You are mixing Paranoia with Phobia. I have got a big phobia(hatred) for idiots and nitwits. It does not indicate paranoia.
For example, a person may not want to ride out of fear because his okada may crash.
This does not in itself indicate paranoia, but rather a phobia. The lack of blame in this case usually points to the latter. Paranoia, however, would be fear that the cyclist is an alcoholic with no evidence to suggest such, and would crash the plane as a result of this.  It is very important u know the difference between the two.
