ABUJA – President Mohamadu Buhari has sworn in the new service chiefs.

Performing the ceremony at the presidential Villa, Abuja, the president charged them to brace up against Boko Haram insurgency, armed robbery and militancy.

“I want to reiterate that your appointments and subsequent elevation to these ranks are based on your pedigree as first class senior officers who identify sterling leadership qualities.

Therefore I have no doubt in my mind that all of you are equal to the task ahead of you. You must acquaint yourselves and justify the honour done to you.

“You are all aware of the various security challenges facing our
nation. These challenges include the activities of Boko Haram
terrorists, armed banditry, kidnapping, militancy of various forms to mention a few”, the president said.

It will be recalled that the president on July 13 appointed the service chiefs including a new National Security Adviser, NSA.

They Major-General Abayomi Gabriel Olonisakin (Chief of Defence Staff); Major-General T.Y. Buratai (Chief of Army Staff), Rear Admiral Ibok-Ete Ekwe Ibas (Chief of Naval Staff) and Air Vice-Marshal Sadique Abubakar (Chief of Air Staff), Air Vice Marshal Monday Riku Morgan (Chief of Defence Intelligence) and retired Major-General Babagana Monguno (National Security Adviser)

President Buhari also paid glowing tribute to the Nigerian youth for their role in the last general election, describing them “heroes of democracy and architects of change”

The role you played, individually and collectively, in not only being peaceful members of the electorate but also galvanising the social media platform and mobilizing your peers to make the right choice.
“Your role contributed in no small measure to having a credible election in an atmosphere that was hitherto tense and volatile. The outcome is today being celebrated worldwide. Your role is greatly appreciated. I can assure you, my young compatriots, that you have written your names in history and you will be remembered as true heroes of our democracy and as architects of change”, he said.
Also speaking, the Permanent Secretary of the Ministry, Mrs. Rabi Jimeta, said that the initiative was aimed at giving the youth a direction in life, stressing that the uniqueness of this year’s celebration was the readiness of the president administration to evolve lofty programmes aimed at creating employments for the youth.
Similarly, the Director-General of National Youth Service Corps, Brig.-Gen. Johnson Olawumi, in his goodwill message said that the scheme was on that has gathered the youth of Nigeria under one unbrella.
He noted the contribution of the youth in previous elections in Nigeria, saying they have added to the credibility of the polls.
Meanwhile, World Youth Day came into being at the instance of United Nations Resolution 54/120 of December 19, 1999. It is observed August 12 of every year.

ABUJA-President Muhammadu Buhari on Wednesday in Abuja said that his government has resolved to provide the necessary infrastructures that would create employments for youth in the country.

According to him, unemployment was one of the major challenges facing Nigeria and the African continent as many graduates were yet to get jobs.

The president who recalled 2011 African Leaders summit in Malabo, Equatorial Genuea also said that it was the responsibility of the government to create jobs, saying that the “change” principle of the the ruling All Progressives Congress, APC, was not a political slogan but commitment to the dawn of a new era.

Speaking at an event organized by the Ministry of Youth Development to mark 2015 World Youth Day with the theme “Civic Engagement”, president Buhari however appealed to the youth to be patient with his government.

He remarked that Africa has the highest population of youth amongst the continents of the world, saying it was neither good nor bad.

“Distinguished Ladies and Gentlemen, you may wish to note that Africa is the most ‘youthful’ continent in the world. According to the figures I have been presented with, at least 20 percent of the continent’s population of 1.2 billion is between the age bracket of 15 – 24 years, with about 42% below 15 years of age. As the rest of the world gets older, Africa is getting younger. This is neither a good thing nor a bad thing. It all depends on what we make of it.

“Therefore, one of the greatest challenges facing governments and policy makers in Africa today is how to provide opportunities and meet the needs of young people, the vast majority of whom need to be empowered to enable them to lead decent lives and contribute their quota to the socio economic and political development of their countries.

“Correctly harnessed, this tremendous labour force could propel us to take a quantum leap in developing our infrastructure so that Nigeria can join the 21st Century.

“Some of you may recall that African leaders, at the Malabo 2011Summit, committed themselves to providing employment, whether directly or indirectly, for at least 3% of its unemployed young people every year. For us, the meeting in Malabo 2011, marked another turning point in the continent’s quest for development. The summit adopted that all member States should advance the youth agenda and adopt policies and mechanisms towards the creation of safe, decent and competitive employment opportunities.

“This would be achieved by accelerating the implementation of the Youth Decade Plan of Action (2009 – 2018) and the Ouagadougou 2004 Plan of Action on Employment Promotion and Poverty Alleviation. African leaders have since stepped up efforts to give voice, visibility and platforms to the youth to advocate for more investments in their future.

“It is, however, an issue of serious concern that in Nigeria, so far, economic growth has not translated into commensurate and improved social outcomes, especially for our 60 million young people who made up the majority of the population. Consequently our youth migrate from rural to urban areas and from this country to other countries across borders, in search of greener pastures.

