ONDO STATE DEPUTY GOVERNOR HON AGBOOLA AJAYI SECURES THE RELEASE OF THE ABDUCTED CHILDREN IN LAGOS TODAY The Ondo State Deputy Governor, Hon Agboola Ajayi today (about an hour ago) secures the release of the abducted children at Ajakpa community in Ondo State where they have been hidden. Recalls that some school children were kidnapped at Igbonla area of Epe Local Government in Lagos State, by some unknown kidnappers, it was gathered that by some intelligentias search if the government are to secure the release of those children alive, then they must involve peaceful negotiation. Today Deputy Governor was able to penetrate the warring region and secured their released. An eye witness testified that the Deputy Governor went there with a commercial boat without the use of armed men. He also hired normal comercial vehicle on getting to Ugbonla (another community in Ondo State) while conveying the children to town where soldiers were already waiting for his arrival. This write up is rubbish. Agriculture is the solution, it's just been poorly executed. When you get the said cocoa, the key isn't to import it, you are supposed to pass it down through several production cycles. The skin of the plsnt as fertilizer? The seeds sold to local companies to make their own beverages, chocolate etc. Its the solution, it depends on how you exploit it.I'm just wondering how stupid and senseless you are as a person. Recently OBJ and GMB accused the Judiciary of frustrating the fight against corruption in Nigeria and the Nigeria Judicial Commission(NCJ) quickly expressed its sadness over this comment but today,OBJ and GMB ve been vindicated.NCJ knows that Nigeria Judges and Magistrates are well paid and yet are out to defend corrupt ones among them but will not ve any solution to the plight of Nigeria Judiciary workers who are poorly remunerated under the same working condition. [b][/b[b]] Section 4 of the Constitution spells out the role of the Legislature while Sections 80-83 capture their role with regards to public finance. None of those provisions empowers them to write the Appropriation for the Executive. To start with, the executive is the government. They are the ones who sell us their vision for governance through their manifesto. By voting them in, we empower them to achieve those aims, and one of the tools they use is the budget. They have an idea of their priority areas and economic direction. It's those priorities they capture in their bill. The Constitution empowers the National Assembly to appropriate funds for those priority areas identified by the Executive in their Bill. If they disagree with an input, they have the right not to appropriate funds and send that item back to the Executive. The Constitution does not say in what manner they can send it back, but by not appropriating funds, they can make their intentions very clear. In more advanced democracies, there will then be meetings and horse trading and some form of agreement will be reached. But from what the honourable member tweeted in defence of the National Assembly, what they did was not just refuse appropriation, they went further to input projects and expenditure on the Executive. Let's be clear. They have no such right or power under the 1999 Constitution (as amended). The mere act of 'passing' the Appropriation Bill sent by the Executive and requesting the President's signature, the legislature in effect wrote the bill, which is a position outside of the contemplation of the Constitution. The right thing to have done was to identify their areas of concern and forward same to the Executive. |
