Nigeria's prison cells are hot, dirty and overcrowded
Over 150 inmates have broken out of an overcrowded prison in Nigeria's south-east during a midnight escape bid.

The police and army have returned all but 20 of the inmates who jumped to freedom after making a hole in the cell ceiling.

The prisoners climbed along inside the roof of a prison block to where it met the perimeter wall, the comptroller general of prisons told journalists.

Enugu prison, one of Nigeria's oldest, is overcrowded, authorities say.

"The prisoners who escaped were agitated at the serious delays in the judicial process," Comptroller General of Nigeria's prison service Olushola Ogundipe told journalists.

In Enugu prison, 724 prisoners out of the total prison population of 987 have not been convicted.

Tough conditions

Prisoners can be jailed for years without court sentences.

The midnight escape was rumbled when guards saw prisoners leaping over the wall from the roof of a prison block.

Many are locked up 24 hours a day because there are not enough warders to prevent escapes.

Cells are dirty, hot and hold scores of people.

Judicial officers had been reviewing cases and freeing inmates who should not have been there.

The release programme had not been completed and the chief judge was due to return to complete it on Friday.

Mr Ogundipe did not say if the prisoners who tried to escape would be barred from the release programme.

"You know the inmates, everyone wanted their case to be heard," he said. "We are still bringing the situation under control."

Nigeria’s Attorney General and Minister of Justice, Mr. Michael Aondoakaa may have began an underground plot to run for the Governorship of Benue State in 2011, teaming up with former Governor George Akume who is alleged to have falling out with his successor, Governor Gabriel Suswan.

Pointblanknews.com investigations revealed that the Attorney General, whose allegation of corrupt enrichment is legendary in the history of his office, is said to be starching up several millions in hopes of clinching the PDP Governorship ticket in 2011.

Part of the plot, according to sources includes discrediting the administration of Governor Suswan within the Presidency and tagging him as one of the anti-Yar-Adua’s Governors.

Sources told pointblanknews.com that the cold war between Aondoakaa and Governor Suswan was blown open recently at a reception in honor of the new Director General of the National Agency for Food and Drug Administration Control, NAFDAC, Dr. Paul Orhii where the Governor was said to have openly told the Attorney General to face his Federal duties and allow him serve the people of Benue State.

The Attorney General was said to have replied the Governor at the occasion, denouncing any gubernatorial ambition.

But sources hinted that the denial from the Attorney General was not genuine as his loyalist were said to have regrouped and urged the Attorney General to move on with his Governorship ambition and use his closeness with President Umaru Musa Yar’Adua to swing the Governor’s ticket to his favor.

The sources confirmed that Aondoakaa and Senator Akume have teamed up to form formed what is known as the Tiv Elites where strategies against the administration of Governor Suswan are being plotted. The Sources added that even though some members of the Tiv Elite group are not favorably disposed to Aondoakaa’s Governorship ambition, majority who are associates of Senator Akume are in support of the Attorney General.

Pointblanknews.com gathered that former Governor Akume, a serving Senator is not particularly happy with Governor Suswan whom he believes has portrayed his administration in a bad light especially with several developmental project the new administration has embarked on in the last two years. The few supporters of Governor Suswan in the Tiv Elite group are hinging their support on what they described as “the governor’s excellent performance in the last two years.”

However, Aondoakaa and Senator Akume are bent on moving on with their plots against Governor Suswan and have started recruitment of those said to have an axe to grind with the Governor. The Attorney General, a source said has promised to make available funds for the Suswan-must-go project.

It would be recalled that Indian steel giant, Global Holdings Ltd. were at daggers drawn with the Nigerian Minister of Justice and Attorney-General, Michael Aondoakaa over the inability of the former to deliver on a deal to convince President Umaru Yar’Adua to reverse the federal government’s cancellation of the concession granted the company on Ajaokuta Steel Company. Global Steel Holdings was asking Aondoakaa to either “deliver or refund the $6 million dollar bribe he received on the deal.”