“Distinguished ladies and gentlemen and my beloved youth, I want to assure you that the new Administration will place high premium in tackling challenges facing the youth sector.

“According to the National Bureau of Statistics, unemployment remains a major concern in Nigeria, with rates rising from 6.4% in 2006 to 24.20% in the first quarter of 2015. The unemployment rate among youth is even more disturbing and considered to be over 50% due to the sheer number of unemployed graduates and a huge number of youth who have had no chance to go to school roaming about the streets.
“It is worth noting that although educational attainment by Nigerian young people has increased significantly in the last decade, the relevance of curricula, quality of education and the fit with skills required by the job market, still remains a challenge for us as a country.

“Unsuitable qualifications limit our young peoples’ employment prospects and potential to contribute to national development. Our new Administration is poised to providing an enabling environment for the private sector to thrive so as to ensure greater opportunities for jobs to be created for our young people.

“This we believe will assist in reducing criminal activities and terrorism. We have resolved to provide adequate infrastructure and strengthen our job creation institutions in order to increase opportunities for our young people. For Nigeria to sustainably create jobs and ensure growth, we will pay special attention to the growth of our Small and Medium Scale Enterprises. This can be achieved through boosting the intervention funds as guaranteed by the Central Bank of Nigeria.

Two men, Nnenna Akanu and Uzoma Nwankwo, charged with defrauding a man of N25 million, under the pretext of helping to secure diamond, on Monday appeared in an Ebute Metta Chief Magistrates’ Court, Lagos. Nwankwo resides at No. 42, Abati St., Ikotun Egbe, while Akanu resides at No. 11, Oke Filling Station Rd., Ejigbo, a Lagos suburb.

They are both facing charges of obtaining under false pretext, stealing and conspiracy. The two accused persons, however, denied the charges.

Earlier, the prosecutor, ASP Olagoke Akinlade, had told the court that the accused committed the offences on Sept. 21, at Cele Ijesa, along Mile 2 Express Road, Lagos.

Akinlade alleged that the duo approached and hypnotised one Chibuike Igbobureke and told him they could supply him with N25 million worth of diamond. He said the victim was equally told to swear an oath not to disclose the business to any one or what had transpired. “Igbobureke boarded a vehicle on the Mile 2 axis and was hyptonised into paying the sum of N25 million into various accounts.

“He had paid up to N25 million into various accounts before he realised he had been conned,” Akinlade said. He said the offences contravened Sections 285, 312 and 409 of the Criminal Law of Lagos State, 2011. Section 285 prescribes seven years jail term, while 409 stipulates two years for offenders. The Chief Magistrate, Mrs O.I. Adelaja, granted the accused bail in the sum of N2 million each with one surety in like sum and adjourned the case till Sept. 2 for mention.

Abuja – President Muhammadu Buhari has directed Federal Government Ministries, Departments and Agencies (MDAs) to open and start paying into a Treasury Single Account (TSA) for all government revenues, incomes and other receipts.

According to the directive, the measure is specifically to promote transparency and facilitate compliance with sections 80 and 162 of the 1999 Constitution.

A statement by the Senior Special Assistant on Media and Publicity to the Vice President, Mr Laolu Akande, said on Sunday that henceforth, all receipts due to the Federal Government or any of its agencies must be paid into TSA or designated accounts.

It said such accounts should be maintained and operated in the Central Bank of Nigeria (CBN), except otherwise expressly approved.

A TSA is a unified structure of government bank accounts enabling consolidation and optimal utilisation of government cash resources.

It is a bank account or a set of linked bank accounts through which the government transacts all its receipts and payments and gets a consolidated view of its cash position at any given time.

The directive would end the previous public accounting situation of several fragmented accounts for government revenues, incomes and receipts.
the previous system had, in the recent past, led to loss or leakages of legitimate income meant for the Federation Account.

It would be recalled that Buhari had promised state governors at the inaugural meeting of the National Economic Council, NEC, in June, that all revenues prescribed for lodgment into the federation account would be treated as such under his watch.

He also said that he would ensure strict compliance with all relevant laws on accounting, allocation and disbursement.

Since then the presidency has worked with relevant agencies of the Federal Government to evolve the new policy directive.

According to Akande, the directive applies to fully funded organs of government like the MDAs and foreign missions, as well as the partially funded ones, such as teaching hospitals, medical centres and federal tertiary institutions.

Agencies such as the CBN, SEC, CAC, NPA, NCC, FAAN, NCAA, NIMASA, NDIC, NSC, NNPC, FIRS, NCS, MMSD, DPR are also affected.

