkering with the idea of the decentralization of the prison system to enhance efficiency. But until the relevant section of the constitution is amended, it remains the responsibility of the Federal Government”. On steps to end Fulani /farmers clashes, the minister said the Federal Government would pursue the creation of grazing grounds and routes for the herdsmen and that the implementation of that policy would hopefully bring about peace. Many innocent people have been killed in such raids in Bauchi, Plateau, Kaduna Plateau, Adamawa, Taraba, Kogi, Nassarawa Benue, in the North and even Enugu and Delta states in the south. According to him, “the crises between the Fulani and farmers have risen to a worrisome level. It is a sad development in this country. It is an unfortunate development. Only on Tuesday I had cause to go to Benue State, Agatu Local Government Area to be precise, on account of attacks by Fulani herdsmen who attacked five local communities and it was a very sorry experience, given the number of farmers that were killed. “What government is trying to do in that regard is to create separate routes and paths for the Fulani, as well as, grazing grounds so that once they are properly defined and they confine themselves to these routes and grazing grounds that will minimize the clashes between the Fulani and farmers”. Moro also condemned the frequent clashes between officers of the Nigeria Police and those of the Nigerian Security and Civil Defence Corps, particularly the recent killing of two Civil Defenders at a vandalized pipeline site in Lagos. The minister declined to give details of the investigations carried out on the incident, as according to him, President Goodluck Jonathan has personally waded into the matter and therefore decided to await the outcome of that intervention before speaking further on it. The Dangote Foundation – the charity arm of Dangote Group – has doled out a staggering N20 billion for pro- poor causes in two years. It also injected over N1 billion to the cause of education in the same period in addition to the Dangote Group donating N2.5 billion to help mitigate the impact of last year’s flooding across the country. A statement from the Dangote Group highlighting these contributions said that the Group has meanwhile turned its attention to environmental issues even as the Foundation is currently supporting the Nigerian Government in its fight against the malaria scourge. As part of its effort in tackling environmental problems bedeviling Nigeria, the Dangote Group had last week partnered with the country’s Ministry of Environment and sponsored the 9th National Council on Environment in Makurdi, capital of Benue State, North-Central Nigeria. The statement said the Group decided to sponsor the Council, held May 6-7, given its penchant and track record for environmental issues. “We are an environment friendly group. She said President Goodluck Jonathan has approved N10 billion for the implementation of the Great Green Wall (GGW) programme. The minister disclosed that the Federal Government had begun full implementation of the United Nations Reducing Emissions from Deforestation and Forest Degradation (REDD+) programme. On his part, Benue State Governor Gabriel Suswam called on the Federal Government to fulfill its promise to dredge both River Benue and River Katsina-Ala. The project, which was started by former President Olusegun Obasanjo, is aimed at addressing desertification in eleven frontline states in the North. The GGW also involves the establishment of a greenbelt covering 1,500km from Dandi Arewa Local Government Area of Kebbi State to Marte of Borno State. Participants at the Council on Environment which had as theme “Green Economy: A Panacea for Sustainable Development,” also eulogised Dangote’s use of branding materials that added grandeur and colour to the event. The noose appears to be tightening on the Boko Haram insurgents as Nigeria’s military forces consolidate on their success in the all-out war against the sect launched in the wake of Tuesday’s imposition of emergency rule on Borno, Yobe and Adamawa by President Goodluck Jonathan. A source close to the military intelligence told News Express that the insurgents now have their backs against the wall because neighbouring countries are refusing them entry as they seek to flee from heavy bombardment by Nigerian troops. “Cameroon, Chad and Niger Republic have blockaded them, so they have little options left on where to run to,” a military intelligence operative said. This may have explained why those fleeing from the areas targeted by Nigerian troops in Borno opted to move towards the state capital, Maiduguri, rather than cross the border to safety. As reported last night by News Express and other media, at least 65 suspected Boko Haram members have been arrested while fleeing from heavy bombardment of targets in Borno by Nigerian troops. President Goodluck Jonathan has been asked not to return home if he does not contest the 2015 presidential election. This statement was made by a Nigerian scholar who teaches at the University of California, Davis, USA, Professor Wale Adebanwi, while delivering the 2013 Annual Lecture of the African Studies Centre, at St. Anthony’s College, Oxford University, United Kingdom. Adebanwi, who is the author of Authority Stealing: Anti-Corruption War and Democratic Politics in Post- military Nigeria, also analysed the friendship between Babangida and his late friend, former Minister of Federal for the FTC, Abuja, Major General Mamman Vatsa, Abacha and late Major General Shehu Musa Yar’Adua and former Bukinabe leader, Captain Thomas Sankara and President Blaise Compaore. He concluded that the friendship that existed between these competing and ambitious leaders contained the possibility of danger and death. Professor Adebanwi stated that it was not a surprise that the kind of “instrumental” friendship that these leaders shared among them led to the death of some of them in their pursuit of power, position and prominence. He cited the example of the execution of Vatsa by his friend and best man, Babangida, the assassination of Sankara by his friend, Compaore, the alleged murder of Yar’Adua through the injection of a killer virus into his body by the agents of his friend, General Abacha, the annulment of Abiola’s election by his friend, Babangida, the imprisonment in solitary confinement of Abiola by his friend, Abacha, and the