This was made known today, 9 November 2020, by the the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, who was on an operational visit to NAF Base Makurdi to assess the ongoing reactivation work on the F-7 aircraft.
While in Makurdi, the CAS also commissioned some infrastructural projects, including the newly-remodeled and fully-furnished NAF School of Air Intelligence (NAFSAINT) as well as a block of 10 x single bedroom and block of 6 x 2-bedroom accommodation for the Pakistani pilots and technicians who would support the JF-17 aircraft during the first year of its operations in Nigeria. The CAS was also briefed on the progress of some ongoing Research and Development (R& ) projects, which include a handheld single-rocket launcher and 6-tube rocket launcher, being jointly executed by the 131 Engineering Group and the 633 Central Armament Depot (633 CAD) Makurdi.
Speaking after assessing the progress of work on the F-7Ni aircraft, the CAS expressed extreme delight that the Federal Government’s support to the NAF was yielding great dividends in ensuring the Service has the required platforms to more effectively secure the Nation. He noted that this was evident in the volume of ongoing reactivation work on several grounded aircraft to bring them back to serviceable status. “Recall that, just last week, we were in Kainji to assess the progress of ongoing in-country Periodic Depot Maintenance (PDM) on 2 Alpha Jet aircraft. Today, we are in Makurdi for the reactivation of the F-7 aircraft and, by next week, we will be in Kano to see what is going on with the Life Extension Programme (LEP) of another batch of 3 L-39ZA aircraft”, he said.
Air Marshal Abubakar emphasized that these activities clearly showed the level of seriousness with which the Government is working to ensure that the NAF gets some of its grounded aircraft back to flying status. He revealed that, out of the 9 F-7 fighter jets earmarked for reactivation, 7 aircraft, which require high level, in-depth maintenance by the Original Equipment Manufacturer, were being disassembled for freighting to China due to the unavailability of all the necessary maintenance and test equipment within Nigeria. He however highlighted that 2 of the aircraft would undergo Life Extension Programme within the Country, which would be executed by the Chinese technical partners, with support from NAF Engineers and Technicians, using equipment in the recently reactivated Machine Tools Workshop at the 131 Engineering Group. The idea, he said, was to ensure that the NAF has adequate number of serviceable aircraft whilst also building the capacity of NAF personnel in line with what was done with the Alpha Jets in Kainji as well as with the C-130Hs and the L-39ZAs aircraft in Ikeja and Kano, respectively. “This clearly shows that all hands are on deck. We are working round the clock to ensure that we have what it takes in terms of capabilities as well as capacity to ensure that we provide the required security for our people and our country”, the CAS added. [b][/b]The further disclosed that the UCAVs being expected from China had been packaged for shipment to Nigeria, while the training of the NAF personnel to man them is ongoing in China.
Speaking earlier during the commissioning ceremony, the CAS stated that since 2015, the NAF had prioritized the provision of good living accommodation for personnel as well as befitting hostels and state-of-the-art training facilities for its schools. These efforts, he said, had greatly enhanced the output of NAF operations and given the Service several technological breakthroughs. Air Marshal Abubakar further noted that the current security challenges facing the Nation had necessitated robust, unique and diversified approaches to military operations, particularly in intelligence gathering. “Upgrading our structures for intelligence gathering is one of those approaches. As such, the importance of this event cannot be overemphasized”, he said. Air Marshal Abubakar further disclosed that the acquisition of 3 variants of UCAVs; 2 x Wing Loong II, 4 x CH-4 and 2 x CH-3; were part of efforts to enhance the NAF’s intelligence gathering for air operations[b][/b]. He added that the equipment alone cannot deliver accurate intelligence. According to him, “the NAF is not oblivious of the fact that it would always need skilled intelligence personnel to translate the information from these machines into actionable intelligence needed to formulate plans, make decisions and take actions. As such, the Service is keenly developing the knowledge and skills of intelligence operators