I don't think this is true, the above estate before you can gain entry, you have to call the house from the security gate and the person you want to visit has to call the security guys back before you can gain access, perhaps that is what is going on.

Yes this Estate is Lekki Gardens Estate, Its down Lagos Epe expressway after Abraham Adesanya, almost in Sangotedo. Around where they sell rams and goats by the express. There is access control there. That gathering is not for begging food.

How can a hospital be conducting a major operation with public power supply? Come to think about it, no back up generator? That is criminal negligence. Ordinary hotels have atleast 2 functional generators. What kind if hospital is that?
