It's not going to be by population because under normal circumstances, the population is supposed to be a plus. You get to generate more IGR as a state and when you add that to the allocation from Abuja, it will be enough to bring about development to your people.

Meanwhile, bringing each region to an equal number of states brings about some regional equity. Remember we're very sentimental in this country. Besides, creation of states brings about thousands of employment opportunities, both direct and indirect, among other things.