assassination of Bola Ige while serving under his friend, Obasanjo. He added that it is ordinarily surprising that in spite of the gruesome way in which Ige was killed and his loyalty to President Obasanjo, Obasanjo later dismissed his friend as someone who did not know his left from is right. He told the audience that Ige was assassinated while planning to return home to stop Obasanjo’s party from rigging the 2003 elections in the southwest. the lecturer also reminded the audience of the famous statement by the philosopher, Aristotle, “O my friend, there is no friend!” In a lecture entitled, “What are Friends For? The Fatality of Affinity in the Postcolony” Adebanwi challenges African scholars to pay attention to friendship among powerful people in understanding the nature of power and political competition in Africa. He cited philosophers who states that friendship can be used for three things, including virtue, pleasure and utility. He added that in the context of political competition, friendship is often not used for virtue but for utility thereby turning friends into enemies. Stated the former Bill Gates Scholar at Cambridge University, “First, from the profile of all these men, their roles, and the positions they occupied in Nigeria’s national life, it is already evident that their friendships could not but have been politically consequential. However, the fact that their friendships were also fatal in virtually every case invites us to examine the potential fatality of friendship when friendship intersects with the search for power in (Africa). Two, the friendships and ambitions of these men have largely defined the political history of Nigeria in the last three decades and half…. Three, the friendships of these men were largely cross-cutting.” Adebanwi, whose much-expected book on the Awolowo political movement will be released by the Cambridge University Press in 2014, recalled the secret execution of General Vatsa and General Domkat Bali’s expression of regrets many years later. General Bali had stated that there was no clear evidence that Babangida’s friend, Vatsa, was really involved in the coup plot for which he was executed. He also recalled Babangida’s statement that he realised after the execution of Vatsa hat he and Vatsa had been involved in a competition for most of their lives. The lecturer traced the personal and political history of the friendship of all these Nigerian leaders and quoted someone who said that “Politics seems a real testing ground of friendship chiefly because it is a testing ground of character and goodness.” He added that political friendship does not only have disastrous consequences for individuals who are involved in the friendship, but also for nations, as the example of the Nigerian leaders and the Bukinabe leaders show. The lecturer also stated that Nigeria’s crisis is not unrelated to the fact that the “disastrous friendships” of these Nigerian leaders have defined the fate and destiny of Nigeria in the past 30 years. The chief host, Dr. David Pratten, the Director of the African Studies Center, Oxford University and Fellow of St. Anthony’s College, Oxford, stated that the University was happy to invite Adebanwi to give the annual lecture which had been delivered in the past by distinguished scholars from all over the world. 2015: Northern elders draw battle line The Northern Elders Forum (NEF) yesterday said power must return to the North in 2015, warning governors in the zone to cue behind the power- for-North struggle or see themselves as anti-North. The elders also threatened to take the Federal Government to the International Court of Justice (ICJ) for the killings of civilians in the recent Baga carnage if the security forces deployed to the area were found culpable of mass killing by a set of lawyers constituted by the forum to probe the incident. Led by its Chairman, Malam Maitaima Sule, Dan Mansaini Kano, the forum during a meeting in Maiduguri, Borno State with Borno Elders and after its visit to the governor of the state, Kashim Shettima, said though the northerners threw away the presidency few years ago by some political errors, adding that elders in the North had decided that it was time to return the presidency to the region. “We are not happy that the North is not playing active role in the present day. That is why we decided to bring together our surviving elders. We resolved that something must be done, that the North ought to do more than it currently doing now in the affairs of the country. You know the Arewa Consultative Forum (ACF) is a socio-cultural group but in the current situation now in this country, we need more than a socio-cultural group to address our challenge and that is why we came with the formation of the Northern Elders Forum (NEF). He said the elders had constituted two committees to examine the political future of the North vis-à-vis power rotation issue as it affected 2015 and the current insecurity in the North, adding that the elders were posed to tackle the governors of the 19 northern states over the issue. “I was a founding member of PDP and I do know that zoning of the presidency between the North and South was agreed but (former president) Obasanjo came and decided to deal with the North. We knew then it will take a huge effort to address this challenge but if we stand firm and with dedication, the North can stand again. The Northern Elders Forum has no political party, no candidate but our party is the people of the North. We know where the lapses are but we’re going to tackle the governors of the northern states. So join us in this fight,” he told Governor Shettima. The forum also berated the Federal Government for the handling of the insecurity in the North, saying “I sensed lack of honesty and sincerity in the approach to the Boko Haram insurgency. “We sensed some of the insecurity going on in the country is particularly targeted at a particular part of the country perhaps to weaken its political relevance. The Boko Haram crisis has been on for too long and we have the feeling that some people in power are just dragging it for material or pecuniary reasons. Just take a look at the security vote in this year budget and you will understand the background for our feeling and curiosity. As we went along, there is doubt to the sincerity of the leaders in managing the crisis. There is also the feeling of political undertone with this vicious campaign about 2015,” he stated.
