President Muhammadu Buhari and the Nigerian Senate have been urged to desist from arming and equipping members of the Federal Road Safety Corps, FRSC, with guns, arms and ammunitions. Wailing Wailers, a group saddled with advocacy, promotion and sustenance of Democracy in Nigeria, in a statement on Monday, by its Ag. National Publicity Secretary, Usman Abubakar called on the Federal Government and the Senate to halt the decision of the Government to give guns to the FRSC. The statement read: “It came to our knowledge, that the Federal Government of Nigeria led by President Muhammadu Buhari made a decision to arm and equip the Federal Road Safety Corp members with guns, arms and ammunitions. “All over the world, road safety men are equipped with traffic gadgets not guns. There are new technologies that the Government can invest in, that can help combat traffic violators and bring law and order to our roads and reduce fatality and other accidental impacts. Gadgets like spy cameras, streets cameras, street lights, speed limit regulators, breakers and others are what the Government should invest in to promote their efficiency. “There are serious security threats such as Boko Haram and Fulani Terrorists killing and maiming people all over the country. The police and the Army needs these guns and all other ammunitions to fight these ugly scourges ravaging Nigeria.There are other unrest and security concerns in other parts of the country which calls for the attention of our security forces. “Our security forces require more arms and ammunitions and are in dire need of combat equipment. The president cannot now imagine that using guns to regulate traffic is appropriate. We ask the Buhari’s Government to explain to us why it has become necessary to equip Road Safety Corps with guns and not provide adequate equipment for the Nigeria Police and the Army to combat crimes and terrorism? “The Road Safety Corp members do not have the required training and disciplines to bear arms. It is already known, that without weapons, they unleash unimaginable terror on the people on our roads. Empowering them with guns without adequately informing Nigerian is suspicious, dangerous and suggest some sinister motives by the Government. “The Federal Government should know that the lives of every Nigerian matter. We cannot empower more people who delight in terrorizing our people. “The world has advanced beyond the archaic methods that the President Buhari has and is introducing into every system in Nigeria. Again, Nigeria is not a police state where it is a command and obey system. And that is not to say that we encourage the people to violate laws and Orders, traffic laws and regulations. “President Buhari ought to be sincere in all his approach. We opine that Nigerians should reject this move because, it appears that he is empowering every available organ, agencies with guns In order for him to repress, suppress, oppress, intimidate and terrorize the Nigerian people. “Every of Buhari’s moves is evident that he wants to cow the Nigerian people with the force. we remember all his attempts to gag the people from criticising his Government via the shutting down of social media. “Recall that the dictator in North Korea started building his powers this way and people did not suspect on time until it became to late for them. “We should not look on while our greater good is being put in danger, and with fear and force. We will be conquered in our own supposedly democratic Nigeria in Africa. “We call on the Senate, Stake holders and international community to join our call to reject the arming of the men of Road safety. Former Chairman of the Economic and Financial Crimes Commission, EFCC, Mrs Farida Waziri has challenged her predecessor in the commission Malam Nuhu Ribadu to give account of billions of funds and assets recovered from suspects under his watch as EFCC boss and stop using her name for cheap political cards. A statement signed by her Personal Assistant, Ms Omolara Oluremi on Saturday quotes Mrs Waziri as saying Ribadu had accused her of being ‘’part of his imaginary enemies who frustrated the nation’s anti-graft war’’. ‘’My first inclination was to ignore Nuhu since I know he is always obsessed with dropping my name into his script anytime he needs public pity or political relevance but on a second thought I felt I should advise him to leave me out of his frustrations and face life. ‘’If after eight years of being removed as EFCC Chairman, he is yet to move on with life, even after two successive Chairmen had occupied the same seat and moved on with their lives, then his problem may be psychogenic’’ she alleged. The Presidency has pilloried the Emir of Kano, Muhammadu Sanusi II, for condemning President Muhammadu Buhari's plans to borrow $29.9 billion for the country. The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, said