Nigeria's problem is foundational.
We have a lot of tribes here. And the people think differently.

Well, this is good. Finding a cheap city and finding good work in THAT city.
Years ago, when I lived in UK, I lived in my university city which was cheap~ £180 a month
But my salary no pass, £500 a month (part time) + transport + feeding, gas... So money still finish.
I wanted to reduce transport fee to work, so when I graduated and moved to work city.
But, Higher rent, higher gas, higher electricity and visa processing was still there, plus another course fees again to hang on.
Wife came with ALL her certificates, EVERYTHING, dem no gree give her pass factory worker...
We were bleeding money.
So we left, before visa expire and they start showing us on NTA news.

Nowadays, after the basement and ground zero, only the external walls are made of bricks. Most of the inner walls/partitions are done with top grade, sound-proofed HDB (high density board). The only exception being the toilet.

Two of the high rises I lived in and even my office buildings, the innner walls were all hard boards and you wouldn't know after finishing.

This drastically reduces the crazy weights placed on the structure by blocks. Nigeria is still using blocks for internal walls. Little wonder buildings crumble like a pack of cards. All that weight is unnecessary.

I work in a company that does Value Engineering. That means our Engineering team does all the structural calculations to the very last decimal point. And we have never recommended HDF or HDB to any client.

Engineer may design it properly, but the BUILDER will build badly.
Most times, it's using of less cement and more sand to save cost.
It's typically the builder who should be arrested
AND the owner.
The owner could have REFUSED to even engage an Engineer in the building.