And only recently, through a memo issued by Aondoakaa, he delivered on the deal as the Indian company would be paid $240 Million and retain the Ajaokuta Steel Concessionaire

Passengers that board two Virgin Nigeria Boeing 767-300 aircraft and Arik Air’s Hawker HS-125 planes, which it uses for its executive charter flights, are doing so at great risk, an audit report of Nigerian airline operators has revealed.

The audit report was carried out by Air Consult International, on behalf of British Gas, Addax Petroleum, Centrica, Petroleum Geo-Services and Nexen Nigeria, all operating in the oil industry in Nigeria.

In the October 2008 confidential report, obtained exclusively by NEXT On Sunday, only Aero Contractors got a clean bill of health for all the aircraft on its fleet while planes on the fleet of Arik Air and Virgin Nigeria, apart from those earlier mentioned, were certified okay.

Those who patronise the executive jet charter business also have to be careful as they face a greater risk. The auditors’ verdict on the charter business is scary and emphatic: “The executive charter business has not kept pace with other aviation developments and at this stage the auditors cannot recommend any service in this category.”

Air Consult International was established in 1981. It specialises in the provision of consultancy services, technical assistance and training in the aviation sector. It has been conducting audit in Nigeria’s aviation sector since 2003.

A team of five auditors conducted a ‘user’ audit on six fixed wing operators and five helicopters at three different locations. They also held discussions with the Nigeria Civil Aviation Authority (NCAA) “to gain further insight into regulatory changes currently affecting the aviation industry in Nigeria.”

Operating environment
For a country bedevilled by a spate of air crashes and near-mishaps particularly between 2002 and 2005, the auditors’ damning verdict that, “there is strong evidence that operational standards, especially in aircraft maintenance, are not keeping pace with growth developments in the industry,” should be serious food for thought for operators, regulatory agencies and passengers.

The report also declared that, “The operating environment in Nigeria is still a difficult one. Vast areas of the country’s airspace do not have radar coverage and air traffic control is provided by radio and procedural means.” It condemned a developing trend where new entrants are allowed to piggy-back on an existing operator’s air operating certificate (AOC) which it claims “is a worrying development as very often the host airline may not be totally compliant with regulatory requirements in their own airline.” This is the arrangement one of the airlines audited, ARM Business Jets, planned to operate, using Associated Airlines certificate.

Losing its virginity

The auditors said they “are disappointed in some of the findings related to the B737 operation” while they “cannot recommend use of the B767 as the aircraft or engineers were not available for audit.” They also highlighted the deterioration in Virgin Nigeria service compared to the time they carried out an earlier audit in 2006.

“During our 2006 audit we found that the new airline operated to high standards with effective procedures in place to sustain these standards. Now less than two years later, we find substantial changes to Virgin Nigeria operation.”

Some of the changes which they said affected Virgin Nigeria operations include reduction of Virgin Atlantic group shareholding from 49 per cent to seven per cent. Virgin Atlantic management support has been reduced to five personnel while Virgin Nigeria is now responsible for low level maintenance on the B737 aircraft as the Lufthansa engineers providing maintenance support for B737 aircraft have been withdrawn.

But Francis Ayigbe, spokesperson for Virgin Nigeria disagreed with the auditors’ views in an e-mail response to our enquiries. “Virgin Atlantic is still a technical partner and they still exercise technical oversight,” Mr. Ayigbe said.

He said that Virgin Atlantic stake is still 49 per cent in Virgin Nigeria while the airline’s “operational, maintenance, safety and airworthiness standards remain robust and of world class.”

An audit of Virgin’s safety system also showed that of a sample of five air safety reports examined by the auditor, “four of these reports had not found their way into the database of the “Sentenel” safety management system. There was no evidence that any investigation or follow-up had taken place in relation to these four reports.”

Mr. Ayigbe again said, “I strongly disagree. Passenger safety is premium to us, if (there is) laxity in safety, the Nigeria Civil Aviation Authority would have grounded our operations.”

