Professor Jega at yesterday's meeting said that INEC will need a bit more time to enable it prepare for the elections. Data shows that over 30 percent of the registered voters are yet to be issued their PVC and the demographics shows that the INEC focused its resources more one distributing the PVCs to a particular region. So guys, expect the elections to be shifted by a maximum of 60 days.

INEC Chairman, Prof. Attahiru Jega has admitted that the Independent National Electoral Commission requires sometime to perfect their plans to conduct a successful 2015 elections. In his briefing to the Council of States thursday in Abuja titled “Preparations for the 2015 General Elections Progress Report” he talked on several contentious issues including PVC Production & Distribution, Card Reader technology, Sensitive and Non Sensitive electoral Materials, Voter Awareness and Security concerns in the North East.

In his conclusion, Jega remarked that the commission is yet to perfect its level of preparedness but believes that it is ready as he frankly suggested that the elections may be postponed by 6 Weeks given the Security report in 4 North East states.

The Whistle has Exclusively obtained Prof. Jega’s briefing to the Council of State meeting and below are highlights of the Presentation:

Publishing of the REGISTER of Voters for the Elections

Indeed, the printing of the PDF hard copies of the REGISTER of voters to be used for the elections in the pollin gun its and voting points has commenced in virtually all the states. Initial Challenges caused by the late delivery of new printers which delayed commencement in some states has been since overcome.

Production and Distribution of PVCs

There are PVCs, which have been stolen before they were collected by their owners, or which were damaged, or which were for people who have done transfers, and which the Commission has decided to reproduce.

A total of 45,098,876 or 65.81% of the total have been collected by voters (Attachement 2), thus about 34% of the PVCs are yet to be collected by the voters.

Second what rate or percentage of collection is acceptable for an election to take place? (51%; 75%; 90+%?) In this case whatever percentage is agreed upon, it would imply a date for the election could not be fixed until it is attained.

In any case the commission will appreciate advice on this matter.

Card Readers

The commission ordered for the production and delivery of 182,000 customized CRs, sufficient for 150, 829 voting points (VPs), plus redundancies. Out of this number, 154,500 have since been delivered and distributed to the states and FCT. The remaining balance of 27,500 has been produced and shipped and is expected on Wednesday February 4th (* The Whistle notes that Jega briefed Council on the 5th and the materials were yet to arrive).

In the highly unlikely event that a CR fails, we have enough spares to deploy before the end of accreditation at 1PM and adjust the time to gain lost time. (* The Whistle notes this is an Entirely Questionable Statement)

Non-Sensitive Materials

There were delays in respect of sending the materials to Borno and Yobe states, because we have to keep them longer in the Zonal store until adequate security arrangements have been made to transport them to the states. A couple of months ago, INEC’s State office in Yobe was damaged by insurgents and 11 Hilux vehicles carted away.

Although timelines have been missed in respect of the supply/delivery of some of the non sensitive materials to the states, in general.

Recruitment and Training of Ad hoc (Temporary) election Personnel

Given that larger number of Ad hoc Staff will be used in 2015 compared with 2011, the training his slightly more challenging.

With the benefit of hindsight, and given the new technology of PVC and CR, we could do with more days of especially hands-on training for POs and APOs. Regrettably we can’t do that due to funding constraints. Also a more decentralized, LGA level training with smaller numbers on classroom would have been ideal.

Public Enlightenment, Sensitization and Voter Education

In a country the size and complexity of NIGERIA, public enlightenment, sensitization and voter education are circumscribed by enormous challenges.

However, a lot more still needs to be done by all stakeholders to intensify voter education as we GET close to the dates of the elections.

Conclusion

For things under the commissions control, our accomplishments are to such degree that we can conduct the election, in spite of the identifiable challenges.

Consequently, although our state of preparedness may not be 100% or perfect, and although a bit more time of additional preparation would enable us improve and perfect the current level of preparedness, we believed that we’re ready for the elections as planned.

No matter the extent of our readiness if there are serious security concerns the successful conduct of free, fair, credible and peaceful elections would be greatly jeopardized.

