In a normal procurement process, the military shows intent, proposals are submitted or discussed (press briefings), then funds are sourced and included in the budget. What some fail to understand is that in some cases, the Nigerian procurement process is the other way round, deals are agreed and funds are provided before you get a whiff of it. The source of funds could be from agencies like Nimasa, or in some cases NNPC. Its not a coincidence that the Speaker Dogara is speaking of special intervention funds just about the time the CNS is speaking of what they intend to get with the funds. Thirdly, no one has complained about the financial state of the Nigerian armed forces, we buy what we need and can maintain.