Executive Problems

The HS-125 Executive jets operated by Arik Air got a Category 0 rating in the audit. This means that they did not meet the basic standards of regulatory compliance as at the time of the audit.

“An audit of the maintenance report, planning and records associated with these two aircraft has highlighted serious discrepancies in the application of mandatory maintenance requirements,” the audit report stated.

It concluded, “In light of our findings in the technical support of the HS-125 aircraft, we cannot endorse (the) use of this aircraft.”

“The two HS-125 in our fleet are for charter operations as their certificate of air worthiness are still current and cannot be flying, they are (were) not approved by NCAA,” said Adebanji Ola, Media Officer of Arik Air in response to our enquiries on the audit report.

In fairness to Arik airline, which commenced operations in October 2006, the audit had words of commendation for its services. “Today this airline provides a very good service and operates to a high standard of safety,” it said. “Consequently, the auditors have no hesitation in recommending use of their B737, CRJ, Dash 8 and F50 aircraft.”

Red flag

Though ARM Business Jets are yet to commence operations, plans by the airline to piggy-back on Associated Airlines is a matter of serious concern. The fleet is managed by RAM West Africa Limited and the auditors’ conclusion was that they “cannot make any recommendation on this planned service but (we) note the reported relationship with Associated Airlines who are not recommended due to serious deterioration in their standards.”

“We are aware of Associated Airlines’ challenges, but we entered into agreement with them because as at that time it was only Associated that was favourably disposed to our terms,” said Efosa Evbuomwan, an official of ARM.

Squeaky clean

Aero Contractors got thumbs up from the auditors. The auditor said “Aero runs a solid, reliable operation”. It added that the audit was Air Consult International’s second audit over a two-year period and “it has confirmed the view that Aero is operating at a standard that aspires to best industry practice. It employs a team of well-qualified, competent aviation professionals.”

The regulator speaks
Unsurprisingly, the affected airlines were quick to point out that since the NCAA not withdrawn their licences, they must still be adhering to industry standards. The agency is the primary regulatory body for airlines in Nigeria in the areas of safety, aircraft registration, personnel licencing, commercial air transport and airspace standards.

Though the auditors claimed to have met with the agency’s Director, Harold Demuren, on Friday, October 17, 2008, its spokesman, Sam Adurogboye, could not confirm it when contacted on phone last week. “I’m not aware of this audit when and where it took place and also whether or not it did take place,” he said.

Mr. Adurogboye said further that Mr. Demuren was out of the country and cannot respond to our enquiries even when we offered to send questions to his boss through e-mail.

“We (NCAA) have various types of audits that are carried out on airlines from time to time. Be assured that our oversight capabilities is not in doubt, we have gone through all the recognised audits and came out with success,” he said.

Need for greater vigilance

The auditors concluded their report with the warning that though operational aircraft in Nigeria are much younger, they are not necessarily safer, adding that “safety depends on the professionalism and competence of all staff in the airline in ensuring compliance with regulations.”

They acknowledged that most of the big players are going through mixed phases of either slow decline or frenetic growth which both require extra special regulatory vigilance.

The auditors warned NCAA, of a danger of “complacency setting in on the false assumption that newer aircraft require less vigilance.”

Fashola insists on State police • Wants special status for Lagos

Governor Babatunde Fashola of Lagos State has reiterated his call for State Police as a veritable way of addressing security problem across the country

The governor also insisted that the state deserves a special status, in view of its pivotal role in the revenue generation of the country.

Fashola said special allocation from the federation account and provision of infrastructure, as well as effective security arrangement, are part of the unique needs of Lagos.

According to him, these provisions would enhance the development of the state, and the well-being of Nigerians from different backgrounds living in Lagos.

Fashola made the call at a world press conference at Lagos House, Ikeja, at the weekend, which was convened to commemorate 10 years of democracy in Nigeria and the two years celebration of his administration.