for this purpose”. While reminding personnel to justify the resources being expended to improve their knowledge, skills and welfare, the CAS urged them to do all within their power to ensure that they deliver desired results for the security and progress of the Country. “As a Service, we must strive to meet the expectations of the country at this time of our heightened involvement in curbing insecurity. We must efficiently protect the citizenry and our critical assets and, as much as, possible support the civil authorities in ensuring the safety and security of our society. We must ensure we put in our best to ensure that the Nation’s territorial integrity and sovereignty are not undermined by individual or group of individuals”, he said. The CAS expressed his profound appreciation to the Commander-in-Chief of the Armed Forces of Nigeria, President Muhammadu Buhari, for his support in ensuring that the NAF is better skilled and equipped to fulfill its statutory responsibilities. Earlier in his welcome remarks, the Commandant NAFSAINT, Air Commodore Ernest Owai, while expressing his appreciation to the CAS for his unwavering support, stated that the School, in keeping with the CAS’ Vision, had continued to review its curriculum and manuals in accordance with the dynamic nature of the intelligence statecraft to ensure the provision of accurate and timely intelligence to support NAF operations. He said the upgraded facilities would provide the much-needed relief and enabling environment for more effective impartation of knowledge. “As the CAS always says, ‘you cannot give what you do not have’, hence the drive for capacity building. We are indeed thankful to the CAS for improving the lot of the NAFSAINT and for continuously showing uncommon commitment to meeting the needs of the School”. OPERATION LAFIYA DOLE: AIR TASK FORCE OF DESTROYS ISWAP FUEL STORAGE FACILITY, NEUTRALIZES SEVERAL FIGHTERS AT TUMBUN ALLURA IN BORNO STATE
1. The Air Task Force of Operation LAFIYA DOLE has neutralized several Islamic State of West Africa Province (ISWAP) fighters and destroyed some of their structures, including a suspected fuel storage facility, at Tumbun Allura, a terrorists’ logistics hub on the fringes of Lake Chad in the Northern part of Borno State. The air raid was executed yesterday, 8 November 2020, on the heels of credible Human Intelligence reports as well as aerial surveillance missions which led to the identification of a command post as well as a suspected fuel dump, with large number of jerry cans and barrels concealed in make shift structures within the settlement.
2. The Nigerian Air Force (NAF) attack aircraft, dispatched by the Air Task Force to engage the location, scored accurate hits in the target area resulting in the destruction of the terrorists’ fuel dump, which was seen engulfed in flames. Several ISWAP elements were also neutralized as a result of the air strike.

Update from the front line. Troops yesterday dealt with BHT We had some casualties when the terrorists fired an RPG. May their soul rest in peace
CJTF and Army Foiled an ambush on their convoy thankfully no casualties or injuries.
I hope NA sustains the momentum of Op Fireball. I saw a large convoy yesterday of military vehicles good to see some Ara MRAPs Preparing for an offensive. |

CNS SEEKS TETFUND INTERVENTION IN RESEARCH AND DEVELOPMENT IN NIGERIAN NAVY TERTIARY INSTITUTIONS
Chief of the Naval Staff (CNS), Vice Admiral Ibok-Ete Ibas has called for a closer collaboration with the Tertiary Education Trust Fund (TETFund) in order to consolidate on the modest achievements of the Nigerian Navy (NN) in domestic ship construction programme and other innovative ventures. He stated this while playing host to the Executive Secretary of TETFund, Professor Suleiman Bogoro who led other members of TETFund on a courtesy visit to the Naval Headquarters. He noted the impact of the Defence and Security Sub-Committee of TETFund and its focus on defence and security related research and development with the academia and industry.
The CNS called for TETFund’s special intervention in the areas of students’ scholarship and academic research as well as physical development of infrastructure such as workshops and laboratories at Admiralty University of Nigeria (ADUN), Nigerian Naval engineering College, (NNEC), Sapele and Nigerian Navy Finance and Logistics College (NNFLC) Owerrinta. According to the CNS, if this aim is achieved, it will greatly enhance opportunities for national growth and development as well as help the Service in fulfillment of its strategic goals and objectives.
