Lagos Police Bars Vigilante Groups From Carrying Arms

BY EUGENE AGHA, 15 OCTOBER 2012

Lagos — The Lagos State Commissioner of Police, Mr. Umar Manko yesterday said it is a criminal offence for members of vigilante groups to carry rifles. Manko's reaction may not be unconnected with the killing of four undergraduate students of the University of Port Harcourt by suspected members of a vigilante group at the instance of their village head. The Lagos State police boss said vigilante groups are supposed to work with the police at the local level. "They can arrest suspects and hand them over to the police whose responsibility it is to investigate and prosecute if the need arises. It is a criminal offence for members of the vigilante to carry guns," he maintained. Manko said anyone seen with a gun must have a valid license for it and such individual must have been duly screened by the appropriate authorities. "So it is a crime for one to have a privately licensed gun and in turn hand over same to vigilante group for security purposes," he said. Manko explained that if a vigilante member is arrested with a rifle issued to him by another person they will be arrested for illegal possession of fire arms. He noted that members of the vigilante are there to complement efforts of the police, not to usurp the responsibility of the police. It will be recalled that four undergraduate students of the University of Port Harcourt were gruesomely killed by suspected members of a vigilante group at Aluu community in Rivers State. The Inspector General of Police has vowed to fish out the killers, saying such barbaric act cannot be tolerated in any part of the country.

nice one! These camouflaged security criminals abuse the privileges given to them , indulge in deviant activities and defeat the aim of their empowerment.
They should be relieved of their duty and allow recognized agencies by law to secure lives and properties.
PoliticsRe: Tinubu Is The MAJOR Problem Of Lagos State by Vogue50: 5:48pm On Oct 15, 2012
lwise: Until we all realise the fact that Tinubu is the major problem of Lagos state that's when solutions will start coming.

I was @ Ayinke general hospital sometime ago,I couldn't believe the crowd I saw. I was there to see a specialist on skin. I was told to perform a series of test, it took me a whole week to complete the test because people were many. The following week I took the test result to the dermatologist office, I was told my appointment day will be in three weeks time bc pple were too many.

Presently,I learnt that Fashola has mandate all staff running shift in state hospital to work 24hrs non stop.I find this difficult to believe. These people are not dealing with computer or biscuit, they are dealing with human lives, those that made the health sector a shift duty are not silly. I don't know why Lagos state own will be an exception. I expect Lagos state to build more general hospital because of the population of Lagos instead of forcing the staff to work 24hrs non stop ,its not done anywhere in the world.

Fashola couldn't build more because of Tinubu. I can say Tinubu is the governor of Lagos state while Fashola is the deputy. You can't imagine the amount of money the ACN is spending in Ondo state now. These money are tax payers money in Lagos state. Tinubu is slowing down the development of Lagos state with his probosis inside Lagos treasury.

If u take a critical look at Fasholas administration, his performance during his fist term is better than what we have now. Let us wake up before Tinubu turns the whole Lagos state to his shopping plaza.

When you look @ the LASTMA, they hide in strategic places just to make sure that you fall in2 there trap. Is there nothing like 'first offender' in there dictionary. Why must you pay for every offence even if you are commiting the offence for the first time. It is because they are all out to indirectly enrich the purse of Tinubu.

Fashola is handicap,I'm very sure he signed an undertaken with Tinubu, that is why we didn't observe any rancour btw them during this tenure. Please reason with me,I may not have more fact but what I'm saying is not far from the truth.

EKO O NI BAJE JU BAYI LO O O.
I'm aware that bola tinubu is a dictator and has a lot of influence over all ACN members holding government portfolio's . Fashiola should not use that as an excuse for under- performing ; that's a very flimsy excuse !
We have seen governors hide under the guise of being under bondage by their Godfather's and loot away public funds. AbiA state is a vivid example.

this is opening a fortune door for dangote
obviously ! But not only the likes of Dangote alone but to all other investors that will build rice -mill industries due to the rising demand of rice in the market. The ban will encourage investors , create job opportunities and grow local production.
In the last one year, about 13 new public sector rice mill industry had come up with a total capacity of 240,000 metric tonnes of rice.
The agricultural sector has a lot of avenues to grow our economy if being exploited in the right direction . Similarly , this isnt an exception.