The governor reasoned that Lagos, as the economic nerve-centre of the country, with the most strategic seaports and airport, deserves a special status.
He said Lagos is a mini-Nigeria, compromising all various ethnic, religious and social backgrounds from across the country.

Fashola pointed out that should Lagos attain its Mega City status, the Federal Government would share in the credit, saying, "The greatness of Lagos is the greatness of Nigeria."

He revealed that his administration would soon embark on various projects, including the ambitious metroline, conceived under the administration of Lateef Jakande in the Second Republic.


According to him, the objective of the metroline project is to ease the problems of transportation in the state.


Fashola, who scored his administration high, stressed the importance of security, noting that no meaningful infrastructural development or investments can be carried out without security of life and property.


His words: "We cannot continue to implement policies and programmes that history and experience have clearly shown to be inefficient, and refused to change, while expecting things to be different.


"Now, all other federations that I know recognise the coordinate jurisdiction of the federating units. Therefore, you even ask yourself if the point has been put to those who made the Constitution at its conception. We should ask them if they remember that they actually created a legislative arm for each state and even created state courts? If the courts gave rulings, who will carry out these orders?


"I am sure if these questions had been put to them during the debates, they will know that they have made a mistake and put the Police there to enforce the law. And that is what is happening everywhere," he said.


On soldiers' involvement in the security arrangement of the state, Fashola said it was borne out of necessity, explaining that there were not enough police personnel to secure the state effectively.

"Clearly, the military has its responsibility, not only to protect the territorial integrity of the country, but also from internal and external aggression. And if you look at it, they assist only in areas of violent crimes.

"You don't have soldiers in police stations harassing people. It is clearly lack of enough personnel in the Police that compelled the state to look for solution elsewhere," Fashola said.

Meanwhile, Fashola has reiterated that his administration would not be distracted by the accolades accompanying his current performance, to lose focus or deviate from its programmes.

The governor said insinuations about a second term for him remains speculation, saying his administration would continue to fulfil its electoral promises to indigenes of the state.

His words: "From inception, our administration made it a point of duty to invest every minute of our time in achieving our overall policy thrust of poverty alleviation and sustainable economic growth. I can, therefore, tell you confidently that in the last 17,520 hours, 1,051,200 minutes and 63,072,000 seconds that make up the last two years since our assumption of office in 2007, we have relentlessly pursued the greatest happiness for the greatest number of our people", he said

Fashola also noted that the state has achieved much in the areas of providing efficient transportation network, which, according to him, is the pivot on which the economy of any modern mega city revolves.

He revealed that the Bus Rapid Transit (BRT) Lite System, a brainchild of his predecessor, Bola Tinubu, has since its commencement transported over 52 million passengers as at March 17, 2009, adding that the system has also been strengthened with the introduction of LAGBUS.

He also noted that his administration was also making concerted efforts to maximise the water transportation potential of the state, as it has facilitated the operations of City Link Limited and Metro Ferry, which currently offer ferry services between Badore to Marina, and Ikorodu to Marina respectively, through public and private partnerships.

Fashola said the state was committed to delivering two of the planned seven-rail network, namely the Red Line from Agbado to Marina, and the Blue Line from Okokomaiko to Marina.


The governor also revealed that contractors have been paid to transform the Lagos Badagry Expressway into a 10-lane international highway with BTR routes, pedestrian walkways and light rail mass transit routes.

Meanwhile, eminent Nigerians have continued to laud the state administration for its achievements in the last two years.

Nobel Laureate, Professor Wole Soyinka, described Fashola as a mechanic.

According to him, "Fashola diagnoses the problems and goes at it like a skilled mechanic. You know, he wants to know what will work, while what will not work he set out to eliminate. He is transforming Lagos State ruthlessly because he is not a politician."

Minister of Information and Communication, Professor Dora Akunyili, rather sees Fashola as a brand, saying, "Governor Fashola is one of the great brands of Nigeria, and one of the faces which Nigeria can show to the world. Everyone is excited about the opportunity of meeting the governor, because of the giant strides he has recorded in such a short time. His great work will boost the re-branding project of Nigeria."

