A man from Florida I met at the Consulate yesterday brought his kid(US Citizen) to the consulate to get him an international passport. He said a lot of stuffs about the kid and all but one person agreed the 7 year old boy be sent to Nigeria till he graduates high school or college and then bring him back to the US.

I also noticed the emphasis to everyone that got the visa, the need to use the visa firstly for what you stated. I heard a vo ask a woman how long she was travelling for, she said 4months. The vo said, but you wrote one month in your form...they talked n talked on it. Finally, I am approving your visa, but pls make sure you don’t stay longer than 4 months as I have written 4 months for you. You will be stamped for 6 months but don’t be tempted to stay over 4 months. It will (not can) affect your renewal....

Those people expressing concern about using public money to settle the itinerant Fulani herders in order to stop clashes with farmers should remember late President Yar'adua's Amnest programme that also utilized billions of public money in order to compensate the Niger Delta militants and stop armed unrest.
2. However, in implementation, Rural Grazing Area (RUGA) should be restricted to Northern Nigeria. The reason is simple: Nigeria Fulani folks have always lived and operated up North with Hausa as neighbours. In fact, Hausa language, intermarriage and Islam have made this relationship smoother over the years. So it is natural to set up the 80% of thevproposed Rural Grazing Area (RUGA) in the core North and may be 20% in friendly Northcentral zone. Other parts of Nigeria should take the ranching option or engage in pasture production business especially during rainy season and then sell harvested grass to herders up north.
3. Obviously, the critical issues with creating Rural Grazing Area (RUGA) settlements is how to manage in the short term, the relationship between settled Fulanis and the locals in terms of respect for culture and values of host communities. Then in the long term, how to manage the relationship vis-à-vis capturing future growth of both the fulani population and that of the host communities.
4. The Federal Ministry of Agriculture should transparently make public the official policy document on Rural Grazing Area (RUGA) programme as this would help Nigerians to fully understand - its objectives - how it will operate in detail - how it will solve the existing problems - antipated challenges the settlement would create and how it will be solved - benefits to stakeholders, business and employment opportunities it offers, etc.
5. Moreover, communications sorrounding Rural Grazing Area (RUGA) need to be professionally done for clarity and effectivess. Unfortunately, at the moment the message has poorly articulated and carelessly relayed to the public. Even the communicators themselves have become a big source of noise in the communication channel. This is NOT helping the already existing mutual inter-ethnic suspicion and mistrust.
6. I also believe that setting up a multi-ethnic implementation committee would help the national acceptance of this strategic intervention to stop herders/farmers clash over land resources. I want to be blunt here, one of the criteria is that there must be a major Foreign shareholder (preferable a Colonial Power like likes European/South Africa/ American, forget Asians or Latin America, they were also Colonized) that is exercising some form of control on the organisation, such that the company reports to a Head Office Outside Nigeria.
Call the above Colonial mentality, but to protect your money and have rest of mind, we should not entrust our money to a management that will run away/share our money among themselves while leaving the shareholders poor.
My example is the year ended report (Dec 2018) for NPF Micro Finance bank, somebody embezzled money that threw the company to a loss positions (in a Police company, reporting to CBN, and I am sure EFCC is close to this company). Then the company want to do a right issue, but I will call it a wrong issue so that there will be bigger money for somebody to embezzle in the future [/b]Thank God for a forum like this, I am sure many of us will not partake in [b]the proposed "wrong issue"