Vice Admiral Ibas informed that the NN has promoted excellence in the professional training of its personnel and welfare education support system. This contribution of the Service to nation-building has been invaluable which has led to the upgrade of the NN’s 2 professional schools; NNEC and NNFLC to Polytechnic status. Vice Admiral Ibas also revealed that the highpoint of the NN tertiary education efforts culminated in the establishment of the Admiralty University of Nigeria ADUN in 2017 through collaboration with Hellenic Education Nigeria. He asserted that in line with Nigeria’s strategic maritime interest and aspirations, NN professional colleges and ADUN remain poised to improve domestic knowledge, skills and aptitude for both personnel of the NN and the general public towards maritime wealth creation, national security and development.
Vice Admiral Ibas applauded the contributions of TETFund in the re-engineering of tertiary education in Nigeria especially in areas of infrastructural and human resource development. He added that the visit presented a unique opportunity for the 2 institutions to deepen genial relationship in the interest of the nation. The Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, disclosed this today, 5 November 2020, while on a one-day operational visit to Gusau to inspect the site for the proposed runway and other facilities, which are expected to serve as the Northwest UCAV Base for the NAF. The visit, which began with a courtesy call on the Zamfara State Governor, Dr Bello Mohammed Matawalle, also afforded the CAS the opportunity to inspect some facilities at NAF Base Gusau.
Speaking during the courtesy call at Government House Gusau, Air Marshal Abubakar, while profoundly thanking the Government and good people of Zamfara State for their support and hospitality to the NAF since the establishment of the 207 Quick Response Group (207 QRG) in the State, expressed satisfaction with reports that NAF personnel operating under Sector 1 of Operation HADARIN DAJI had been performing their assigned tasks professionally, in synergy with other security agencies, whilst also ensuring cordial relationship with host communities. He disclosed that he was in Zamfara State at the instance of the Commander-in-Chief (C-in-C) of the Armed Forces of Nigeria, President Muhammadu Buhari, who had authorized the construction of a runway and ancillary facilities in Gusau for the deployment of 4 newly acquired UCAVs to cover Zamfara, Sokoto, Kebbi and Katsina States as well as parts of Kaduna State.
[b]While highlighting the capabilities of the UCAVs, the CAS noted that the unmanned aircraft could remain airborne for up to 26 hours providing persistent presence over areas of interest. He revealed that the four UCAVs were part of the 8 UAVs recently acquired by the Federal Government to enhance the Intelligence, Surveillance and Reconnaissance (ISR) as well as strike capabilities of the NAF not only in the fight against armed banditry in the Northwest and North Central but also in counterinsurgency operations in the North East. He revealed that 2 UCAVs were to be deployed at the newly established 203 Combat Reconnaissance Group in Gombe and the 2 others at the Air Task Force, Operation LAFIYA DOLE Headquarters in Maiduguri. He added that these were in addition to the 22 brand new aircraft already acquired by the Federal Government for the NAF in the last 5 years, along with the 19 additional aircraft being expected before the end of the second quarter of 2021. The CAS noted that these additional aircraft included 12 x A-29 Super Tucano attack aircraft, 3 x JF-17 Thunder Fighter Jets, an additional Mi-171E utility helicopter as well as 3 special missions aircraft that are expected to be handed over to the NAF from NIMASA for maritime air operations.
Speaking further, Air Marshal Abubakar revealed that about 195 NAF personnel were undergoing various ground and aircrew training in 9 different countries across the world to ensure that as soon as these additional aircraft arrive Nigeria they would be effectively and efficiently utilized to further enhance the security of Nigeria and Nigerians in the various theatres of operation. He further disclosed that, while the main purpose of the new runway facility being constructed was to service the UCAVs, other aircraft could equally use the airfield once completed. He however noted that the deployment of the new UCAVs as well as the personnel to man them would require the emplacement of additional infrastructure at the NAF Base, [/b]which would undoubtedly require additional land. He therefore appealed to the Governor to provide the additional land for the NAF. The CAS ended his remarks by encouraging the Royal Fathers and Spiritual Leaders present at the event to support the NAF and other security agencies by providing intelligence which, he said, was critical to the effective conduct of operations in sub-conventional warfare scenarios like armed banditry. He noted that such information would always be treated with utmost confidentiality and further cross-checked for accuracy before use.