On his part, Diocesan Bishop of Lagos, Anglican Communion, Most Reverend Ephraim Ademowo, described Fashola as a stickler for thoroughness and excellence in government.

He noted that Fashola epitomised commitment to the principle of transparency and accountability.

"He is not only a visible action governor, but opinion poll recently conducted showed that he has transformed Lagos. Definitely, he is taking Lagos to higher heights", he concluded.

PRESIDENT of the West African Bar Association (WABA), Mr. Femi Falana, literally saved Mallam Nuhu Ribadu from a barrage of questions from concerned Nigerians in London at the weekend

Ribadu, former chairman of the Economic and Financial Crimes Commission (EFCC) was assailed with questions on his integrity while superintending the commission under the Olusegun Obasanjo government.

Angry Nigerians and other nationals who attended the heated colloquium on the state of the Nigerian nation at the Metropolitan University, London, wanted to know on which platform Ribadu mounted the rostrum to declare Nigeria as a failed state, which they accused him of contributing to its failure.

Ribadu, who was moved to tears during his presentation, lamented that Nigeria had not made any steady progress because of poor leadership.

He had asked rhetorically: "How did we get here? How did we get it so wrong and how did we fail as a nation?"

He said he felt "sad that we're not allowing the likes of Professor Wole Soyinka and Chief Anthony Enahoro to rest. Why is it that the same man (Enahoro), who moved the motion for independence, is still the same one going over the nation and rallying politicians?

"Why are we not allowing Soyinka to rest after using more than 50 years of his life to fight for the nation?"

He cited Chief Gani Fawehinmi, Soyinka and Falana as some of his notable mentors even as he revealed that "fighting corruption is the worst and toughest job in the world. But I made up my mind to give it my best shot."

He encouraged everyone in Nigeria and in the Diaspora to rally round and "make Nigeria work, and let's start writing our own history."

His presentation drew applause and hisses, with many in the audience questioning his collaboration with Obasanjo to nearly derail the 2007 elections.

But Falana came to Ribadu's rescue and blasted a section of the Nigerian press as not capable of judging the state of democracy and its actors in Nigeria.

Specifically, Falana, easily one of the leading lights of the pre-1999 pro-democracy struggles in Nigeria, had sought to rescue his close pal - Ribadu - from some barrage of questions arising from his participation in the Obasanjo administration.

While rounding off his intervention, Falana, who suggested that the electoral Act in Nigeria should be amended to include provisions allowing Nigerians in the Diaspora to vote anywhere, urged the critical audience to judge the travail and triumph of Malam Ribadu within the context of what the administration he served represented and the structure of the section of the press that has been vilifying him (Ribadu).

His words: "Please, do not judge Ribadu by what you read in some Nigerian newspapers, The young man has not been everybody's friend. I also criticized him while he was EFCC boss from the way he was carrying out his assignment under Obasanjo.

"But he (Ribadu) has demonstrated by his act in office that corruption can be fought, Really, don't judge him by what you read in the newspapers."

Then, he raised the poser: "Who own the newspapers that have criticized him? The Nation is owned Asiwaju Bola Tinubu. The Sun is owned by former governor Orji Uzor Kalu. Daily Independent is owned by James Ibori, Some of these actors even own some radio stations in Nigeria.

"The best thing these papers and their allies can do is to stigmatise Ribadu, These are people that Ribadu was prosecuting as EFCC boss."

However, a common thread that ran through concerns raised at the colloquium, which was also attended by the 1996 Nobel laureate in Literature, Professor Wole Soyinka, as exclusively reported in The Guardian on Saturday, was the issue of strategic plans after the talkshop.

Many contributors including Mr. Tunde Asaju, a journalist and media consultant and Mrs. Josephine Amuwo, a London-based community organizer, raised questions about what would happen to issues raised at the symposium.

