Ethnic based federalism is a big no..we dont want new war lords..for me i think we should nature the new devolution an allocate more resources( money ) to the counties..I can tell for a fact devolution is working in many places..new roads,hospitals an stuff which were not there before..even though there is also devolved corruption one would argue that the money reaches mwananchi than if its was only few dudes on the top sharing the cakes ..The central govt got control on how money is spend on counties so i can as well blame them for the rampant corruption...the other day the system was down an guys noted massive holes for corruption...
