The article made it obvious that the government is only interested in 'recovering' the stolen funds. It never stressed the need for punishment to serve as deterent for others. So if thats the case, then the plea bargain is in other. They are voluntarily returning the money, which is the primary concern for the govt, instead of going thru the rigours of prolonged trials of hundreds of people, as we know how 'competent' our judicial system is.
