From my experience in this field, power is not like the road construction, it's a very rigorous process. If Lagos state generate their power, then what happens if the system short-down as a result of fault, variation of load, transient disturbance and rest?

My I tell you that the generating station in hydro-electric generating station in Kaingi does not implies that what is generated in that station is even used in that state.

The best practice in power system generation is to send what you're generating to the grid or nation control centre for proper Efficency, flexibilty and reliability.

What Fashola is saying is just a mere fallacy, professional, he is saying trash. One should have asked him is plans for power system stability of Lagos state. Don't be deceive, they have No plans!

For one to generate that amount of power, he must be to build not only many generating station but also transmission station and the distribution stations are well. All the electrical components such as the transformers, circuit breakers and the rest have to be changed. So, is a very rigorious process.

Those countries they compare Nigeria to, have a well structured power system planning from the on-set of creating such nation. Nigeria also had a well-structured power system plan too, but was neglected along the line since some 30years ago. The hydro-electric power station in kaingi, the shiroro, the ogorode, Egbim power stations were not constructed for over 160 million people and loads, but was constructed for few millions of people living in Nigeria during the 70s and 80s. The military people and some so-called leaders threw away our long and medium term plans for the power sector and also refuses to maintain the already constructed ones.

GEJ is the only president that had a new power structure for the country and also started to bring the sector out from decay. I must tell you, this is not an easy task. As a personel in this field, I think I own it a duty to enlighten Nigerians on this when the opporturnity present itself.

As a power system engineering student, I laughed when he said he will generate 20,000 MW in 4 years. This is absurd and shows a very high degree of illitracy!

True talk... Nigeria is our only country, nobody will come to change it for us. As much as people are shouting and crying for change, this same opposition party went against the national confab. In a civilized nation, the opposition party engage in a constructive criticism and not destructive. The impact of opposition parties in civilized nations are very obvious and widely felt, they also stand-out as major advisers to the incumbent government.

No president has ever succeeded in organising a national confab as this last one. This is the real change... change that is seen not of propagandas. Our aim as a country should be the implimentation of the recommendation of the confab

Please, name the governor on that list that in his time Built one of the best Teaching Hospital in Africa. I'm from Owhelogbo, Isoko North of Delta state, hardly, there's No road in my community that's not well constructed, infact even those place that there are No houses, roads have been constructed to those areas just to open those new site.

Talk about the delta transit (Both on land and Water), Can you beat it with any of those governors mentioned there. Have you heard of the new constructed stadium in Sapele? What about the health sector, please visit any of our health centres for enlightenment.

What about the developement of grass root sport. He was even named the sport governor of the year
Delta State tertiary institution school fees is one of the cheapest in Nigeria: In Delsu they pay between 30-35K/section. The govt also award scholarship to student even to P.HD level (I've been a beneficiary of that). What about the infrastructural development of our primary and secondary school? Our state teachers are one of the well-paid teachers in Nigeria, ask!

Check the developement of some towns in delta state (Don't forget that delta state has more developed towns than most of the governor's state on that list) and compare with those governors listed above.

If you want me to be specific in the naming of this project, then you should tell me the criterias for listing those governors out!

As much as I agree that there is No perfect government, I also acknowledge real developement!

Evidently, been an engineer should be an added benefit to people on nairaland to better educate them on what is the previous and present state of the power system operation in Nigeria and not the other way round.

The purpose of that project was to facilitate the training and re-training of engineers and also to serve as backup incase of vandalism. Please, let's not read wrong meanings to innovations and structural development of government. By the grace of God, I'm an electrical student specialized in 'Power system'.

As an engineer, we were taught forcasting and Power system planning, this enables the Engineers to plan for power system stability in other to 'deliver a quality service' to the consumer.

So please, before you convert to MW, ensure that you know the purpose it is used for so that people can tap from your knowledge.

