Sometimes, you have to sit back and look at the whole situation.
If you put two or more people in or room,they will generate waste that has to be removed from the room.
Either they remove the waste themselves from the room, or you, the owner of the room, come in there and clear out their waste.
Similarly, any city is just a very big room with many people in it generating waste they cannot dispose of. A developed city would have paved streets. People can't put the waste under the pavement.
You the owner of the city need a network of roads to move vehicles around the city to pick up people's waste quicky and regularly.
And you need them to pay for the service. (From tax, Tax is got when you know everyone's house address.) There are many houseless people in Lagos, sleeping under one mattress or another, following their brother.... They don't pay tax. I would argue hat they are even more in number then the inhabitants of Lagos and they generate more waste.

Now, just how efficiently can any city in Nigeria set this up?

Probably, your state is clean-ish because people dispose the waste themselves inside nearby bushes. Well, the city ain't paved then. And it isn't full developed either.

You have the streets so people can walk about easily without dirtying themselves. So that city cars and busses can flow freely without getting stuck and causing traffic jams.

It's a whole network system that has to work.

Why would anyone who can afford to fly even use the Death Trap they call Roads? I do not remember using the road to East in the last 15yrs and Helicopter ride though noisy is very helpful if one is to get off the bloody traffic.