In his response, Governor Matawalle appreciated President Muhammadu Buhari for swiftly responding to the cries of the people of Zamfara and acceding to their request for additional facilities that would enhance the security of the State. He stressed that Zamfara State would remain eternally grateful to the C-in-C for authorizing the construction of the runway as well as the deployment of the UCAVs to Gusau. He equally thanked the CAS for the speedy action taken to commence implementation of the project, whilst also commending him for the unwavering commitment shown by the NAF and the tremendous contributions made by the Service in dealing with the menace of armed banditry. The Governor emphasized that security was not the exclusive responsibility of security agencies but required the involvement of every member of the society. He therefore urged the people of the State to heed the CAS’ call by providing useful intelligence to security forces.
Speaking further, Dr Matawalle said the Zamafara State Government, while continuing to apply both kinetic and non-kinetic means in dealing with security challenges in the State, would continue to exhibit zero tolerance for any subversive elements who provide information or safe havens to bandits or support their operations in any way. He noted that it was auspicious that the CAS’ visit coincided with his meeting with Royal Fathers and Spiritual Leaders in the State, which had been convened to further galvanize their support for the Government towards dealing with the issue of armed banditry in Zamfara State. While assuring the CAS of the State Government’s continued support, the Governor gave immediate directives for the provision of additional land to the NAF.
The CAS, who was accompanied on the visit by the Air Officer Commanding Special Operations Command, Air Vice Marshal (AVM) Charles Ohwo as well as the NAF Chief of Logistics, AVM Mohammed Yakubu, and other senior NAF officers, was thereafter conducted by Governor Matawalle on a tour of the land allocated by the Zamfara State Government for the runway project.

COMMENDS CAS FOR GIANT STRIDES, PRUDENT MANAGEMENT OF RESOURCES AS CAS IDENTIFIES FUNDING AS MAJOR CHALLENGE TO EFFECTIVE AIR POWER PROJECTION
The Chairman House of Representatives Committee on Air Force, Honourable Shehu Koko, has commended the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, for the laudable achievements recorded by the Nigerian Air Force (NAF) in the last 5 years. The Chairman and other members of the Committee also commended the CAS for his astute leadership, prudent management of resources and forthrightness in repositioning the NAF into a highly professional and disciplined force to be reckoned with in Africa. Honourable Koko made the commendation today, 3 November 2020, while leading other Honourable members of the House Committee on Air Force to Headquarters NAF, Abuja on oversight visit.
While expressing his gratitude to the President, Commander-in-Chief of the Armed Forces, Muhammadu Buhari, for his unending support to the Armed Forces of Nigeria towards the achievement of their statutory mandates, the Chairman disclosed that the Committee had visited NAF Commands and units in Kaduna, Maiduguri, Bauchi, Gombe, Kainji and Makurdi, and was delighted to see that the NAF has done and is still doing extremely well under the leadership of the CAS. Honourable Shehu noted that Mr President had done so much for the NAF, and the Committee was elated to see that the CAS had judiciously used the little available resources to achieve so much. He however disclosed that, the Committee was yet to visit some other locations like Lagos and Port Harcourt, but believed that similar achievements would have been recorded in these and other NAF units.
The Chairman assured the NAF that the Committee would do everything within its power to address some of the teething challenges confronting the Service with regard to operational effectiveness. He said he, along with his Committee members, rated the CAS as the best CAS the NAF has ever had. According to him, “the entire National Assembly recognizes the CAS as the best CAS ever produced in Nigeria.” He commended the Branch Chiefs, Directors, officers, airmen and airwomen for giving the CAS the necessary support towards achieving his vision for the NAF. The Chairman, on behalf of the Honourable Speaker, Mr Femi Gbajabiamila, and the entire National Assembly, promised to continue to support the NAF in achieving its air power goals.