Yesterday, for example, we received a letter from the office of the National Security Adviser (NSA), informing us of recent developments in 4 of the North East States, stating that safety and security cannot be guaranteed during the proposed election period, adding reasons adducing reasons why this is so, and strongly advising that INEC considers rescheduling the elections by at least 6 weeks, within the provisions of the electoral legal framework, and within which time span it is hoped to restore sufficient normalcy for elections to hold. This is a new development that INEC cannot certainly ignore or take lightly.

SURE-P is really making impacts on our infrastructure. I thought it would be another bogus government agency without value-adding projects to show. But I was very impressed with the work that was done on the Abuja - Lokoja axis of the Abuja - Benin highway. I understand that SURE-P contributed a considerable amount of money to the project. Work is also ongoing from the Benin end of the road. I hope these roads and the many others which SURE-P is involved in will be completed as soon as possible.

SURE-P has so far shown that using the subsidy savings to fund infrastructure development benefits people more than when subsidies were embezzled by a few. I hope they continue to fund valuable projects across the nation.

@MaforBea what state are you from? I think you may have a point about the state of origin argument.

MaforBea: So I tried to shake this off but I couldn't. 2007 about 400 went for ac and about 220 were cleared and clearly passed. But they only hired about 89 or so. What was the criteria used? Fancy current job( a lot of them hired back there were kpmg, uba bank etc), man-know-man or state of origin. Now my concern is, I work I an accounting firm that is nott poular or big. I can't help but think fancy names and other factors may come into play for the final selection. Udo!

The Governor of Delta State , Dr Emmanuel uduaghan , has reiterated That all the governors approved the Good Governance Tour Exercise before its commencement and also applauded the minister for Information , Labaran Maku , for his initiative and progress so far.
The essence of the Tour isn't to undermine the efforts and achievements of any Governor , especially non- PDP Governors but to enlighten the public about giant strides so far taken by Government , showcasing justifiable achievements made by the States and federal Government Respectively.
The Good Governance Team were in States - nassarawa , Imo and anambra - that are non-PDP , the Governors of these states acknowledged and commended the Team. I see no reason why oshiomole would resolve to cheap blackmail all of a sudden to berate their well deserved commendations !
I am well convinced that all these blackmail ,ranting and dissatisfaction by Gov.Adams and Lia Mohammed is just the beginning of a new political Ploy to create cheap popularity for their new Party- CPC and redicule all the achievements shown so far by Labaran Maku led Team.

People go to or travel through Edo State and they see changes happening. When they get home, they spread the word about the changes they have seen. I do not need a stupid Minister to come tell me that changes are taking place in a state. During the days of Donald Duke, words of mouth sent the message far and wide that Calabar was being remodeled in beauty and people went there to see for themselves and confirmed the whole story.

Oshiomhole should send a Director in the Ministry of Information to receive the team when they arrive so that they get the message how unwelcome and very unimportant their mission to the state is. If anything, Edo State has Radio and Tv stations, AIT, SILVERBIRD, ITV, EBS, NTA, FRCN, etc. They have been broadcasting the government's success and failures for years and they will continue to do so.

GEJ's government is a government of the crooks, who believe in mediocrity.

obviously there is need for the - "Good Governance Tour " - exercise to create awareness of What Government has done at State and federal levels ,what they intend doing and resources committed so far in the execution of said projects.
Moreover , it's not the entire ministry that embarks on the tour. The tour Team comprises of people from the ministry , civil society , media houses etc. The information minister , Labaran Maku , consulted the federal Government and the Governor's forum before embarking on the Good Governance Tour.