in a statement Saturday night that the emir did not have facts on issues raised. The presidential spokesman stated: With every respect to the Emir, you know he is my ruler because I come from Kano; he doesn't have his facts as far as those issues are concerned. The issue in CBN, that government has overdrawn its Central Consolidated Account is true, but the over-drawing is within limits. "The overdraw does not exceed 1.5 trillion. It is incorrect to say as he did that the account was overdrawn by 4.5 trillion. "But even assuming that he was correct, this is a government that has money in excess the amount he mentioned in the Treasury Single Account (TSA). It is just like you, a bank customer operating two accounts; one in the red and the other, well funded to the point that it can at any time wipe the indebtedness on the other. Would any bank manager lose their sleep over this? "This, I am told is what the IMF found at the CBN and they said it is perfectly normal. The Chief of Staff to President Muhammadu Buhari, Mallam Abba Kyari, is ill. A top government official confirmed this to our correspondent Friday night. The official, who spoke under strict condition of anonymity, said that Kyari was flown to the United Kingdom (UK) on Thursday. He, however, added that the chief of staff "is now stable" as he was responding to treatment. The official declined comment on the nature of Kyari's ailment. According to the official, Kyari has since Friday been speaking to people in Nigeria. The federal government’s N-Power programme could not start in earnest yesterday, as posting had not been done in most of the states. Confusion reigned in Katsina State, mainly as a result of irregular placement. Daily Trust learnt that most beneficiaries, especially those posted to the health sector, were yet to get their posting letters to enable them commence work. Those that commenced were those with teaching jobs while several others were still yet to be notified of their places of work. Those posted to the agricultural sector were asked to report to Dutsinma for another screening and subsequent posting. A beneficiary, Abubakar Kusada, said, “Most of us are still struggling to properly commence the exercise. We are just loitering around. Several of us, like myself were misplaced during the scheme. For instance, I read English/ Education and was supposed to be posted to teach but was sent to the health sector.” In Jigawa State, the supposed beneficiaries were still being screened. So, it would be a while before the 3,253 beneficiaries posted there would know if they would participate in the programme in the first place. The State Coordinator of the programme, Bala Chamo who spoke to our correspondent on phone yesterday, said, “The beneficiaries are still undergoing screening. By Monday they will be posted to their respective places of work.” The issues surrounding the take-off of the project in Rivers State were unclear, as there was no official statement from the Rivers State government. The state Commissioner for Information, Dr Austin Tam George, had said on Wednesday that he did not have any information about the empowerment scheme. The programme similarly did not commence in Imo State. The state commissioner for Information, Youths and Public Utilities Engr. Obinna Nshirim said Imo State had not started its own project. In Kogi State, Governor Yahaya Bello yesterday flagged off the program for the 4,521 beneficiaries in the state, but screening was yet to be done. The Special Adviser to the Governor on Multilateral, Donor Agencies and Special Projects/ Focal Person on Social Investment Program, Mr Adoga Ibrahim, who spoke on the occasion, said physical verification and deployment of beneficiaries to their various places of assignment would begin from next week at the various local government areas and warned that those who submitted fake credentials online during the selection process would be weeded out during the physical verification exercise. Screening was yet to be done in Kano too. The state Commissioner of Information, Malam Muhammadu Garba, said the Kano state committee on N-Power programme chaired by the Secretary to State Government, Alhaji Usman Alhaji would screen the about 5000 beneficiaries of the state. In Kwara State where over 5,000 graduates and non-graduates were included in the programme, they were still being asked yesterday to visit state ministries corresponding to where their specialties were, including agriculture, health and education, where they would be deployed to their various places of work. In Kaduna, however, the programme kicked off with the release of the postings of the beneficiaries. The beneficiaries were posted to the 23 local governments of the state mostly to work as teachers. An official handling the exercise told our correspondents that the postings would continue till