In his remarks, the CAS stated that all the achievements recorded by the NAF would not have been possible, without the support of the Committee and indeed the entire National Assembly. He thanked the Committee for taking out time to tour the NAF Units on oversight visit. He disclosed how the young pilots in Maiduguri, were extremely excited to have the members of the National Assembly in Maiduguri to see first-hand what they were doing. He however hoped that, from time to time, the Committee would be available to interact more with the young pilots. This, he said, would go a long way to boost their morale.
Air Marshal Abubakar commended the efforts of the Committee in making Air Force Institute of Technology (AFIT) a degree awarding institution. "We have been fighting to get the AFIT Bill passed for many years but this Assembly made it possible, and we have the AFIT in Kaduna that is not only training the NAF Personnel but training and supporting the Aviation Sector in Nigeria. Most of the students there are civilians and they are studying courses in Aerospace Engineering and Aeronautical Engineering, I want to thank you most sincerely also for supporting the NAF in that regards. I also want to appeal, on behalf of the AFIT Commandant, for your support in dealing with the issue of funding for the Institute”, he added.
While acknowledging all the observations raised by the Honourable members during the interactive session, the CAS stated that on gender sensitivity, 7 female pilots are currently flying in the NAF, and there are also 14 other female pilots currently undergoing training within and outside the country. One of the female officers, he said, is training in Czech Republic to become a fighter and instructor pilot. Air Marshal Sadique Abubakar equally highlighted that, for the first time in the history of the NAF, the Service has a female Directing Staff in Ghana Armed Forces Command and Staff College, teaching other officers who are undergoing courses in Ghana. He also revealed that, for the first time in the history of the NAF, the Service has a female officer who is a Deputy Defence Attaché attached to Nigerian Embassy in Angola. He also disclosed that there are other young female personnel as Admin Clerks that have been selected and would be deployed to the Defence Sections of various Nigerian Embassies around the World.
In bringing the Committee up to speed with the achievements of the NAF, the CAS disclosed that, on flooding and natural disasters, the leadership of the NAF was working, through its Special Operations Command, to see how it can support communities that are ravaged by flooding and natural disasters. "On Capacity building, I want to thank you most sincerely for your very kind words on what we are doing in terms of capacity building. We have actually reactivated 20 erstwhile unserviceable aircraft, we are now working on 2 in Kainji, which you saw during your visit. We have 16 Chinese personnel that are in Makurdi, working to reactivate 2 F-7Ni aircraft there. We are also expecting 18 personnel from Czech Republic today to work with our personnel in the reactivation of L-39ZA. We believe that the whole idea is for us to build capacity to enable us carry out these maintenance activities entirely on our own in no distant time’’, the CAS remarked.
On Research and Development, the CAS disclosed that, the NAF currently has partnerships with 15 Nigerian Universities, with cells made up of NAF personnel and resource persons from the Universities, to look at specific maintenance challenges that are facing the NAF. While noting that a credible Air Force that can readily respond to the Nation’s security imperatives is essential for Nigeria to remain secured and peaceful, Air Marshal Abubakar stated that the major problem of the NAF is funding, highlighting that a huge financial outlay is required for fuelling and maintenance of aircraft for operations.
The CAS expressed his gratitude to the Commander-in-Chief of the Armed Forces, President Muhammadu Buhari, the entire National Assembly members and the House Committee on Air Force, and for their continued support to the NAF which had enabled the induction of 22 brand new aircraft into the Service in the last 5 years. According to him, “the last time the NAF had this huge number of aircraft inducted into the Service, was in the 1980s. We are also expecting 17 more aircraft, including 12 Super Tucano. Six of these aircraft have so far been produced and some of our pilots and technicians are currently undergoing training in the USA so as to effectively man the aircraft, which are expected to arrive in Nigeria by the second quarter of 2021”.
