I agreed with your suggestion but budgeting 15k for parvo treatment is a big NO. I'm still treating my puppy who had parvo and I have spent over 50,000 now . No standard vet will collect 15k for parvovirus treatment.

When my gsd had parvo in 2017 all the vets around me rejected my dog and assured me it'll die within the next few days. After many month I revisited them again with my gsd and they couldn't believe it, even the ones that said I bought an ekuke mix all ate their words. I did the treatment myself which I spent less than 5k for everything

Lhasa is a lap dog, and if you value quality or you intend breeding or making money from it in future (even as a male you can use it for stud services), you can squeeze your eyes and get pedigree).
If you just need it for pet, then you can give the non pedigree a shot. Some pet lovers wil rather go for pedigree even though they have not desire if making a penny from it... Its about choice and pocket.
It not only applies to Lhasa though. When God blesses me, I definitely will go for pedigree of any canine of my choice