Sunday, saying the government expected that by Monday, all beneficiaries would have resumed at their duty posts. Vice President Yemi Osinbajo has confirmed that the Federal Government has proposed about N7 trillion as budget estimate for the 2017 fiscal year. Daily Trust had exclusively reported early Thursday that President Muhammadu Buhari proposed a N7.2 trillion budget for 2017. Speaking today during his tour of industries that saw him visiting two agricultural factories in Sagamu, Ogun State, Osinbajo confirmed that the 2017 budget would be about N7 trillion. The Vice President, however, stressed that N7 trillion could not make a huge difference in a N90 trillion economy like Nigeria's. He said the Federal Government very strongly believed that it could not deliver on its economic agenda without a serious partnership with the private sector. He stated: "Our entire budget size for 2016 is something in the order of just over N6trillion, and we will probably be moving to about N7 trillion in the 2017 budget. But N7 trillion is certainly not the kind of money. It does sound like a fair amount of money, but certainly, it is not the kind of size that can really make a huge difference in a ninety trillion Naira economy such as we have. "So, the real issue is that the contribution of the Federal Government is catalytic, the Federal Government can only make some catalytic contributions in terms of infrastructure and some incentives for the private sector. "The real contribution is going to come from the private sector and that is why these partnerships are absolutely important to us, and what we are looking at is some game-changing type of projects, such as we have here. The types of projects that can make a real difference, because when we are talking about backward integration, the whole rural value chain." The vice president noted that President Buhari had talked very much about diversifying the economy as a way out of the current recession, saying "It's the right and proper thing to do for the country." Osinbajo said: "When we're saying agriculture is the way to go, from agriculture, we can employ a lot of people and then the whole value chain, from farm to table; we can do so much. That requires serious investment; it requires the types of enterprises where significant amounts of resources will have to come, in order to make that difference. So, we're trying to partner with the kinds of serious investors, serious businesses that can really make a difference. "And I think that this project is one such investment that I believe will make a significant difference. From listening here today, especially all about the local products, the crops and grains that are going to be used in this factory; Sorghum, the feed mill factory, wheat; all these are for us right on point. With some of what we're getting, the better yields coming from the wheat that we see today, we think that what you're doing is going to be really tied to that, because we must be self-sufficient, even in wheat production. "We thought that was impossible a few years ago, but what we're seeing now is that there are actually better yielding seeds that we can lay our hands upon, that can increase the yield, especially in wheat, and I think that this tied very well with that. At the moment, there is a shortage of animal feed everywhere, especially because of the shortage of maize. So, the feed mill is going to be absolutely important in achieving some of our objectives. "The sorghum mill is really a big attraction, so we think that what you are doing is really spot on, it’s really the right way to go and we're committed to supporting the Honeywell Group in ensuring that this happens and we'll do all that's required to make sure that this projects succeeds. We think that there are very very important synergies with other areas of the economy as well and we naturally expect that lots of jobs will come from this, as that is important to us here will be plenty of industrial opportunities, quality jobs that'll mean more taxes as well." A Senior ExxonMobil staff in Eket, has been killed by a blast in the early hours of Tuesday Nov. 24. The News Agency of Nigeria (NAN) reports that the deceased was identified as one Mr G. Okorocha, the Chief Engineer (Aviation Department), who was in charge of servicing of aeroplanes and helicopters in the company. An official of the company told NAN that Okorocha was killed by a blast from a burst tyre in the aviation wing of the company along Eket Oron road, in Eket Local Government Area of the state. The official said that the deceased was inflating a spare tyre of his car with an apparatus meant for the inflation of helicopter tyres, which is against ExxonMobil safety rules and regulation. The official said that the late Okorocha had just finished servicing a helicopter of the company at about 4:15 a.m. before the tragic