Neversaydie: Importation of rice unacceptable - Jonathan •As FG attracts $7.8bn investment into Agric sector

PRESIDENT Goodluck Jonathan has said that the continued importation of rice into the country is unacceptable.

He reiterated that his government would do all that is necessary to put an end to it by 2015 and save the country about N1billion per day.

Speaking during the inaugural meeting of the Agricultural Transformation Implementation Council at the State House, Abuja, on Tuesday, he said the nation's private sector was demonstrating increasing capacity in producing quality rice locally.

“It is unacceptable that Nigeria is still importing rice. This administration is, therefore, determined to ensure that Nigeria becomes self-sufficient in rice production by 2015, so as to reduce the current level of N1billion per day spent on rice importation,” he said.

According to him, in the last 12 months, 13 new private sector rice mills had come up with a total capacity of 240,000 metric tonnes, while the demand for locally produced rice was rising.

The president's remark came on a day that it was revealed that about $7.8 billion investment had been attracted into the agriculture sector this year alone, with agriculture output hitting 8.1million metric tonnes.

President Jonathan observed that the council's first meeting was coming at a time when many parts of the country were being ravaged by unprecedented flooding, which could have adverse effects on farm produce.

the stoping of rice importation will save us 1billion naira daily ; 365billion naira annually , this justifies government's effort to grow our economy.
We cant continue to devalue our currency through excess importation of products .

Budget needs to be passed by the national assembly early enough to enable the executiive carry out their obligated functions by enforcing its execution within the fiscal duration .
I think he has done really well by presenting 2013 budget before the national assembly , that will give the legislatures enough time for in-depth scrutination before its passage into law.
Let's hope that the 2013 fiscal year will commence by January 2013.
PoliticsRe: Jonathan Visits Flood-stricken Areas by Vogue50: 9:49am On Oct 13, 2012
supereagle: (AGI) Abuja - Nigerian President Goodluck Jonathan had begun a tour of the areas hardest hit by flooding, described as "the worst in our history - an authentic national disaster."

In Kogi alone, the central state toured by Jonathan, the local Civil Defense (NEMA) calculated around 630,000 displaced persons and over 150,000 hectares of cultivated land destroyed.

During the current rainy season, which in Nigeria runs from June to the end of October, there have been 148 deaths, according to a cautious estimate by the local Red Cross.

During the week the government gave the go-ahead for the forming of a commission to guarantee assistance to the population effected and allocated 85 million euros for medical assistance operations. "We are doing everything possible to allow everyone to return to their homes, soon it will be over," stated the President, who tomorrow will continue his visit reaching the Niger Delta flood victims.

In the meantime, the association of Nigerian doctors (NMA) has launched an alarm about the possible spreading of epidemics fostered by the contamination of the water table and the high concentration of displaced persons in the nearby reception centers. There are fears particularly for the outbreak of typhoid and cholera, cases of which have already been reported.

In addition to epidemics, it is feared that the flooding of the camps may further compromise an already negative agricultural season and create a serious food shortage in the coming months.

The NEMA also raised the level of risk due to the presence in urban centers of animals from the Savannah which the flooding has displaced from their natural habitat. The main dangers, NEMA warns, are those from hippopotamuses and crocodiles, already sited in numerous parts of the disaster area.

"The water has drained away and I could go back to my home, unfortunately I cannot do so because at the moment there is a hippopotomus living there - I can't do anything but wait until he tires of it and goes away," an inhabitant told the BBC in the central state of Benue. . .

According to him, “there have been concerns about the unsustainable subsidy regime and we now have a taskforce and a number of importers are now being investigated for subsidy payments that do not relate to importation of petroleum products.

“In 2011, over N2 trillion was paid as subsidy for importation of petroleum products .This has come to about N888 billion in 2012. Ultimately, this subsidy will have to go. It is difficult to remove, but the government was able to remove 50 per cent this year- it is a major, major achievement, especially for the fact that for a long time no one could remove the subsidy.”
How can a country spend over 2 trillion naira Just to subsidize one item? Investing 2trillion naira in other sectors like transport , education , infrastructure , health and agriculture will make a tremendous impact .