It is a mistake to think that just any criticism of those in authority is intended to spur action in the positive direction. Many do not fully understand the unique and complex background from which Abia state recently emerged. it was a failed state in every sense of it . For 8 solid years Abia state remained under the struggle hold of despotism and demagoguery. It was a regime that smacked of inconsistencies in word and action. People like ‘yours faithfully’ were hunted down for daring to speak out against official malfeasance and unbridled profligate life style at the expense of the public till. There was deliberate policy of state terrorism endorsed with the executive red pen.thuggery was legitimized and it formed an inseparable arm of government.’Yours faithfully’ and few others who braved the situation to speak out had all the paraphernalia of executive incumbency unleashed against us. Communities like Idima Abam were almost destroyed on false information to the police in an attempt to arraign ‘disloyal’ on trumped up charges. These and a myriad of other vices were the woes that Abians daily struggled to live with during the eight years of Orji Uzor kalu ‘s rule in Abia state.
I am not just a living witness but a victim of the misrule and highhandedness that befell Abiastate for eight years. The story of what happened in Abia between’ 1999 to 2007 is one that would require a fulltime narrative and it should be left for another day. My concern today is to draw a contrast between the erstwhile regime and the present one, for purposes of utter clarity.
What would be the yard stick to measure performance in Abia state in terms of good governance to the people .certainly not one offered by the likes of Orji Uzor .
I am, to say the least, very stunned to note that Orji Uzor has the effrontery to accuse the present Governor Non performance in the administration and management of the state resources. In one of his diatribes he accused the Governor and his children of amassing so much wealth and even dared to query his source of wealth’.
The question is what does Governor T.A Orji and his children have that a governor can’t legitimately afford. The former governor , within his 8 years of governorship floated an airline , a bank in Gambia , acquired hotels and two oceans liners , a larger than life property in Potomac, Maryland, united state , etcetera.
It should be recalled that in Orji Uzor kalu overmastering desires to subjugate the Abia political elite , he cultivated a horrendous intolerance of any form of dissent between 1999 t0 2007 . This was a period that no well informed Abia is in a hurry to forget.
It was a period when governance equated to prodigality and ostentation, while vagueness and ambiguity was the norm in virtually every official transaction. Memories of history do not fade away quickly. It is strange as it is amusing t read the former governor of Abia state in his ‘good governance ‘in Abia during his 8 years rule. I can only grief for the reading public who might not have the facts to effectively situate the two regimes and personalities. For the avoidance of doubt these are two extremes with a marked difference in perception, emphasis, objectives, values and priority.
During the period of that regime , when inclination to malfeasance gained ascendancy over reason , and many politicians were cowed made to cultivate a slave mentality that consistently crawled for parental adoption , there were few of us who had the steely determination to call the bluffs.
A person‘s true greatness does not fully surface until he vacates the scene, otherwise the private and public life of the present governor of Abia state would bear true of an ancient injunction that ‘honour be given to whom it is due; understandably, this injunction has evolved to a nascent political axiom which canvasses ‘honour’ as the function and product of the performance ethics that bother on selfless sacrifice for collective good.
In the thinking of the ancient, honour’ becomes the group recognition of the relevance of character and action to the development of human collective.
It insults the sensibilities of Abians to read Orji Uzor trying unsuccessfully to inflict dent on the character and integrity of Governor T.A Orji, perhaps in vexed protest to the expose of his moral ills as then governor, by the sterling qualities of his successor.
It is not the fault of Governor T.A Orji that Orji Uzor chose to fritter away 8 solid years on thealtar of prodigality and ostentation an embraced actions that were visibly inimical to the objectives and logic of collective development . The spoilsport propensities in which the Abiaexecutive arm thrived under his regime left much to be desired and riled many of us whom he hunted down with all the war chest available to him as governor. The bestial reign of Orji Uzor’sregime was anchored on vile propaganda and cruelty that surpassed those of the roman emperors.
Contrariwise, the conscientious, considerate spirit with which Governor T.A Orji has marked his dealing with people has earned him the respect and admiration of people like me and we are in the greater majority of the Abia populace. He has, by consistent moral uprightness, struck a note on the imperatives of selfless service of Abians , considering public good greater than his personal convenience –a clear departure from what it was under Orji Uzor Kalu .
According to melford okilo,’Honour is the practice of right actions’. This statement bears true of the character and persons of chief T..A Orji, who merely endured Orji Uzor for 8 years , being a career civil servant at the time.
The former Governor has no moral standing to utter a word against Governor Orji, or any member of his family because what stands sure behind Governor T.A Orji is priceless andtimeless. It is beyond the mundane, and radiates transcendent values. It is the beauty of his humble but firm spirit which daily seeks to practice prestige conferred by wealth and the material privileges bestowed by class that engulfed the former governor while in office.
Governor T.A Orji cannot condescend so low to join issues with him. Those who quite understand Orji Uzor’s antics and unbridled cruelty will defeat him in his own game on his own turf when the time comes.
If it takes a pause to inform us of the liberation of Abia state from the grips of sinister demonism in oath-taking of all practical office holders as stand practice of that regime while it lasted ; the tacit deployment of silent elimination by hook or of all those who failed to succumb to the evil order. Or those who were found to have breached the oath ; the sudden decimation of personalities through hire and fire , using the air waves as the preferred medium of communication to inflict maximum injury on the targeted personalities ; the trumped-up charges usually ever available to hound opponents of the regime, notwithstanding their membership of the same political party ; the solicited hero worship of sorts savored by both mother and son; the celebration of mediocrity in governance ; the near total disrespect to elders and hunting of thosewho would not mortgage their conscience ; corruption in the highest order with direct debit on public treasury into private companies ; the hide and seek strategy as state craft; intimidation and extra judicial killings , etcetera, etcetera .
The victims and near victims of these social ills and criminalities, some of who are still around,can testify. I am one of such people. In the period, prominent sons of Abia in the capacities of ministers of the Federal Republic, National secretary and Republic, legal luminaries of note –some of who wear the silk today, were causalities’ of the despotism and cruelty that held court in that regime and would easily attest to the veracity of these piece . The investigative machinery ofthe EFFC equally testifies to that.
Abians have been librated and we have no apologies to anybody. we rather have vowed to remain grateful to God for his infinite wisdom and mercy that saw to the emergence to Governor T.A Orji , who came in the caste of Moses-serving in the court of pharaohs’ to receive the requisite training for the arduous task of liberation . it is history replayed in Abia . Just as Mosesendured the stench of injustice against all odds, to fit the man God required for the job. He hasnever failed to inform all who cares to hear, that he did not perform this feat by sheer strength or sophistication of his own, but by the Devine mandate entrusted on him by God.
For me, it is the freedom of speech and after the speech, the restoration of the dignity of all Abiapoliticians to operate without fear that makes all the difference. The provision of infrastructure by T.A Orji’s administration, which is verifiably littered all over the state, becomes secondary.The Arab spring is a testimony that freedom is a basic need of all humans, Irrespective of creed or race. If all these are acknowledged, I would need to know what else makes Orji Kalu’sdefinition of good governance – and let all who love justice and freedom say Amen.

