Professor Jega at yesterday's meeting said that INEC will need a bit more time to enable it prepare for the elections. Data shows that over 30 percent of the registered voters are yet to be issued their PVC and the demographics shows that the INEC focused its resources more one distributing the PVCs to a particular region. So guys, expect the elections to be shifted by a maximum of 60 days. In his briefing to the Council of States thursday in Abuja titled “Preparations for the 2015 General Elections Progress Report” he talked on several contentious issues including PVC Production & Distribution, Card Reader technology, Sensitive and Non Sensitive electoral Materials, Voter Awareness and Security concerns in the North East. In his conclusion, Jega remarked that the commission is yet to perfect its level of preparedness but believes that it is ready as he frankly suggested that the elections may be postponed by 6 Weeks given the Security report in 4 North East states. The Whistle has Exclusively obtained Prof. Jega’s briefing to the Council of State meeting and below are highlights of the Presentation: Jega-2015-Elections-Report Jega-2015-Elections-Report Jega-2015-Elections-Report Publishing of the REGISTER of Voters for the Elections Indeed, the printing of the PDF hard copies of the REGISTER of voters to be used for the elections in the pollin gun its and voting points has commenced in virtually all the states. Initial Challenges caused by the late delivery of new printers which delayed commencement in some states has been since overcome. Production and Distribution of PVCs There are PVCs, which have been stolen before they were collected by their owners, or which were damaged, or which were for people who have done transfers, and which the Commission has decided to reproduce. A total of 45,098,876 or 65.81% of the total have been collected by voters (Attachement 2), thus about 34% of the PVCs are yet to be collected by the voters. In this case whatever percentage is agreed upon, it would imply a date for the election could not be fixed until it is attained. In any case the commission will appreciate advice on this matter. Card Readers The commission ordered for the production and delivery of 182,000 customized CRs, sufficient for 150, 829 voting points (VPs), plus redundancies. Out of this number, 154,500 have since been delivered and distributed to the states and FCT. The remaining balance of 27,500 has been produced and shipped and is expected on Wednesday February 4th (* The Whistle notes that Jega briefed Council on the 5th and the materials were yet to arrive). In the highly unlikely event that a CR fails, we have enough spares to deploy before the end of accreditation at 1PM and adjust the time to gain lost time. (* The Whistle notes this is an Entirely Questionable Statement) Non-Sensitive Materials There were delays in respect of sending the materials to Borno and Yobe states, because we have to keep them longer in the Zonal store until adequate security arrangements have been made to transport them to the states. A couple of months ago, INEC’s State office in Yobe was damaged by insurgents and 11 Hilux vehicles carted away. Although timelines have been missed in respect of the supply/delivery of some of the non sensitive materials to the states, in general. Recruitment and Training of Ad hoc (Temporary) election Personnel Given that larger number of Ad hoc Staff will be used in 2015 compared with 2011, the training his slightly more challenging. With the benefit of hindsight, and given the new technology of PVC and CR, we could do with more days of especially hands-on training for POs and APOs. Regrettably we can’t do that due to funding constraints. Also a more decentralized, LGA level training with smaller numbers on classroom would have been ideal. Public Enlightenment, Sensitization and Voter Education In a country the size and complexity of NIGERIA, public enlightenment, sensitization and voter education are circumscribed by enormous challenges. However, a lot more still needs to be done by all stakeholders to intensify voter education as we GET close to the dates of the elections. Conclusion For things under the commissions control, our accomplishments are to such degree that we can conduct the election, in spite of the identifiable challenges. Consequently, although our state of preparedness may not be 100% or perfect, and although a bit more time of additional preparation would enable us improve and perfect the current level of preparedness, we believed that we’re ready for the elections as planned. No matter the extent of our readiness if there are serious security concerns the successful conduct of free, fair, credible and peaceful elections would be greatly jeopardized. Yesterday, for example, we received a letter from the office of the National Security Adviser (NSA), informing us of recent developments in 4 of the North East States, stating that safety and security cannot be guaranteed during the proposed election period, adding reasons adducing reasons why this is so, and strongly advising that INEC considers rescheduling the elections by at least 6 weeks, within the provisions of the electoral legal framework, and within which time span it is hoped to restore sufficient normalcy for elections to hold. SURE-P is really making impacts on our infrastructure. I thought it would be another bogus government agency without value-adding projects to show. But I was very impressed with the work that was done on the Abuja - Lokoja axis of the Abuja - Benin highway. I understand that SURE-P contributed a considerable amount of money to the project. Work is also ongoing from the Benin end of the road. I hope these roads and the many others which SURE-P is involved in will be completed as soon as possible. SURE-P has so far shown that using the subsidy savings to fund infrastructure development benefits people more than when subsidies were embezzled by a few. I hope they continue to fund valuable projects across the nation. |

