Invoices are normally issued after POS transactions. That would be the evidence of payment whether the money goes to the govt regardless. If the agent can't produce an invoice, there's no way I'm letting him go. Besides, a consultant was contracted to implement this system, I'm sure they'd have addressed that risk.