He said that for any agency that was fully or partially self-funding, sub-accounts linked to TSA would be maintained at CBN and the accounting system would be configured to allow them access to funds based on their approved budgetary provisions.(NAN)

Ahead of the forthcoming governorship polls in Kogi and Bayelsa States, the Ekiti State Governor, Mr Ayodele Fayose, on Sunday, called on President Muhammadu Buhari to revoke the appointment of Mrs Amina Zakari as Acting Chairperson of the Independent National Electoral Commission (INEC), noting that since her tenure as National Electoral Commissioner had expired on July 21, 2015, she cannot continue to preside legally on INEC affairs.

In a statement by his Special Assistant on Public Communications and New Media, Lere Olayinka, Fayose said since INEC still has four National Electoral Commissioners, Abdukadir Oniyangi, Mohammad Wali, Chris Iyimoga and Lawrence Nwuruku, whose tenure are yet to expire, any of them should act as INEC chairman.

According to Fayose, apart from the danger that President Muhammadu Buhari’s appointment of his in-law, Mrs Amina Zakari as Acting Chairperson of the Independent National Electoral Commission (INEC) pose to democracy in the country, the position is unknown to the 1999 Constitution of the Federal Republic of Nigeria (as amended).

The governor, who called on all lovers of democracy in the country to rise in defence of the impartiality of INEC, which he described as the only factor that can sustain democracy, added that “the most honourable thing for President Buhari to do is to rescind the unlawful appointment of Mrs Zakari as INEC Acting Chairperson.”

Fayose said: “Since Mrs Zakari’s tenure as INEC National Electoral Commissioner has expired, she cannot continue to preside legally on INEC affairs, except if duly appointed as substantive Chairman of the commission as provided in Section 154 (1) and (3) of the 1999 Constitution (as amended).

“One of the major legacies bequeathed to Nigeria by the immediate past Peoples Democratic Party (PDP) government was free, fair and credible electoral process and President Buhari, who is a beneficiary of this legacy must sustain this legacy by ensuring that the impartiality of the electoral umpire is unblemished by suspicions of partisanship and illegal appointments.

“Two weeks ago, respected former lawmaker and former top civil servant, Alhaji Tanko Yakassai, revealed that he knew Mrs. Zakari since childhood, and that her late father, the former Emir of Kazaure, was married to President Buhari’s elder sister.

“Alhaji Yakassai, went on to reveal that President Buhari lived with and spent a significant part of his early years in the home of Amina
Zakari’s father.

“This is enough establishment of conviviality between Mrs Zakari and President Buhari, whose party, the All Progressives Congress (APC) will be standing elections with other political parties this year and this will no doubt cast credibility aspersion on any election conducted by INEC headed by Mrs Zakari.”

He said Section 153 of the 1999 Constitution (as amended), which established INEC and other Federal Executive Bodies did not make any provision for the appointment of Acting Chairman.

Declaring the appointment as illegal, Governor Fayose said, “
Section 154 (3) provided that the president shall consult the Council of State in exercising his powers to appoint a person as the chairman of INEC and there is no record of such consultation before the appointment of

Mrs Zakari as INEC ‘Acting Chairperson.’

“The only requisite condition for Mrs Zakari to be acting as the chairman of INEC is that she must be a National Electoral Commissioner
and her tenure as National Electoral Commissioner ended on July 21, 2015.

“As at today, there are four National Electoral Commissioners in INEC instead of 12. They are Abdukadir Sulaimanu Oniyangi, Mohammad Ahmad Wali, Chris Iyimoga and Lawrence Nwuruku. If anyone should act as INEC chairman, it should be any of the remaining four National Electoral Commissioner, not someone whose tenure has expired.

“The danger in this is also that any action taken by INEC with Mrs Zakari as its head will amount to illegality and it is hoped that President Buhari will avoid plunging Nigeria into an avoidable legal quagmire by rescinding immediately, the illegal appointment of Mrs Zakari as INEC Acting Chairperson, a position that is not known to the Constitution of Nigeria.

“Therefore, ignoring facts suggesting that the INEC Acting Chairperson and President Buhari are in-laws is dangerous to democracy in the
country, and lovers of democracy in the country must rise in defence of the impartiality of INEC now.”

The Nigerian police have arrested a group of men suspected to be the robbers who stole a car belonging to the wife of Mohammed Babangida, a son of former Nigerian military dictator Ibrahim Badamasi Babangida after robbing her at gun point. Three of the four suspects were caught in Katsina State, our police sources revealed.

In a daring operation, some armed robbers had snatched a 2015 Mercedes Benz S550 and stash of cash from Mrs. Babangida at her father’s house in Ungwan Rimi area of Kaduna, the capital of Kaduna State. The robbery happened yesterday

One of our two police sources stated that the robbers were trying to head out of Nigeria through Dusten Ma in Katsina State when the cellphone Mrs. Babangida had left in the stolen car gave them away.

One source in Kaduna told SaharaReporters that the robbers also took a gun belonging to a police officer who was part of Mrs. Babangida’s security detail.