Sampson Orji was a member of Abia state House of Assembly during the 1st tenure of Orji Kalu’s regime and a member of the state executive council of Abia state in the present administration.

Thank GOD for his wisdom through The Information Minister , Labaran maku for initiating the " Good Governance tour" ! The Awareness created during the just concluded south-east Tour was worthwhile and commendable. Abia was a total flop and no single project site was visited in Aba. So , who is deceiving who?
These pictures are annoying and irritating ! The governor , T.A orji should be probed for his incompetence and fraudulent activities. He should learn governance from his colleagues like Akpabio , Amaechi , Rochas , Sullivan and more especially from Elechi (Ebonyi state)who receives lesser allocation and makes tremendous achievements in areas of infrastructure , Health and Education in his state.
I'm fed up with all these exhibition of falsehood on this platform. The governor could have taken the Good Governance Team that came to Abia to Aba if he had projects going on there but he didn't !
Abians should direct their ire at the former governor , Orji Kalu who imposed this inept creature on Abians. FOOLS !!!!!

This is a good development. Smaller Political Parties should unite to form a formidable opposing force in order to produce credible , experienced and enlightened aspirants that can move our country forward . We all know that this isn't the real essence of merging into a new political party -APC (All Progressive Congress)
Their prime intent is to Oust the ruling party out of power and loot the treasury dry ! Politicians like Buhari ,Bola Tinubu and Tom Ikimi won't allow this exercise to thrive due to their selfish disposition.

Quite funny ,Quivering Governors at work ! They are trying to use social media - platforms to discredit the Good Governance Tour exercise due to non performance in their respective states.