RICHIE BOI: A Pastor with the Redeemed Christian Church of God, (RCCG) Enerhen, Delta state, Pastor Celestine recently set himself on fire in a broad day light in Udu, Delta state.
Pastor Celestine took the sad decision to kill himself, after impregnating a choir member of his church, Sister Rose.

Efforts of Pastor Celestine to persuade Sister Rose to abort the pregnancy proved abortive, as she claimed that she might lose her life in the abortion process.

She refused the N2, 000,000 given to her by the late Pastor, even when he explained to her that their parish may scatter, if the news of her pregnancy spreads to the other church members.

As it is apparent to Pastor Samuel that Sister Rose will not go for the abortion, the happily married Pastor and father of one said that he could not face the shame.

He drove to Udu Bridge and poured petrol all over his body and lit the lighted. He burnt to death before help could reach him.

Itohen: Embattled former Speaker of the House of Representatives, Mr. Oladimeji Bankole had on Thursday, berated Nigerian leaders for not giving the youth the opportunity to lead, rather they prefer to ‘die in office.’

The ex lawmaker had expressed his frustration over the matter in Abeokuta, Ogun State capital at the commencement of a public lecture of the Federal University of Agriculture, Abeokuta (FUNAB) in Alabata.
The Lecture was entitled : “Mentoring and the challenges of leadership in Africa.”

According to Bankole, “These leaders failed to mentor those who are to take over from them and what we have instead are sit-tight leaders, who decide to die in office. Nigeria will only be placed on the path
of progress, growth and development when we start to prepare our youths for leadership.

“Proper tutelage is indispensable for success in any vocation and Nigeria must urgently start the process of dis-allowing untutored and untested persons from been given the saddle of leadership.”

Bankole said: “I wish to propose that we give further thought to ensuring that the choice of deputies is underlined by the requirement of competence and a modicum of collective enlightened self-interest.

“Another is the development of the agricultural sector. Studies have shown that our farming population across the country is ageing fast.
We must seek to build a system that enables us make creative use of people, who have occupied leading positions in our national life to gain useful experience.”

The ex speaker was of the opinion that democracy would survive if mentoring of upcoming leaders was taken seriously.
Present during the lecture were: Mr. Gbenga Adefaye, Editor-in-Chief/GM, Publication, Vanguard newspaper, and President, Nigerian Guild of Editors (NGE).
Others include: former Head of Service of the Federation, Prof. Oladapo Afolabi, who chaired the occasion, and the Vice Chancellor of FUNAB, Prof. Olusola Oyewole.

ziqqz: I am NOT a proud Nigerian. I think Nigeria is a hair's breath away from hopeless. I'm convinced that this chaotic country is a disgrace to humanity. I fear that we are destined to self-destruct.

What a country! Just big for nothing. We're choking on the greed and betrayal and frustrations and desperation and bitterness and helplessness of one too many fellow countrymen.

Every passing day in Nigeria is a mortal threat to human life. This country does not even know its own. Nigeria has no record to prove that me and you are alive today. That's why we can have video evidence of murderers in broad daylight and our country cannot put names to their faces. Barbarism is where we're headed in the 21st century.

We are indoctrinated into a corrupt system of life right from birth. Corruption is made "core option," and life can be sometimes impossible without at least a bit of it. Our children are bombarded by its practice everywhere they turn. If every existing being from Nigeria - and I mean from toddlers to the last man standing - is not wiped out in order to begin a new orientation and generation of Nigerians, our problems will live with us, forever.

Step out of Nigeria and it can sometimes be shaming to carry that green passport. In foreign lands, Nigeria cannot stand up and defend her people, or preserve our physical security when required. Our reputation precedes us, so even when you may be one of the very very, very, very, very very few well-meaning Nigerians, there is no escape from the stigma out there.

There is hardly anywhere from which we can be genuinely hopeful for the future. And yet I thought somebody here wrote something about us being the giant of Africa. Which dirty giant?? Na ONLY by human population we get mouth. Nothing else.