I'm very sorry. But i can't disclose figures on salary. Just go for your interview (which I hope you scale through by His grace) first. When you eventually get your 'Letter of Employment' (wherein you will be told your salary), there and then you can decide whether to accept the offer or not. If you initially had OND only, which you probably applied with, then later obtained HND what you do is inform them (GHR) during the interview and later during documentation process (after you must have passed the interview of course). The recruitment process started 3yrs ago and many of you might have acquired additional qualifications/experiences which is quite understandable but doesn't necessarily mean you will be upgraded as a result. What you applied with (OND which is SS7) is what you will enter with. The good thing is that your HND is not a waste since you got it before you were called for interview. You just inform them at the entry point (i.e. during interview and most importantly documentation), they will take note and include it in your file.

As the nation prepares for the February 2015 elections, the educational qualifications of candidates contesting the
office of the President of the Federal Republic of Nigeria, has generated endless controversies. Two schools of
thought are locked in the controversy. The dominant school of thought has asserted loudly and clearly that a person
is not eligible to contest election to the office of the President unless he/she produces a Secondary School Leaving
Certificate or its equivalent. It has been and it is still being contended that candidates must possess/produce
educational qualification of at least Secondary School Leaving Certificate or its equivalent in order to be eligible to
contest the on coming elections. Section 131 (d)of the 1999 Constitution (as amended) has been cited in support of
the contention by proponents of that view to support their position. The said Section provides:
“131. A person shall be qualified for election to the office of President if-
(d)he has been educated up to at least school certificate level or its equivalent.”
Candidates contesting election to other elective positions must also possess a similar qualification. This is in view of
the prescription in other provisions of the constitution that candidates to elective posts must have been educated up
to at least school certificate level or its equivalent. Section 177 (d) prescribes that candidates contesting election into
the office of State Governor must have been educated up to at least School Certificate level or its equivalent. By virtue
of Section 142(2) and 187(2), the provisions on educational qualification of the President and State Governors apply to
the Vice-President and Deputy Governors respectively. Section 65(2) (a) and 106(c) of the constitution prescribes that
candidates contesting elections as National Assembly and state House of Assembly members respectively must also
have been educated to at least School Certificate Level.
It is against the backdrop of Section 131 (d) of the constitution that the Independent National Electoral Commission
has been and is still being invited, to disqualify Maj. Gen. Muhammadu Buhari (retd.) (the All Progressives Congress’
presidential candidate) from contesting the forthcoming presidential election. It is likely that more requests will be
made to INEC to disqualify other candidates, on the same grounds of lack of educational qualification of “school
certificate or its equivalent”.
This article seeks to place adequate information at the disposal of all concerned. It educates further all concerned on
the requirements of educational qualifications of persons contesting election to the office of the President and other
elective posts in the coming elections. This article demonstrates that under the 1999 Constitution, production of
secondary school certificate or its equivalent is not a mandatory requirement of being eligible to contest election into
an elective post.
Undoubtedly, Section 131(d) of the 1999 Constitution (as amended) prescribes Secondary School Leaving Certificate as
the minimum educational qualification of candidates contesting election to the office of the President of the Federal
Republic of Nigeria. It stipulates that candidates must be “educated up to at least School Leaving Certificate Level or
its equivalent.”
When the above provision is construed in its ordinary grammatical meaning, persons who do not possess the
Secondary School Leaving Certificate or its equivalent are not qualified to contest election to the office of President.
In other words, upon a cursory reading of the provision of Section 131(d), it is easy to come off with the impression
that unless a person possesses the Secondary School Leaving Certificate or its equivalent (Grade II Teacher’s
Certificate, the City and Guilds Certificate), he or she is ordinarily not eligible to contest election to the office of the
President of Nigeria. A similar interpretation will be given to other provisions on qualification of candidates in respect
of other elective posts/offices.
The above provision must however be read along with Section 318(1) of the said constitution, which is the
interpretation Section. It becomes crystal clear, upon a careful reading of the said Interpretation Section, that even
persons whose educational qualifications are below the Secondary School Leaving Certificate/level and its equivalent
are still qualified to contest election, if they possess the Primary Six School Leaving Certificate or its equivalent along
with the other requirements listed under the said definition Section (Section 318(1)).
For the avoidance of doubt, Section 318(1) provides:
“School Certificate or its equivalent” means -
(a) a Secondary School Certificate or its equivalent, or Grade II Teacher’s Certificate, the City and Guilds Certificate; or
(b) education up to Secondary School Certificate level; or
(c) Primary Six School Leaving Certificate or its equivalent and-
(i) service in the public or private sector in the Federation in any capacity acceptable to the Independent National
Electoral Commission for a minimum of ten years, and
(ii) attendance at courses and training in such institutions as may be acceptable to the Independent National
Electoral Commission for periods totalling up to a minimum of one year, and
(iii) the ability to read, write, understand and communicate in the English language to the satisfaction of the
Independent National Electoral Commission; and
(d) any other qualification acceptable by the Independent National Electoral Commission;”
There is the need to acknowledge the trite rule of interpretation of Statutes which is to the effect that a Section of a
Statute should not be construed in isolation. All sections in a Statute must be interpreted conjunctively, especially
where the Statute has a definition Section, as it is the case with the 1999 Constitution (as amended).Section 131(d)
must therefore be construed in conjunction with Section 318(1) of the constitution which defines the words “School
Certificate or its equivalent.”
It is evident from the above definition Section of the Constitution (Section 318(1)), that the meaning of “School
Certificate or its equivalent”, for the purpose of Section 131(d) of the Constitution, is very liberal and accommodating.
The provision accommodates persons with the Primary School Leaving Certificate coupled with private or public
sector experience and who have attended courses and training for periods totalling up to a minimum of one year.
Such primary school certificate holders must also demonstrate ability to read, write, understand and communicate in
the English language to the satisfaction of INEC. The definition of “School Certificate or its equivalent” also includes
candidates who are educated up to the Secondary School Certificate level. These candidates need not produce
certificates evidencing that they passed secondary school examination. What they must produce is evidence of being
educated up to the secondary school level. This is unlike the other requirement of Secondary School Certificate or its
equivalent or Grade II Teachers Certificate, or City and Guilds Certificateunder Paragraphs(a) of the definition. The
difference between (a) and (b)above is that under (a), production of a Certificate is mandatory. In (b), what is required
is evidence of “education up to Secondary School Certificate level”. While it may well be that production of a
Certificate is evidence which proves(b), it is not the only mode of proving(b). Testimonials, Reference Letters and
Affidavits are legitimate vehicles of proof that a candidate has been “educated up to Secondary School Certificate
level.“As a matter of fact, the (d)part of the above definition is much more elastic and accommodating. It recognizes
“any otherqualification acceptable to the Independent National Electoral Commission”as a qualification to contest
election to the office of President and other elective posts.It suffices to state that a candidate who relies on (c) must
also produce his/her primary school leaving certificate.