Mrs. Amuwo, who described the London gathering as "community development for me," said, "but all of you guys have to ensure that it should not just be a symposium where we write a report and nothing gets done."

She asked: "What are we going to do next year when we will clock 50 as an independent nation? What should we plan to do, too, in the next 50 years? We should be part of making Nigeria great again."

Mr. Asaju also wanted to know: "Do we just gather here, lament our fate and just go home? What concrete changes do we expect to make after here?"

Nonetheless, part of the practical steps suggested by Dr. Okey Ndibe, who spoke on 'The role of those in the Diaspora,' include:

"We ought to come out and demonstrate against an imposed leader. An imposed leader should be rejected. 99

"We should not always forgive and forget; we should develop a long memory of any wrong-doing. Obasanjo elected Yar'Adua and Nigerians have forgiven and forgotten.

"We have to insist on the right thing. No criminal should be allowed to go. We are in Nigeria, where when a politician steals public fund, he declares God is faithful; God has blessed me. Three Bishops held a mass for Professor Maurice Iwu (the INEC chairman) in Nigeria."

The symposium was organised by the Nigerian Liberty Forum, to mark Nigeria's Democracy Day in London on Friday.

TWO serving governors, Osun State governor, Prince Olagunsoye Oyinlola and his Ekiti State counterpart, Mr. Segun Oni; as well as a former governor in Oyo State, Dr. Omololu Olunloyo, on Thursday said there was no way for a former Lagos State governor, Senator Bola Tinubu, to capture the South West states, saying his “expansionist prog-ramme in the zone will fail.”

The trio, who said this in Osogbo, at the presentation of a book entitled Dissonant Harmonies: Controversies in Osun State Politics, written by the Special Adviser to the Osun State Governor on Media, Mr. Lasisi Olagunju, said the South West people would not allow Tinubu to impose his “cabal” on them.

Oyinlola, in his speech, accused Tinubu of introducing violence into the South West states, in his attempt to impose his men on the people through the Action Congress (AC).

“The recent political violence witnessed in the South West and lately, Osun and Ekiti states, was introduced by Tinubu and the AC from Lagos, in an attempt to impose his men on the people of the zone so as to become the leader in the zone,” Oyinlola said.

He then commended his adviser, Olagunju, for bringing out facts on the violence perpetrated by the Action Congress in the state, saying “issues treated in the books such as Oroki Day crisis, the violence that greeted the April 14, 2007 election and the bomb blast at the government secretariat, Abere in Osogbo, needed to be recorded as against the propaganda being dished out from Lagos by the Action Congress (AC)”.

Former governor of old Oyo State, Dr. Olunloyo, who was the chairman of the occasion, said Tinubu used some of the people in the Action Congress (AC) to propagate his expansionist programme.

“Ekiti re-run election was a do-or-die (Oba-sanjo-like) conflict bet-ween AC and PDP or between Fayemi and Oni and that actually Tinubu was the physical and financial force behind Fayemi only using the latter for his expansionist policy enroute becoming leader of the Yoruba,” he added.

The book captures all the noise made by Tinubu following attempt by the Action Congress to rule the state which has failed, he added. Also speaking at the book launch, Mr. Segun Oni alleged that the violence being perpetrated in his state was the “handiwork of Senator Tinubu, who recruited thugs from Lagos to cause mayhem in the state.”

In his address, Olagunju said he embarked on the book project to put the political happenings in the state in proper perspective. Present at the occasion were the Ooni of Ife, Oba Okunade Sijuwade and all first class traditional rulers in Osun State, as well as other dignitaries.

What to look out for when renting new accommodation

When Mr. Francis Ilemobayo switched accommodation from Ikorodu to Isolo, he gave as reason the relative long distance between his home and his office in Ikeja and the associated stress of commuting daily to and from work with the notorious traffic problems on the ever busy Ikorodu road.

According to him, the decision to leave Ikorodu was not easy at all because apart from the fact that the house belongs to him, his family had settled in the area and the difficulties of securing new accommodation in an unfamiliar environment weighed him down a bit.