incident. The source revealed that as he was inflating the spare tyre, the pressure from the company’s apparatus caused a blast that detached the rim of the tyre and cut the deceased’s throat. “The rim also ripped off some parts of his body, including his finger and he died instantly. The decapitated parts of his remains were packed together and deposited at Immanuel Hospital, Eket,’’ the source said. When NAN visited the scene of the accident, the airstrip of ExxonMobil was condoned off while sympathisers were seen discussing the incident. Reacting to the development, Mr Ogechukwu Udeagha, Manager, Media and Communications of the company confirmed the incident. “On the morning of Tuesday, Nov. 22 there was an accident involving a member of our workforce while inflating his personal vehicle’s tire, resulting in a fatality,” he said. Udeagha said that investigation into the tragic incident has commenced and all the appropriate authorities have been notified. “Mobil is saddened by this unfortunate incident, and is providing support to the family,’’ he said. They were spotted together at their granddaughter, Zee’s fourth birthday looking happy. It was recalled that Aisha during her interview with BBC vowed not to support her husband’s quest for a second term in 2019 if things remained the way they were in the country. The president on the other hand responded saying he does not know the party his wife belongs to, but he was sure that she belonged to his kitchen, the living room and the other room. Engr. Buba Galadima was a close confidant of President Muhammadu Buhari before their relationship turned sour. This interview brings the remaining areas he spoke on that have not been captured in the cover story of Daily Trust on Sunday of 20th November, 2016 captioned “Buhari may be alone in 2019 - Buba Galadima.” Excerpts: Why do you think President Buhari allows certain people around the government despite increasing complaints from various quarters? I don’t know, maybe he’s comfortable with those he has now, and it’s his prerogative. But for us, Nigerians, we’ve the right to criticize him because we elected him to do certain things for us and if he’s not doing them, we would educate the people to tell him that he’s wrong. Why do you think the chieftains of the APC, such as Tinubu and Oyegun and then Atiku and El-Rufai are trading words in the media? We’re a party that’s in government but have you ever in the history of Nigeria seen where in the secretariat of the ruling party water is disconnected, electricity is disconnected, salaries of aides and workers are not paid for six months? It’s shameful, it’s disgraceful and we claim to be in government. We’re not saints. Don’t you think he doesn’t trust those at the helm of affairs of the party? You mean those working for the party do not deserve their wages? Is that what you’re telling me? God said you should pay the person that worked for you before his sweat dries up. How was a ruling party funded before the coming of the APC? They generate revenue through so many sources and one of them is levy on members. Another source is through selling forms for contestants. And then if the government is doing well, those who gained from it contributed to the survival of the party. Let me tell you, if you don’t know. In the first year of Obasanjo’s presidency in 1999, he made 37 billionaires in this country. Can you tell me one billionaire made in the last two years apart from those that are close to this government? Based on what you’re saying, does the president have a plan B? I didn’t finish. Who’re the CPC people? I heard this severally, you’re not the only person, even the national chairman of the party, Chief Odigie-Oyegun told me that the president only appoints CPC people. Can you count five people that were in CPC and are in this government? I hope you know that the CPC was formed on this desk (his office at Zone 4, Abuja) without even Buhari’s knowledge. So, if they appoint CPC people and I don’t know them, who else would know them? Every CPC man is crying. The issue of delay in board appointments is generating a lot of disaffection, what do you think is the problem? That’s their grudge, not ours. I’m not looking for any appointment but there’re people who suffered and actualised the success of this party (the APC). They deserve recognition. If the president had dissolved the boards and refused to appoint because he’s saving money, may be it would be reasonable. But there’re some PDP people functioning on boards. That’s why in one of the interviews I granted, I said it’s ‘APC in government, PDP in power.’ Out of 557 parastatals and agencies of the federal government, not up to 40 or 50 have been constituted, and PDP people have been doing what they want. How can the government function when you’re sitting on a chair that was provided by politics and you said you don’t believe in politicians? How did you become what you’re if you don’t believe in politics? Can anybody rightly accuse politicians in Nigeria without accusing Buhari? He’s a politician first and then president. So, it’s self-indictment for the general to say that he does not like politicians. Don’t you think the in-fighting in the APC is about 2019? It serves all those who don’t feel well right. They’re yet to see until they go to prison. You mean the chieftains of the APC going to prison? Yes. Each and every one of them will lose his means of livelihood and end up in prison if he does not pray well. Why did you say that? Because I know the characters and I can read them. Do you think the president is behaving this way probably because he’s less interested in getting a second term? I wouldn’t know. When we reach the bridge we would know. Definitely I know that General Muhammadu Buhari will not want to run on the platform of any party because he has already cast aspersion on party politics and politicians. So, we would try to find out on what platform he would contest if he wants to be president in 2019; on what vehicle he would ride but definitely not on a political party. You think he would ride on the horse of the masses? I wouldn’t know. We would find out if the Constitution of Nigeria allows anybody to run as a non-politician. Assuming President Buhari would go for a second term. Do you foresee a kind of general support that was witnessed in 2015? Everybody in 2019 will be on his own and everybody will answer his father’s name. No more bandwagon; it’s your handwork that’ll assist you. And all we need to do is very simple; as we brought the card reader, we would make sure that the votes of every individual counts. So, whoever wins, must have won because he was voted by the people. If anybody is waiting for the bandwagon, or to ride on the back of somebody, that man is a fool and he’ll regret it. Some ICT stakeholders have expressed mixed reaction to the proposed increase in the cost of data by some telecommunication operators from Dec. 1, the News Agency of Nigeria (NAN) reports. NAN recalls that some telecommunication companies have been sending out messages to subscribers that they will increase data rate from Dec. 1, in line with the Nigeria Communications Commission’s order. Mr Olusola Teniola, the President Association of Telecommunication Companies of Nigeria (ATCON) said that with the increase, other telecom companies would jerk up their prices, which would adversely affect subscribers. He said that operators would also increase the cost of megabytes, which consumers could not afford at this time of economic recession. “So what we are saying at ATCON is that no taxes should be applied in this industry and if there any taxes, it should also include other sectors. “Already, the cost of data will go up in December and subscribers will not be getting as much data as they paid for,’’ he said. Mr Edwin Okolo, a computer scientist said that the increase in the cost of data “is uncalled for’’, adding that there should be other avenues for government to make money. “What we are saying is that we want every Nigerian to be linked with the internet and you are planning to increase the cost of data, so it is no longer for the poor,’’ he said. However, Mr Adede Williams, the National President of Telecommunications Professionals of Nigeria sought the understanding of subscribers in the proposed increase. Williams said that some stakeholders in the telecom sector were soliciting the understanding of the subscribers in the increase. “We the stakeholders are appealing to the subscriber to have a little understanding for to have effective service delivery. “If you check out the tariff, it is just a slight difference from what we use to have, so that is the true position of things now. “Some of the subscribers have been informed before now of the tariff increase. “I know it is not easy but it is just because of the trend of what is happening in the country,’’ he said. The Chief of Army Staff, Lt.-Gen. Tukur Buratai, has said that troops have commenced advancing into Sambisa Forest, one of the major enclaves of Boko Haram terrorists. Buratai disclosed this on Tuesday in Abuja while unveiling packs of bottle water provided through private initiative in appreciation of troops fighting the terrorists in the region. According to the Army Chief, the advancement is an onslaught to finally flush out remnants of insurgents from the forest and rescue all those abducted in that area. He added: “This year (2016), the whole Army Headquarters will be moving into the North East to celebrate Christmas and New Year with our troops.’’ Buratai described the bottle water initiative for free distribution to troops as “quite historic and the first of its kind.’’ He said: “The scheme involves branding 50cl bottle water with the image of the Nigerian soldier. “It has the Nigerian army logo and that of stakeholders and partners from the private sector with the words: Thank you for your service.’’ According to him, the initiative seeks to appreciate the efforts of Nigerian troops actively engaged in the defence of our dear nation. “This will no doubt go a long way in boosting the morale of the troops to show that their labour is being recognized and applauded by Nigerians. “This initiative is quite timely, coming at a critical stage of the operations, when the troops have embarked on `Operation Rescue Finale.’ “It will surely add vigour, impetus and stimulate the troops in this phase of the operation,’’ Buratai said. Governor of Kaduna State, Malam Nasir El Rufai has explained why he had to move against the Islamic Movement in Nigeria(IMN) saying the movement was operating illegally and was moving towards insurgency. He said the IMN leader, Sheikh Ibraheem El Zakzaky was not practicing the doctrine of Shiism but was gathering enough members in order to stage an Iranian-type Islamic revolution in Nigeria. El- Rufai who spoke with newsmen in Kaduna, said there were many things wrong with the way the IMN was operating and that only those who were ignorant of their operations would sympathize with them as they do not mean well for Nigeria. ‘’The IMN does not recognize the constitution of Nigeria. What is your perspective on the Igbo question in Nigeria ? The Igbo are the highest contributors to Nigerian independence compared to other regions. But it is sad to note that since independence in 1960, other regions have countered Igbo objectives. The Igbo have not been given the opportunity to taste solid leadership in Nigeria. Even after Nigeria got independence, Dr, Nnamdi Azikiwe, was made a ceremonial President whereas his NCNC and Awolowo’s AG were capable of forming a solid government and producing the Prime Minister. Azikiwe sacrificed that for the peaceful existence and unity of Nigeria. Although Azikiwe had support from Awolowo, he reasoned that if the West and East teamed up against the North to form government, the nation may lose its equilibrium as the North might feel short-changed. Therefore, Azikiwe sacrificed that chance for the unity of Nigeria. In fact, the Igbo do not even want to talk about the circumstances surrounding the death of Major Gen. Aguiyi Ironsi. Even in the Fourth Republic, Dr Alex Ekwueme contributed immensely to the formation of the PDP, thinking that probably the Igbo might get the chance to control the central government. The atmosphere in the major towns of Ondo state was calm on Thursday and Friday ahead of the governorship election on Saturday. There have been fears of impending crisis in the state with the State Governor, Olusegun Mimiko raising the alarm that there were plans by some people to cause mahem in the state during the polls. And there were actually reports of an outbreak of violence in Owo which led to the death of one person. But when our reporters went round the major towns including Owo and Akure, on Thursday evening and Friday, there were no sign of any crisis. Residents were seen carrying out their normal business notwithstanding the public holiday declared by the state government on Friday. Also, heavily armed security officers were seen at strategic positions in the towns visited while the Police carried out a 'Show of Force' in Akure streets. ABUJA—The Federal Government, yesterday, gave reasons for the delay in the commencement of Ogoni clean-up exercise, saying it was to build a solid foundation for the project. It will be recalled that in June, Vice-President Yemi Osinbajo, launched the “Clean-Up of Ogoniland” at Bodo, Gokana Local Government Area of Rivers State. But since flag-off the project experienced hiccups. However, Minister of Environment, Amina Mohammed, said every arrangement concerning the project has now been perfected, including the issue of funding. This came as the Director General of the National Oil Spill Detection and Response Agency, NOSDRA, Sir Peter Idabor, called for review of the law that set up the agency with a view to strengthening it to achieve its mandates. Mohammed, who spoke at the 10th Anniversary of NOSDRA, in Abuja, said: “Talking about Ogoni spill, all resources have been made available and the money has been released. But if you do not have structure in place the money will go into the ground and people will not feel the impact. It is important for us to put together structure and make sure that we have a solid foundation. Who is in the office, who is the budget manager and how are they recruiting? All of these were not taken care of in the past. But this time, we believe that by the time we leave, people will see result. It will be a continuing process and in the next few months people will be seeing some of the issues that they had not