PoliticsPatience Jonathan Begs Court To De-freeze Account by zakim(op): 6:15am On Dec 05, 2017
A former First Lady, Dame Patience Jonathan, has again filed a suit praying to defreeze a no debit order placed on her account containing $15.5 million at Skye bank Plc by the Economic and Financial Crimes Commission (EFCC).

Justice Mohammed Idris of a Federal High Court in Lagos had on May 8, ordered the refiling of the suit through writ rather than by originating summons.

On Monday, the court granted an application by the former first lady seeking an extension of time within which to reply to the EFCC’s statement of defence.

The judge subsequently fixed January 19, 2018 as the date for commencement of trial.

While ordering the refiling of the suit, Justice Idris held that it would not be proper for the plaintiff to commence the suit by way of originating summons since issues surrounding the ownership of the money were largely contentious among parties.

The judge while noting that oral evidences will be needed to resolve the issue in contention ordered parties to file their pleadings in line with the Federal High Court rules 2009 for trial to commence in the matter.

The former first lady has accused the anti-graft agency of placing a no debit order on her account containing $15.5 million at Skye bank Plc without a valid court’s order.

Mrs Jonathan, in the fundamental rights enforcement suit, is seeking an order to de-freeze the accounts where the money is domiciled.

Among the respondents in the suit are the EFCC, Skye Bank, Waripamo-Owei Dudafa, an aide to former President Goodluck Jonathan and four companies.

PoliticsNo Auto-ticket For Atiku - Makarfi by zakim(op): 5:02am On Dec 05, 2017
The Peoples Democratic Party (PDP) said yesterday that it will not give ex-Vice President Atiku Abubakar automatic ticket to contest for the presidency, saying he has to follow all the laid down procedures to win the ticket.

Chairman of the PDP National Caretaker Committee, Senator Ahmed Makarfi, said the party did not at any time adopt any concession plan on automatic ticket for Atiku at the detriment of other contenders.

Makarfi, who stated this at the inauguration of PDP National Convention Planning Committee, headed by Governor Ifeanyi Okowa of Delta State, ‎yesterday, in Abuja, said the ex-VP never asked for any concession from the caretaker committee prior to his return to the party on Sunday.

“PDP did not extend any special concession to Atiku and the party will not extend any special concession to any other person.

“Atiku never asked that we concede anything to him and we never gave him anything. The party members reserve the right to give mandate to anyone they wish to give their mandate to,” he said.

He expressed satisfaction with Tuesday’s judgement of the Court of Appeal, sitting in Ado Ekiti, which nullified the judgement of a High Court that would have affected the conduct of the December 9 national convention.

The Chairman of the PDP Board of Trustees (BoT), Senator Walid Jibrin, said the board had no anointed aspirant for the office of national chairman and urged party members to desist from acts capable of jeopardising the convention.

PoliticsMuslim Youths Kick Against Fayose's Christmas Clothes To Children by zakim(op): 5:59pm On Dec 04, 2017
Muslim youths in Ekiti state have risen against the planned purchase and sewing of Christmas clothes for 20,000 children in the state by Governor Ayo Fayose describing the gesture as a ploy to elevate one religion over another.

The youth under the aegis of the National Council of Muslim Youth Organisations (NACOMYO), described the act as “unacceptable and a breach of Section 10 of the 1999 Constitution (as amended).”

Quoting from the section, NACOMYO said, “the Government of the Federation or of a state shall not adopt any religion as state religion" adding that the Christmas clothes for kids project was meant to promote Christianity as a religion."

The group noted in a statement by its coordinator in the state, Alhaji Tajudeen Olutope Ahmed, on Monday in Ado Ekiti that inasmuch as the group was not against any form of child welfare or development, it was worried that “our commonwealth as a state is being used to promote a particular religion and to placate the subscribers of the religion.”

It was gathered from an independent source that the project would gulp about N200 million. Fayose had during a broadcast on radio and television asked parents to bring their children to the Government House for measurement by about 200 local tailors already recruited for the project .

NACOMYO added that just as Christians look forward to Christmas and New Year, Muslims also look forward to festivals like id-el-maulud or id-el-fitri adding, “as the governor of all, he is expected to patronize both Christians and Muslims in equal measure.”