He says, "It took a while for my wife to accept the decision for us to leave our own house and become tenants in another person's house; but when I analysed the cost of staying in Ikorodu in terms of transportation and ill health as a result of stress, and compared it with that of the new abode, she reluctantly gave in.

"I must say, however, that apart from a few teething problems, the decision has turned out to be a wise one, because I spend less than 30 minutes to get home from work now instead of the average of one and half hours that I used to spend on the road to get to Ikorodu."

People change accommodation for various reasons. They range from pressure from their landlords; changes in socio-economic status; need to move "nearer" activity points and disaster-induced switch among others.

However, when taking the decision to change accommodation, certain basic points should be considered.

There are many conmen parading themselves as estate agents and duping desperate accommodation seekers. Their activities thrive because of acute shortage in accommodation, especially in the urban centres, and the unregulated estate agency business, coupled with an apparent weakness of the law and the inability of the law enforcement agents to deal with the situation.

It must be pointed out, however, that there is a group that is recognised by law as estate agents, the Nigerian Institution of Estate Surveyors and Valuers, but because of the academic rigours of becoming a member, the number of licensed estate surveyors and valuers is negligible compared with the number of informal agents who dot every street in urban centres.

So, for an individual aiming to secure new accommodation, caution is not a word that should be treated with levity. If the individual is unlucky to fall into wrong hands, he may lose his savings to unscrupulous agents who may disappear without any trace, or he could contend with some other potential tenants who have equally been duped to fight for the right to secure the accommodation.

Besides, the agents most times put pressure on landlords to fix unreasonably high rents in the expectation of getting a generous commission out of the total rent. But they don't stop at this, they often charge the tenant extra commission in addition to agreement fees that make the total money spent by the tenant to be way over the top. For example, Ilemobayo had to pay well over N500,000 for his three bedroom apartment for two years.

If you are searching for accommodation in an area you are not very familiar with, the best thing to do is to find out a lot of information about the neighbourhood from friends and residents. You need to find out how safe the place is. Ask neighbours about previous tenants. If possible ask to look around the property while the present tenants are still there.

In this part of the world, where electricity supply is very erratic you may need to find out about the schedule of supply for the area. While some neighbourhoods in Lagos enjoy up to 18 hours of power supply daily, some don't enjoy electricity for months, relying instead on generators!

Then, you need to find out about the personality of your potential landlord. Is he the troublesome type that nothing pleases or is the "I don't care" type? Will he reside in the same building with you or does he stay apart? What are the responsibilities of the landlord on the property and what are the limits of what the tenant can do?

Can you afford the house? This is an important question because there is no point taking up an accommodation that your income cannot support. Remember, it is not just the rent that you have to pay, there are utility bills and others like electricity or water supply.

Take an inventory of all the items in the house before you move in and remember to do this together with the landlord or his representative so that when you are vacating the apartment, both parties would be satisfied that no one is cheated.

At the end of your lease, assess the state of the property in detail with the landlord. Get him to tell you exactly what he is not happy with (if anything), and what he is going to charge you for, or take out of your deposit. Point out that he should expect reasonable wear and tear, especially if you have been there a while.

Rent prices vary greatly within neighbourhoods. Consider if you can live a little outside where you actually want to be for a fraction of the cost and greater apartment size.

It is important to identify your needs before committing your resources on a property. Does it satisfy your family needs? Is it located in a good neighbourhood and are the schools around it good enough for your children? What about ease of transportation to and from your work place? Is there ready water supply or do you have to provide your own water? What about sources of noise pollution in the neighbourhood - places of worship, market, musical record sellers among other?

i I've got problem with the govt involvement in purchasing car or buses for transportation in Nigeria. What I expect from the govt is the provision of infrastructure, enabling environment and provision loan facilities to interested operator. Time and time again Govt have bought thousands of this type of cars its all ends up in cronies and party loyalist hands.
