Mass break-out from Nigerian jail Nigeria's prison cells are hot, dirty and overcrowded Over 150 inmates have broken out of an overcrowded prison in Nigeria's south-east during a midnight escape bid. The police and army have returned all but 20 of the inmates who jumped to freedom after making a hole in the cell ceiling. The prisoners climbed along inside the roof of a prison block to where it met the perimeter wall, the comptroller general of prisons told journalists. Enugu prison, one of Nigeria's oldest, is overcrowded, authorities say. "The prisoners who escaped were agitated at the serious delays in the judicial process," Comptroller General of Nigeria's prison service Olushola Ogundipe told journalists. In Enugu prison, 724 prisoners out of the total prison population of 987 have not been convicted. Tough conditions Prisoners can be jailed for years without court sentences. The midnight escape was rumbled when guards saw prisoners leaping over the wall from the roof of a prison block. Prisoners in Enugu jail live in tough conditions. Many are locked up 24 hours a day because there are not enough warders to prevent escapes. Cells are dirty, hot and hold scores of people. Judicial officers had been reviewing cases and freeing inmates who should not have been there. The release programme had not been completed and the chief judge was due to return to complete it on Friday. Mr Ogundipe did not say if the prisoners who tried to escape would be barred from the release programme. "You know the inmates, everyone wanted their case to be heard," he said. Don’t fly these planes By Idris Akinbajo, Nicholas Ibekwe and Elor Nkereuwem June 1, 2009 10:31AMT Passengers that board two Virgin Nigeria Boeing 767-300 aircraft and Arik Air’s Hawker HS-125 planes, which it uses for its executive charter flights, are doing so at great risk, an audit report of Nigerian airline operators has revealed. The audit report was carried out by Air Consult International, on behalf of British Gas, Addax Petroleum, Centrica, Petroleum Geo-Services and Nexen Nigeria, all operating in the oil industry in Nigeria. In the October 2008 confidential report, obtained exclusively by NEXT On Sunday, only Aero Contractors got a clean bill of health for all the aircraft on its fleet while planes on the fleet of Arik Air and Virgin Nigeria, apart from those earlier mentioned, were certified okay. Those who patronise the executive jet charter business also have to be careful as they face a greater risk. The auditors’ verdict on the charter business is scary and emphatic: “The executive charter business has not kept pace with other aviation developments and at this stage the auditors cannot recommend any service in this category.” Air Consult International was established in 1981. It specialises in the provision of consultancy services, technical assistance and training in the aviation sector. It has been conducting audit in Nigeria’s aviation sector since 2003. A team of five auditors conducted a ‘user’ audit on six fixed wing operators and five helicopters at three different locations. They also held discussions with the Nigeria Civil Aviation Authority (NCAA) “to gain further insight into regulatory changes currently affecting the aviation industry in Nigeria.” Operating environment For a country bedevilled by a spate of air crashes and near-mishaps particularly between 2002 and 2005, the auditors’ damning verdict that, “there is strong evidence that operational standards, especially in aircraft maintenance, are not keeping pace with growth developments in the industry,” should be serious food for thought for operators, regulatory agencies and passengers. The report also declared that, “The operating environment in Nigeria is still a difficult one. Vast areas of the country’s airspace do not have radar coverage and air traffic control is provided by radio and procedural means.” It condemned a developing trend where new entrants are allowed to piggy-back on an existing operator’s air operating certificate (AOC) which it claims “is a worrying development as very often the host airline may not be totally compliant with regulatory requirements in their own airline.” This is the arrangement one of the airlines audited, ARM Business Jets, planned to operate, using Associated Airlines certificate. Losing its virginity The auditors said they “are disappointed in some of the findings related to the B737 operation” while they “cannot recommend use of the B767 as the aircraft or engineers were not available for audit.” They also highlighted the deterioration in Virgin Nigeria service compared to the time they carried out an earlier audit in 2006. “During our 2006 audit we found that the new airline operated to high standards with effective procedures in place to sustain these standards. Now less than two years later, we find substantial changes to Virgin Nigeria operation.” Some of the changes which they said affected Virgin Nigeria operations include reduction of Virgin Atlantic group shareholding from 49 per cent to seven per cent. Virgin Atlantic management support has been reduced to five personnel while Virgin Nigeria is now responsible for low level maintenance on the B737 aircraft as the Lufthansa engineers providing maintenance support for B737 aircraft have been withdrawn. But Francis Ayigbe, spokesperson for Virgin Nigeria disagreed with the auditors’ views in an e-mail response to our enquiries. “Virgin Atlantic is still a technical partner and they still exercise technical oversight,” Mr. Ayigbe said. He said that Virgin Atlantic stake is still 49 per cent in Virgin Nigeria while the airline’s “operational, maintenance, safety and airworthiness standards remain robust and of world class.” An audit of Virgin’s safety system also showed that of a sample of five air safety reports examined by the auditor, “four of these reports had not found their way into the database of the “Sentenel” safety management system. There was no evidence that any investigation or follow-up had taken place in relation to these four reports.” Mr. Ayigbe