It starts with employment. There should be proper screening for new entrants, which includes educational, background checks and all other neccesary. Plus employment into the force should not be a reward for political gestures. Professionals should be employed.
Secondly, for those already in the force, there should be an accountability process for each of them. Trainings and retrainings should be done.

All in all, the police is from the society, so the citizens have a lot of work to do

I wouldnt necessarily blame it on capitalism. We have other capitalist nations that run strong government parastatals(though no place is a 100%).
