No, this proposed By-Pass is a new project being designed to link the 2nd Niger Bridge to some point on the Enugu-Onitsha Expressway hence by-passing the very busy Onitsha hold-up traffic.
You are confusing the proposed By-Pass with Approach Roads which indeed has been completed at the Onitsha axis of the bridge at Obosi.

The Onitsha bypass has since been completed by Julius Berger. He must be talking of the Asaba end.

He know Onitsha is prone to flooding he should have used concrete to re-construct roads in Onitsha.

It was only yesterday Soludo commissioned this road with media fanfare and even from the photos I commented that the road appears sub-standard.