again said, “I strongly disagree. Passenger safety is premium to us, if (there is) laxity in safety, the Nigeria Civil Aviation Authority would have grounded our operations.” Executive Problems The HS-125 Executive jets operated by Arik Air got a Category 0 rating in the audit. This means that they did not meet the basic standards of regulatory compliance as at the time of the audit. “An audit of the maintenance report, planning and records associated with these two aircraft has highlighted serious discrepancies in the application of mandatory maintenance requirements,” the audit report stated. It concluded, “In light of our findings in the technical support of the HS-125 aircraft, we cannot endorse (the) use of this aircraft.” “The two HS-125 in our fleet are for charter operations as their certificate of air worthiness are still current and cannot be flying, they are (were) not approved by NCAA,” said Adebanji Ola, Media Officer of Arik Air in response to our enquiries on the audit report. In fairness to Arik airline, which commenced operations in October 2006, the audit had words of commendation for its services. “Today this airline provides a very good service and operates to a high standard of safety,” it said. “Consequently, the auditors have no hesitation in recommending use of their B737, CRJ, Dash 8 and F50 aircraft.” Red flag Though ARM Business Jets are yet to commence operations, plans by the airline to piggy-back on Associated Airlines is a matter of serious concern. The fleet is managed by RAM West Africa Limited and the auditors’ conclusion was that they “cannot make any recommendation on this planned service but (we) note the reported relationship with Associated Airlines who are not recommended due to serious deterioration in their standards.” “We are aware of Associated Airlines’ challenges, but we entered into agreement with them because as at that time it was only Associated that was favourably disposed to our terms,” said Efosa Evbuomwan, an official of ARM. Squeaky clean Aero Contractors got thumbs up from the auditors. The auditor said “Aero runs a solid, reliable operation”. It added that the audit was Air Consult International’s second audit over a two-year period and “it has confirmed the view that Aero is operating at a standard that aspires to best industry practice. It employs a team of well-qualified, competent aviation professionals.” The regulator speaks Unsurprisingly, the affected airlines were quick to point out that since the NCAA not withdrawn their licences, they must still be adhering to industry standards. The agency is the primary regulatory body for airlines in Nigeria in the areas of safety, aircraft registration, personnel licencing, commercial air transport and airspace standards. Though the auditors claimed to have met with the agency’s Director, Harold Demuren, on Friday, October 17, 2008, its spokesman, Sam Adurogboye, could not confirm it when contacted on phone last week. “I’m not aware of this audit when and where it took place and also whether or not it did take place,” he said. Mr. Adurogboye said further that Mr. Demuren was out of the country and cannot respond to our enquiries even when we offered to send questions to his boss through e-mail. “We (NCAA) have various types of audits that are carried out on airlines from time to time. Be assured that our oversight capabilities is not in doubt, we have gone through all the recognised audits and came out with success,” he said. Need for greater vigilance The auditors concluded their report with the warning that though operational aircraft in Nigeria are much younger, they are not necessarily safer, adding that “safety depends on the professionalism and competence of all staff in the airline in ensuring compliance with regulations.” They acknowledged that most of the big players are going through mixed phases of either slow decline or frenetic growth which both require extra special regulatory vigilance. Tunde Oyekola, Osogbo Friday, May 29, 2009 TWO serving governors, Osun State governor, Prince Olagunsoye Oyinlola and his Ekiti State counterpart, Mr. Segun Oni; as well as a former governor in Oyo State, Dr. Omololu Olunloyo, on Thursday said there was no way for a former Lagos State governor, Senator Bola Tinubu, to capture the South West states, saying his “expansionist prog-ramme in the zone will fail.” The trio, who said this in Osogbo, at the presentation of a book entitled Dissonant Harmonies: Controversies in Osun State Politics, written by the Special Adviser to the Osun State Governor on Media, Mr. Lasisi Olagunju, said the South West people would not allow Tinubu to impose his “cabal” on them. Oyinlola, in his speech, accused Tinubu of introducing violence into the South West states, in his attempt to impose his men on the people through the Action Congress (AC). “The recent political violence witnessed in the South West and lately, Osun and Ekiti states, was introduced by Tinubu and the AC from Lagos, in an attempt to impose his men on the people of the zone so as to become the leader in the zone,” Oyinlola said. He then commended his adviser, Olagunju, for bringing out facts on the violence perpetrated by the Action Congress in the state, saying “issues treated in the books such as Oroki Day crisis, the violence that greeted the April 14, 2007 election and the bomb blast at the government secretariat, Abere in Osogbo, needed to be recorded as against the propaganda being dished out from Lagos by the Action Congress (AC)”. Former governor of old Oyo State, Dr. Olunloyo, who was the chairman of the occasion, said Tinubu used some of the people in the Action Congress (AC) to propagate his expansionist programme. “Ekiti re-run election was a do-or-die (Oba-sanjo-like) conflict bet-ween AC and PDP or between Fayemi and Oni and that actually Tinubu was the physical and financial force behind Fayemi only using the latter for his expansionist policy enroute becoming leader of the Yoruba,” he added. The book captures all the noise made by Tinubu following attempt by the Action Congress to rule the state which has failed, he added. Also speaking at the book launch, Mr. Segun Oni alleged that the violence being perpetrated in his state was the “handiwork of Senator Tinubu, who recruited thugs from Lagos to cause mayhem in the state.” In his address, Olagunju said he embarked on the book project to put the political happenings in the state in proper perspective. Present at the occasion were the Ooni of Ife, Oba Okunade Sijuwade and all first class traditional rulers in Osun State, as well as other dignitaries. |