According to him, “If you look at Nigeria, where we have conflicts; the Northeast, the North central the Northwest, we are talking about an area of about 705,000 square kilometers. How do you keep an eye on every inch of that land to ensure that insecurity will not thrive, and some of these areas are not accessible to our ground troops. The only way of covering that huge space, including forests, is to have adequate number of serviceable aircraft to give the desired result. That is why we are concentrating on capacity building. We have trained quite a large number of pilots and are expecting some that are currently undergoing training outside the Country. We have also enhanced our capacity to train our pilots in Kaduna. Before 2015, we had only 3 trainer aircraft. Now, we have 15 that conduct training which has made our training faster and easier”, the CAS said.
Speaking on the efforts of the NAF in the area of Force Protection, the CAS stated that deliberate steps had been taken to build the capacity of Regiment and Special Forces (SF) personnel. “In the past, we had inadequate number of Regiment and SF personnel. Whenever there were Internal Security (IS) challenges in Nigeria and the NAF was tasked to support other security agencies, we had to deploy technicians and others for such assignments. What we have simply done is to scale up the training for the SF elements and deploy them for IS instead of the technicians who are now allowed to carry on with their aircraft maintenance activities. This has impacted positively on our serviceability status. In 2015, the NAF's serviceability status ranged between 33 and 35% and today we have a status within the range of 83 - 84% because our technicians are no longer involved in IS duties. We have our SF elements in strategic places around the Country and they are deployed for IS, whenever we are called upon”, Air Marshal Abubakar stated.

OPERATION LAFIYA DOLE : UPDATE ON THE ACTIVITIES OF TROOPS OF OPERATION FIRE BALL FROM 28 SEPTEMBER TO 31 OCTOBER 2020
1. Sequel to the commencement of Operation FIRE BALL, a subsidiary operation under Operation LAFIYA DOLE which is meant to clear the remnants of the Boko Haram/ Islamic State West Africa Province terrorists from their identified enclaves in the North East region. The Operation has recorded tremendous succeses within the short period from its existence with the last week of the preceeding month proving to be the deadliest against the criminals.
2. The troops in the various Sectors of the Theatre have continued to carry out their tasks relentlessly. The successes so far achieved wouldn't have been possible without the sacrifice, commitment and gallantry exhibited by the well motivated troops some of whom have paid the supreme sacrifice. Within this period, the troops have carried out aggressive clearance operations, ambushes, robust day and night patrols in order to finally decimate the remnants of the Boko Haram/ISWAP criminals.
3. Consequently, as a result of the aggressive offensive action carried out by the troops, several terrorists elements have been neutralized as large number of their equipment were captured while some were equally destroyed in the process. In this regard a total of 75 Boko Haram/ISWAP terrorists were neutralized within this period. In terms of the criminals equipment 4 x Gun Trucks, 1 x Bedford Truck, 3 x Anti Aircraft guns,were destroyed. The captured weapons include: 6 x Gun Trucks, 4 x Anti Aircraft guns, 1x PKT gun, 4 x General Purpose Machine Guns,1 x Automatic Grenade Launcher, 1 x Dushka Gun, 1 x Light Machine Gun, 48 x AK 47 Rifles, 1x Locally made Pistol and 10 x AK 47 magazines. Furthermore, large cache of ammunition were captured also. This include: 1 x 36 Hand Grenade, 567 rounds of 7.62mm Special ammunition, 448 rounds of 12.7mm ammunition, 50 x Rocket Propelled Grenade bombs, 17 locally manufactured rounds, 3 shells for making Improvised Explosive Device, 1 x Smoke Grenade and 2 x belts of PKT rounds. Other assorted non lethal items were also captured from the criminals.
4. Regrettably, one officer and 2 gallant soldiers paid the supreme price while 4 other soldiers were wounded in action over the period. However, the wounded soldiers have since been evacuated to a military medical facility and are currently responding to treatment.
5. The troops of Operation FIRE BALL under Operation LAFIYA DOLE are hereby commended for their resilience, doggednes and commitment exhibited since the beginning of the Operation. They are equally encouraged not to rest on their oars but build on the successes recorded so far.
6. The entire populace of the North East region are hereby assured of the Nigerian military high command determination to finally rout the remnants of BHT/ISWAP criminals from their enclaves in this zone.