seen.” The minister maintained that it was important for militants to stop further oil spillage by putting a halt to bombing of oil facilities to assist the exercise. “In Nigeria, there is a growing level of oil spill incidents caused majorly by illegal bunkering, artificial refining, oil theft and armed militancy. These activities occur mostly in facilities located on land and swamp areas. However, some incidents do occur offshore, and with the increased interest of operators to pursue exploration and production in the deep offshore, there is the need to step up the level of preparedness to effectively respond to challenges that may be presented by oil spills in the marine environment. “The devastating impacts of oil spills on the environment, health and livelihoods of our rural and urban communities have led to land degradation, loss of lives, destruction of habitats, loss of biodiversity, incidence of diseases, poor sanitation as well as the depletion of national revenue base. “The need to prevent and rapidly respond to oil spill incidents whenever they occur can therefore not be overemphasized. To this end, the Federal Government is committed to dialoguing with state governments, opinion and youth leaders in the Niger Delta region to find a lasting solution to these incessant attacks which deplete our national revenue base and degrade the environment.” In his remarks, Director General of NOSDRA, Idabor, said the agency had successfully upgraded its laboratory in Port-Harcourt for sample analysis in an attempt to compliment the clean-up exercise of the Ogoniland. Former President Olusegun Obasanjo has faulted President Muhammadu Buhari’s external borrowing plan saying “If we borrow some $30bn, in less than three years, we would have mortgaged the future of Nigeria for well over thirty years to come.” Obasanjo spoke yesterday at the first Akintola Williams Annual Lecture in Lagos where he also took a swipe at the Nigerian military, the judiciary and the National Assembly. This is the first time Obasanjo is openly criticising President Buhari who took office one and a half years ago. “We immediately need loans to stabilise our foreign reserve and embark on some infrastructure development but surely not $30 billion over a period of less than three years,” Obasanjo said in his lecture titled “Nigeria yesterday, today and tomorrow: Governance and accountability. “That [$30bn] was about the magnitude of cumulative debt of Nigeria which we worked and wiped out ten years ago. Before that debt relief, we were spending almost $3 billion to service our debt annually and the quantum of the debt was not going down. Rather, if we defaulted, we paid penalty which was added on,” he added. He said the projects listed for borrowing are necessary in the medium and longrun for the nation’s economy but the government has to prioritise. Citing the railway and the Mambilla hydro projects as examples, Obasanjo said they are necessary but cannot pay themselves. “The argument of concessional, mixed with commercial, does not hold water. When the concessional and the non-concessional borrowings are put together, interests alone will be in the region of 3% to 4%. The bunching of debt service will be a problem to confront other administrations in future,” the former president said, adding, “telling us that those projects will pay themselves cannot be the whole truth.” “We must not be unmindful of internal borrowing either. It impacts somewhat differently on the economy but it must not be allowed to crowd out the ability of the private sector to borrow to grow the real economy which is to lead us out of the recession,” he said. 40 judges may have cases to answer On the arrest of judges by agents of the Department of State Services (DSS) over allegations of corruption, Obasanjo said from what he has gathered there may be not less than two scores of judicial officers that may have questions to answer. “While one would not feel unconcerned for the method used, one should also ask if there was an alternative. The National Judicial Council, NJC, would not do anything as it was all in-breeding,” he said, adding that “In the absence of that alternative, we must all thank God for giving the President the wisdom, courage and audacity for giving the security agencies the leeway to act.” While lamenting that the president cannot influence or make any appointment to the Judiciary at the Court of Appeal or Supreme Court level, Obasanjo urged the Nigerian Bar Association(NBA) to clean up its own house and help with the cleaning of the Judiciary. He said “there is virtually no corrupt Judge without being aided by a member of the bar.” He said the reform being canvassed by some members of the NBA must be deep, comprehensive and entail constitutional amendments, especially with regards to appointment and disciplines of judges. He said: “Corruption is