So I thought to ask... In consideration of all this, if you were presented with an opportunity to change your nationality to any other one which would at least value your life, would you renounce your Nigerian citizenship for a country with a better name and reputation?
u should be proud of your country, you should uphold her honor and glory that you have pledged to do when u recite the national anthem ; that shows how patriotic a citizen should be!
I disagree with u that our country is a disgrace to humanity and destined to destruction because we are not the poorest of countries , neither are we the most corrupt nation on earth. Don't despair but believe in a better Nigeria . Our collective sacrifices as a people today will suffice for our tommorow .

billante: The Special Fraud Unit (SFU) of the Nigeria Police Tuesday arrested the Managing Director of Capital Oil and Gas, Mr. Ifeanyi Uba, for his alleged involvement in the fuel subsidy fraud, running intoN22.4 billion.

The SFU was said to have arrested him in Lagos at about 2.30pm.
Uba was taken to the SFU office in Ikoyi, where he was grilled by a team of detectives.
Police Public Relations Officer for SFU, Ngozi Isintume, an Assistant Superintendent of Police, confirmed Uba’s arrest, adding that the suspect is presumed innocent until investigations are over.
She said: “I cannot really say much for now because he is currently being interrogated by SFU detectives. Ifeanyi Uba was arrested because of his alleged involvement in the fuel subsidy scam.

“We are still investigating the case so I cannot say if he would be released at the end of today (Tuesday). He was indicted by the presidential committee on fuel subsidy verification.
“Our job is to thoroughly investigate the matter and then prosecute if it comes to that. We don’t want to pre-empt investigation by commenting on everything. As you are aware, investigation is still on.
“But be rest assured that the Commissioner of Police, Tunde Ogunsakin, would in line with his mantra of zero tolerance to corruption see this case to a logical end.

“Remember the law says one is innocent until otherwise proven guilty. That is the line we are towing until investigations are over.”
Uba, alongside other marketers, was indicted by the Presidential Committee on Verification and Reconciliation of Fuel Subsidy Payments, led by Access Bank Plc Managing Director, Mr. Aigboje Aig-Imoukhuede.

The name of his company is on the list of the 25 companies indicted by the committee and recommended for criminal investigation for their alleged involvement in the N62,501,511,789.24 fraudulently obtained through the subsidy scheme.

In addition, Uba and his company are on the list of113 companies and 419 directors/shareholders that the Central Bank of Nigeria (CBN) has barred banks in the country from extending further creditto.
The CBN arrived at this decision because of the reluctance by the debtors to pay back their loans despite the purchase of the debts at an agreed price by the Asset Management Corporation of Nigeria (AMCON).
His company is said to owe over N48.014 billion to banks

ubandire: Have I not been vindicated?yesterday when I saw the rubbish SR released about the hon minister abandoning USA cos of the protests I hurriedly countered it cos I had seen pictures and clips of the very successful parade held in new York.

SR for stating the obvious is an enemy of democracy having vowed with his military friends to destabilise democracy at it's nascent days,SR's lies if chronicled cn be the best selling LIE book of our time,hw would some folks throw integrity to the winds and become sooooo economic with the truth?if not for purely selfish purpose.

Is it not this same SR that has this timeline over the First Lady's health:
Fl has been flown abroad for food poisoning
Fl has ruptured appendicitis
Fl had cosmetic surgery gone bad
Fl has Parkinson's disease
Fl has cancer of the uterus
Aides of the Fl have been ordered to leave their hotel accommodation in preparation to the departure of Fl to Nigeria
First lady has been discharged and has checked into a very luxurious hotel in Germany
German doctors say Fl has not been discharged.

Haba Sahara Liars!there's no one unless the blind and wicked antagonists, who has seen the pix of this parade in New York that didn't agree it was a vey successful parade.Good a thing the organisers have come out openly to counter SR on this lie,it is now for everyone of us to advise ourselves on the integrity of this desperadoes,as for me I regret ever considering their malicious and callous lies.
it's simply obvious that they have been payed to propagate falsehood against the present administration. They have to do what they know best ; embarking on a lying spree !

There is no harm for Government to make known to the public their intentions in mitigating the flood disaster , the exact funds being set aside to carry out the project , ministries and agencies responsible to expedite action .
Also have in mind that the fund raising committee comprises of people from the public and private sector , so it won't seem as if the government and it's public servants are collaborating to loot away our national funds. I believe the likes of Dangote and Adenuga.