MaforBea: So I tried to shake this off but I couldn't. 2007 about 400 went for ac and about 220 were cleared and clearly passed. But they only hired about 89 or so. What was the criteria used? Fancy current job( a lot of them hired back there were kpmg, uba bank etc), man-know-man or state of origin. Now my concern is, I work I an accounting firm that is nott poular or big. I can't help but think fancy names and other factors may come into play for the final selection. Udo! |

The team has been to all the States in the North -central and South -east Geo-political zones , Rivers state, Cross River State, Bayelsa State and presently Delta State. The Tour Team have been to 15states and also the FCT and non of the 15 Governor's complained of Maku's multi- million Naira proposal ? The governor of bayelsa was not present through out the Tour in his State and it was a Huge success. This Moribund boisterous comedian is lying and should be ignored ! I can understand how quivering his lips will look if the entire nation finds out that he did waste a lot of Edo state resources on his re-electioneering! He can't run away from this because it's too late now , Edo is the only State remaining to Conclude the Good Governance tour exercise in the South-South region. The Governor of Delta State , Dr Emmanuel uduaghan , has reiterated That all the governors approved the Good Governance Tour Exercise before its commencement and also applauded the minister for Information , Labaran Maku , for his initiative and progress so far. The essence of the Tour isn't to undermine the efforts and achievements of any Governor , especially non- PDP Governors but to enlighten the public about giant strides so far taken by Government , showcasing justifiable achievements made by the States and federal Government Respectively. The Good Governance Team were in States - nassarawa , Imo and anambra - that are non-PDP , the Governors of these states acknowledged and commended the Team. I see no reason why oshiomole would resolve to cheap blackmail all of a sudden to berate their well deserved commendations ! I am well convinced that all these blackmail ,ranting and dissatisfaction by Gov.Adams and Lia Mohammed is just the beginning of a new political Ploy to create cheap popularity for their new Party- CPC and redicule all the achievements shown so far by Labaran Maku led Team. I won't be surprised if the South -West Governors ,excluding Gov. Mimiko Should behave likewise. |

That being said, Do we need a Federal Ministry that goes around talking about good governance when its not yet Uhuru.obviously there is need for the - "Good Governance Tour " - exercise to create awareness of What Government has done at State and federal levels ,what they intend doing and resources committed so far in the execution of said projects. Moreover , it's not the entire ministry that embarks on the tour. The tour Team comprises of people from the ministry , civil society , media houses etc. The information minister , Labaran Maku , consulted the federal Government and the Governor's forum before embarking on the Good Governance Tour. If Governor Adams claims that he has done tremendously well in developing his State , then he should allow the team visit and inspect projects . |
Governor Adams reasons are very flimsy. He is not being compelled by the FG or the Good Governance Team to spend his State Resources Extravagantly. The Tour has been a commendable exercise so far by Nigerians . All he needs do is to showcase his achievements to the entire nation through this medium. What's bad about that? |

The Awareness created during the just concluded south-east Tour was worthwhile and commendable. Abia was a total flop and no single project site was visited in Aba. So , who is deceiving who? These pictures are annoying and irritating ! The governor , T.A orji should be probed for his incompetence and fraudulent activities. He should learn governance from his colleagues like Akpabio , Amaechi , Rochas , Sullivan and more especially from Elechi (Ebonyi state)who receives lesser allocation and makes tremendous achievements in areas of infrastructure , Health and Education in his state.