Corruption and it cannot be explained as the proceeds of sale of rice and gari by a judge nor can millions of dollars be explained as medical fee or gift without identified sources by a public officer or spouse of such a pubic officer.” National Assembly worse than judiciary Obasanjo also for the umpteenth time, lambasted the National Assembly saying it stinks much worse than the judiciary, describing it as “a den of corruption by a gang of unarmed robbers.” “The National Assembly cabal of today is worse than any cabal that anybody may find anywhere in our national governance system at any time. Members of the National Assembly pay themselves allowances for staff and offices they do not have or maintain,” he said. The former president said like the Judiciary, the National Assembly cannot clean itself. “The President should ride on the crest of the popularity of what is happening in the Judiciary to set up a highly technical team of incorruptible investigators to look into the so-called constituency projects of the past and the present and bring culprits to book. “The President has overall responsibility and accountability for any fund appropriated under his watch. There would be many of such projects and the National Assembly would try to frustrate such necessary investigation. But the project sites are known and magnitude of funds voted for them are known. The investigation will reveal the true situation. Nigerians will be shocked with what such enquiries would unearth,” he said. Obasanjo also said with appropriate measures, the budget of the National Assembly can be brought down to less than 50% of what it is today. Streamline military procurement The former leader also took on the military, saying “How I wish that the military has not descended into what it has descended to in the last seven or eight years!” He said when the military is corrupt, it affects its fighting ability in many ways. “Poor, used and inappropriate equipment and materials are purchased by the military for the military at the expense of the lives of fighting troops in the warfront. In some cases, nothing at all is purchased.” “It is more damnable for nothing to be bought and yet the money disappeared into their private personal pockets. I can only say to these officers that I am not proud of them, rather I am ashamed of them. Whether they are alive or dead, their family members should also be ashamed of them,” he added. Obasanjo also said: “The military is not a buyer of its own weapons, equipment, ammunition and materials. It is only a recommender and a tester of the weapons and equipment that could perform the role and function assigned to it. The procurement is normally by a Committee which includes defence, finance, legislature, foreign affairs and the military only as observer or adviser to ensure quality and standard.” Stop giving excuses He said the government should stop giving excuses. “Now that we have had change because the actors and the situation needed to be changed, let us move forward to have progress through a comprehensive economic policy and programme that is intellectually, strategically and philosophically based,” he said. He said the government at the centre has not been able to present to the nation the true position of the nation’s economy and finances, adding that “it will help people to understand exactly the position of government with true economic and financial situation, and what more pains and sacrifices we have to take and make to get us out of recession.” Obasanjo also frowned at the blanket castigation of all democratic administrations from 1999 by the present administration, describing it as uncharitable, fussy and uninstructive. “Politics apart, I strongly believe that there is a distinction between the three previous administrations that it would be unfair to lump them all together. I understand President Buhari’s frustration on the state of the economy inherited by him. The Nigeria Police Force Headquarters (NPF) yesterday paraded fourteen policemen alongside fifty five other suspects arrested in recent sting operations by the police. The Force spokesman DCP, Don Awunah while parading the suspects in Abuja, said the arrests were part of measures by the Inspector General of Police (IGP), Ibrahim Idris to ensure the conduct of officers and men of the force conform to international best practices and norms. The affected policemen include Yuguda Abbah, Habila Sarki, Diphen Nimmyel, Yasan Danda, Abbas Mailalle, Bwanason Tanko, Donan James, Idris Salisu, Zakari Kofi, Musbahu Yahaya, Ugenlo Sylvester, Musa Umar, Omale Edicha and Laibi Opakegba. Awunah said the policemen were found culpable in aiding and abetting criminals engaged in robbery, cattle rustling, kidnapping among other misconducts. The police said it recovered several rifles and ammunitions from the sacked policemen and their accomplices.