Jonathan's incompetence made us know that Nigeria was paying subsidy, before now, other administrations shielded us from its adverse effects.

Let me start from here: 14 universities wherr established during GEJ, at least one of those universities has a working capacities of 750 direct staffs, not even d indirect staffs. What about the on-going NNPC recruitment which has already entered the interview stage. My fellow youth, I've nobody there, bt by the grace God I was shortlisted for the interview. Did any of you complaining here or comparing here applied for d FADAMA loan, YOU WIN and SURE-P? So painful because you just follow d multitude to comment because you just want to. What about the power sector, agricultural sector, today Nigeria is one of the exporter of cement, are they not people working in d cement or sugar factories. What about the automobile sector?

Get your fact... Information is power, what kills the nigerian youth is that they spent tireles time chating and not digging out information. There're more jobs now if only you can dig them out, nobody will bring any job to your door step. The world is al about choice, choose yours now!

Electrical energy production is not about cables or dam, but it's a complex system of operation where before you make used of your reading lamp at home lots of processes have been involved. Talking about the generation, transmission and distribution. Yes we need change, but note, change is not instant rather is a gradual process

As for the inverter calculation you did for 1W using solar system, I think you have to recalculate. For one to be able to produces as small as a powr of 1W, one needs a photovoltaic cell called a solar panel, an inverter, a battery charger and a battery (a deep cycle). My final year poject was d design and construction of a modified sine wave 1kva solar powered inverter, may I tell you that the construction of d inverter was not contracted out, I still spent about #100,000.00k only. That is only on just IKVA not even 5kva, nt to talk about 1MW. I think Prof Nebo knows what he meant
