The minority leader of the House of Representatives and member representing Sululere Federal Constituency 1of Lagos State, Hon. Femi Gbajabiamila, has formally disclosed his aspiration to contest for the office of the House Speaker in the incoming 8th Assembly. In a letter of intent dated April 24 written by Gbajabiamila and addressed to all the 360 members-elect of the House, a copy of which was exclusively obtained by LEADERSHIP yesterday, he said he was “humbly” putting himself forward as their candidate for the position of Speaker of the 8th House of Representatives. He listed his personal achievements in the House spanning 12 years of his sojourn in the Lower Chamber of the National Assembly since 2003, adding that some of his undertakings were even carried out in the face of imminent danger to his life. Although Gbajabiamila is being touted as favourite candidate for the top job of the House, he however called for total support from his new and old colleagues in the incoming House, urging them to put aside all sentiments for his track record and length of service to the nation in the House. “I have been in the House for 12 years now, and 8 of those years as the Minority Leader, doing my best with the support of other members of the House to build a vibrant and accountable legislature and legislative process, sometimes at the risk of life. “Having worked with 4 Speakers and as I prepare for my fourth term, I will be one of the few members with the longest service in the House. I encourage you to see me as a steadying hand, a custodian of institutional history and a strong bridge builder between the House and the Executive. “As we usher in a new era in Nigerian politics, (an era of accountable governance), it is my hope that with my vast experience in the House you will consider me worthy to serve as your Speaker,” he said. The lawmaker noted that he has always put the interest of Nigeria in the forefront, adding that he led the fight against the infamous 3rd Term agenda in the House by former President Olusegun Obasanjo in 2007, and filed several law suits challenging Executive lawleness, amongst others. He said that his pedigree as a lawyer in two jurisdictions and over 30 years in legal practice, as well as his “extensive network” will be put to good use in ensuring members can keep their place in the hearts of Nigerians as the ‘People’s House’, adding that his focus would be a conscious rebranding of the House as the symbol of democracy. “As Speaker, I promise that I, with you as colleagues and partners, will maintain and strengthen the trust between the people and the House. Fresh indications emerged on Monday that the South-West geo-political zone would produce the next Deputy Senate President based on the ranking rule of the upper chamber which gives preference to returning senators. A critical analysis of the incoming 8th Senate indicated that with a simple majority in the chamber, the All Progressives Congress’ members are expected to emerge as, Senate President; Deputy Senate President; Senate Majority Leader; Chief Whip; Deputy Majority Leader and Deputy Chief Whip. A ranking senator, who preferred anonymity, told our correspondent that the APC Senate Caucus members were pushing for the Deputy Senate President slot to be filled by the South-West since the North-Central and the North-East were currently battling to produce the Senate President. He said South-South and the South-East would only produce the Minority Leader, Deputy Minority Leader, Minority Whip, and Deputy Minority Whip because none of the senators from the zone, either new or old, was a member of the APC which would constitute the majority in the 8th Senate. He said the North-West was expected to fill the slot of the Senate Leader, because there were many ranking APC senators from the zone. But further investigations by our correspondent in Abuja revealed that there was a simmering battle among members of the incoming 8th Senate, as some new entrants were allegedly insisting that the ranking rule be set aside during the composition of the Senate leadership. A ranking senator confided in our correspondent on Monday that some fresh senators, believed to have strong godfathers were also lobbying party elders to be elected as principal officers. The returning senators, he added, were however insisting on the application of Senate Standing Orders 2011 (as amended) during the inauguration of the 8th Senate on June 4. The rule stipulates that any senator who has been elected and has been re-elected into the chamber, has advantage over a member who is newly elected into the chamber. Chapter II (2) of the Senate rules specifically removes any ambiguity about the status of Senators in the chamber. The rule titled, “Election of presiding and other officers states that in determining ranking states that, “the following order shall apply: (i) Senators returning based on number of times re-elected; (II) Senators