There are no two ways to getting gas to those IPP plants in Lagos, they will always need a gas pipeline, gas compressor facilities and underground gas units.
The idea of transporting compressed natural gas to the plant using Osinbajo's tankers is not only absurd, it is does not make any sense commercially.

The first mistake that needs to be corrected is the impression you people have given us that 'CNG' would be transported to the IPP sites by tankers.
Again nobody transports CNG with tankers in this age, even CNG refuelling stations are directly connected to gas units which are in turn connected to gas pipelines.
I don't know if you know that CNG requires extensively bigger storage space than natural gas.
Hence transferring/transporting it via 'gas units' or 'your tankers' for long distances to the IPP location seems a daunting and very expensive exercise - it is absurd!
I'm sure you know such plants will require a large amount of steady supply of gas. I just don't see how that could be achieved with 'osinbajo's tankers'.
Even the Island Power Project you people have been using as reference point was designed to have a gas pipeline directly feeding into its gas units.
Unfortunately, they have not been able to lay even a kilometre of this pipeline; that pipeline is still a pipe dream because the cost far outweighs the benefits.

In 1999, the Lagos State Government (LASG) entered into a Power Purchase Agreement (PPA) with Enron for the purchase of electricity. This was the first Independent Power Project in Nigeria. The PPA divided the project into three phases. Phase I was for three barge-mounted electricity generating units, having an aggregate nominal capacity of 90MW. Phase II was the design, construction and operation of a simple cycle electricity generating facility with a nominal capacity of 548 MW. Phase III was another set of barge-mounted electricity generating units with an aggregate nominal capacity of 180MW. Phase II did not materialize; hence parties proceeded only with Phase I and III. The barges are located at Egbin near Ikorodu.
In view of the legal and regulatory regime at that time, the arrangement therefore was for LASG to buy power from Enron and for same to be distributed by NEPA to the geographical areas specified in the PPA. The purchased power was to be distributed to those geographical areas in addition to, and not in substitution for, any electricity that is generated otherwise than by the barges. These areas were Ikeja, Oshodi, Victoria Island, Marina, Lekki and Apapa.
The plant commenced operations in June 2001 with a total aggregate capacity of 270 MW injected into the national grid.

Change2015: The first ipp was in lagos State, done by Tinubu and Obasanjo insisted all the power must be distributed by nepa, so lagos got almost zero benefit. You get your history right. On the island especially the major hospitals and police stations and street lights are also on ipp. Don't claim this for Jonathan, even the train development plan was initiated by Obasanjo in 2006. An original idea that Jonathan has had, the country is yet to discover. Ish

You are wrong. A lot of practising engineers has already debunked and demystified Osinbanjo's statement on a thread on Nairaland. Wrong again. CNG tankers carry compressed natural gas and this is economically and operationally not feasible for a typical IPP (small to medium scale sized not the modular plants the LSG is building) which will required large amounts of MMSCFD NG hence the need for liquefaction hence LNG....... as I have already elaborated on the aforementioned thread a while ago.