What to look out for when renting new accommodation By Akinpelu Dada When Mr. Francis Ilemobayo switched accommodation from Ikorodu to Isolo, he gave as reason the relative long distance between his home and his office in Ikeja and the associated stress of commuting daily to and from work with the notorious traffic problems on the ever busy Ikorodu road. According to him, the decision to leave Ikorodu was not easy at all because apart from the fact that the house belongs to him, his family had settled in the area and the difficulties of securing new accommodation in an unfamiliar environment weighed him down a bit. He says, "It took a while for my wife to accept the decision for us to leave our own house and become tenants in another person's house; but when I analysed the cost of staying in Ikorodu in terms of transportation and ill health as a result of stress, and compared it with that of the new abode, she reluctantly gave in. "I must say, however, that apart from a few teething problems, the decision has turned out to be a wise one, because I spend less than 30 minutes to get home from work now instead of the average of one and half hours that I used to spend on the road to get to Ikorodu." People change accommodation for various reasons. They range from pressure from their landlords; changes in socio-economic status; need to move "nearer" activity points and disaster-induced switch among others. However, when taking the decision to change accommodation, certain basic points should be considered. There are many conmen parading themselves as estate agents and duping desperate accommodation seekers. Their activities thrive because of acute shortage in accommodation, especially in the urban centres, and the unregulated estate agency business, coupled with an apparent weakness of the law and the inability of the law enforcement agents to deal with the situation. It must be pointed out, however, that there is a group that is recognised by law as estate agents, the Nigerian Institution of Estate Surveyors and Valuers, but because of the academic rigours of becoming a member, the number of licensed estate surveyors and valuers is negligible compared with the number of informal agents who dot every street in urban centres. So, for an individual aiming to secure new accommodation, caution is not a word that should be treated with levity. If the individual is unlucky to fall into wrong hands, he may lose his savings to unscrupulous agents who may disappear without any trace, or he could contend with some other potential tenants who have equally been duped to fight for the right to secure the accommodation. Besides, the agents most times put pressure on landlords to fix unreasonably high rents in the expectation of getting a generous commission out of the total rent. But they don't stop at this, they often charge the tenant extra commission in addition to agreement fees that make the total money spent by the tenant to be way over the top. For example, Ilemobayo had to pay well over N500,000 for his three bedroom apartment for two years. If you are searching for accommodation in an area you are not very familiar with, the best thing to do is to find out a lot of information about the neighbourhood from friends and residents. You need to find out how safe the place is. Ask neighbours about previous tenants. If possible ask to look around the property while the present tenants are still there. In this part of the world, where electricity supply is very erratic you may need to find out about the schedule of supply for the area. While some neighbourhoods in Lagos enjoy up to 18 hours of power supply daily, some don't enjoy electricity for months, relying instead on generators! Then, you need to find out about the personality of your potential landlord. Is he the troublesome type that nothing pleases or is the "I don't care" type? Will he reside in the same building with you or does he stay apart? What are the responsibilities of the landlord on the property and what are the limits of what the tenant can do? Can you afford the house? This is an important question because there is no point taking up an accommodation that your income cannot support. Remember, it is not just the rent that you have to pay, there are utility bills and others like electricity or water supply. Take an inventory of all the items in the house before you move in and remember to do this together with the landlord or his representative so that when you are vacating the apartment, both parties would be satisfied that no one is cheated. At the end of your lease, assess the state of the property in detail with the landlord. Get him to tell you exactly what he is not happy with (if anything), and what he is going to charge you for, or take out of your deposit. Point out that he should expect reasonable wear and tear, especially if you have been there a while. Rent prices vary greatly within neighbourhoods. Consider if you can live a little outside where you actually want to be for a fraction of the cost and greater apartment size. It is important to identify your needs before committing your resources on a property. Does it satisfy your family needs? Is it located in a good neighbourhood and are the schools around it good enough for your children? What about ease of transportation to and from your work place? Is there ready water supply or do you have to provide your own water? What about sources of noise pollution in the neighbourhood - places of worship, market, musical record sellers among other? |