who had been members of the House of Representatives; and (iii) Senators elected as Senators for the first time.” Based on this ranking rule, only senators who had been re-elected based on the number of times he had won elections in to the Senate, are expected to form the nuclei of the leadership. Attempts to find out details of the meeting allegedly held in Abuja by the APC Senate Caucus were unsuccessful as some of the senators contacted denied knowledge of the meeting. For instance, Senator Robert Boroffice (Ondo North) said, “I am in Ondo State at the moment. As the contest for the office of the Senate President intensifies, various political blocs in the All Progressives Congress (APC) have thrown their weights behind different gladiators for the office. Prior to the emergence of Major-General Muhammadu Buhari as the president-elect, there were three political blocs within the APC, which won the March 28, 2015 presidential election and secured majority seats in both the Senate and House of Representatives. These political blocs include the Buhari/Northern bloc which is made up of the president-elect and his supporters who have been with him for 12 years and collapsed their structures into the APC during the merger process; the Tinubu/South-west bloc led by former Lagos State Governor, Senator Bola Ahmed Tinubu; and the former Peoples Democratic Party (PDP) governors who decamped to APC in 2013 led by Rivers State Governor Chibuike Amaechi and Senator Bukola Saraki. Hence, the battle for who occupies which position is championed by these blocs with the possibility of arriving at a consensus in the end. It is against this backdrop that the Tinubu bloc has thrown its weight behind Senate Minority Leader, Senator George Akume, for the office of the Senate President while the Amaechi bloc is pushing hard for the emergence of Saraki. A top source in the Tinubu camp told THISDAY on Monday that Akume has the backing of Tinubu and his group which is believed to be the strongest bloc in the party, but may not have the number in the Senate to push through their goal. According to him, the group is supporting Akume for three reasons. First, he said Akume has been with Tinubu’s group since its days in the ACN, culminating in his emergence as the Senate minority leader. Second, he said Akume is senior to Saraki in the Senate having been in the Senate since 2007 while Saraki became a senator in 2011. Third, the source said Tinubu and his men understand Akume far better than Saraki whom he said is not close to the bigwigs in the group like Akume. “The Tinubu group is backing Akume because Saraki seems to be more or less an outsider (to the group). Besides, Akume has long been in ACN and he is a senior to Saraki. He is also better understood by Asiwaju than Saraki,” the source said. THISDAY also learnt that one other factor not in Saraki’s favour is his tribe as a Yoruba man though geographically located in Kwara in North-central Nigeria. In this regard, it was learnt that power brokers in the party have said it might be difficult to sell the candidacy of the former governor for the office to the Nigerian public in view of the fact that the vice-president-elect, Prof. Yemi Osinbajo, is also a Yoruba man from Ogun State in the South-west. A source added that it would be a hard sell for two Yoruba men to become number two and three citizens respectively even though they are from different geopolitical zones. Despite the hurdles in Saraki’s way, the Amaechi group is said to be relentlessly pushing for his emergence as the next Senate President. On the other hand, the agitation of North-east senators to produce the Senate President is said to have had the backing of former Vice-President Atiku Abubakar. The senators have implored the leadership of the APC to zone the office to their region on the grounds that it is the most marginalised zone in the country. Among the senators jostling for the office in the North-east are former Gombe State Governor, Danjuma Goje, who represents Gombe Central in the Senate and his counterparts in Yobe East and Yobe North, Bukka Abba Ibrahim and Ahmed Lawan respectively. A senator from the South-west, Professor Olusola Adeyeye (Osun Central), has also indicated interest in the race. THISDAY also learnt that given the interest by different contenders for the office, it may be difficult for the power brokers in APC to reach a consensus with the gladiators on who would become the next Senate President. Hence, a source said if a stalemate prevails, there may be a repeat of the episode in the House of Representatives in 2011 when members of the House opted to elect their speaker and deputy in violation of the ruling PDP zoning agenda which had zoned the two offices to South-west and North-east respectively. It was against this background that Aminu Tambuwal from the North-west and Emeka Ihedioha from the South-east emerged the Speaker and Deputy Speaker, respectively.