NACOMYO said further: “It is on the basis of the above that we hereby call on Governor Fayose to suspend his planned celebration of Christians and Christianity during the forthcoming Yuletide period.

“In the alternative, if the governor is determined to go ahead with his planned provision of Christmas dresses, he should disclose the budget for the dresses to the public and be ready to expend the same amount during the forthcoming Muslim festival. This is the justice of the matter.

They cautioned against using the state's resources for the patronage of only a section or religion, saying it was the responsibility of every parent to to provide dresses for their children and not government.

The statement added, “Ekiti State government should be more concerned about fulfilling her duty under the law, which includes that of prompt and adequate payment of staff salaries. In this way, parents will be able to make adequate care and provision for their children.”

Giving reason for the project, the governor had insisted that he conceived the idea to give Ekiti children between one and 10 years a sense of belonging and cater for the needs of the less privileged kids.

Assorted local fabrics of Ankara, Guinea and Kampala among others had been purchased by the governor and made available to the local tailors for the exercise.

Fayose said that every tier of government must endeavour to concretely cater for the needs of children, especially children of the less privileged.

Speaking at the official flag off of the distribution of the Yuletide clothes to the beneficiaries on Sunday evening at the Government House, Fayose also urged the kids to urge their parents to support his anointed candidate for the 2018 governorship poll, Deputy Governor Kolapo Olusola.

Fayose said: “As a government, we must be seen to be caring, not by mere saying it but by practice. Part of our duty is to give our kids a sense of belonging.

“We are bound to provide some happiness for them at a yuletide such as this. We are providing Christmas clothing for over 20,000 of our kids. We will raise it to 100,000 by next year as I am very sure the next governor will come from my party PDP."

PoliticsAtiku’s Political Maths by zakim(op): 11:12am On Dec 04, 2017
Never say never. That is one truism of Nigerian politics. Today’s prisoner may emerge tomorrow’s president. Ask Obasanjo. A serial loser may one day break the jinx and clinch the topmost prize. That’s how Buhari became president. So, don’t believe any simplistic analysis that routinely dismisses any particular person as incapable of political victory. In Nigeria, especially with the introduction of technology and reduction in primitive ballot snatching, politics is, to some extent, mathematics.

Atiku Abubakar has never made a secret of the fact that he wants to be Nigeria’s president. Having served as vice-president to Obasanjo between 1979 and 1983, he has seen up close the awesome powers the ultimate office controls and has sworn to wield it someday - if Nigerians permit.

Let’s do the kind of calculation that propelled Atiku to leave the governing party, APC for the opposition PDP from whence he came. Truth be told, Muhammadu Buhari is still APC’s best bet for presidency in 2019. He has overcome his health challenges and has faced his duties with renewed vigour. His integrity is unassailable. If Atiku remained in APC the chances of his clinching the presidential ticket in 2019 are not great; and that is putting it mildly. So he opted to return to PDP where, I’m told, he has been promised the presidential slot.

The last time out, PDP won in two zones, South-East and South-South. Atiku is calculating that he can attract votes from at least two other zones to brighten the chances of his party to clinch the presidency. He hopes, by some magic, to convince Asiwaju Tinubu and his kinsmen from the South-West to abandon APC and give him a backing. He also hopes to break into the North-Central, particularly the Middle-Belt area, to shore up his political fortunes.

The master tactician that he is, Atiku has been sucking up to the South-West by openly backing that zone’s clamour for political restructuring. Politics in the South-West is largely about issues. A candidate who promises to deliver a programme that is close to the hearts of the people has a high chance of being voted into power. In that wise, Atiku’s support for restructuring is a masterstroke. But like all masterstrokes, a chink will appear in the armour if Buhari suddenly jumps on the restructuring train.

The calculation that the South-East will continue to be massively anti-Buhari is full of holes. Unlike South-westerners, people in the Southeast are not used to playing opposition politics. When Yorubas were kept out of important appointments during the Jonathan presidency, that didn’t become a major issue because the people were used to opposition politics. They would rather bid their time until a party that met their criteria attained power. In just two years of being in opposition, the Southeast is crying foul - and I support their clamour for more inclusiveness. Therefore, Atiku’s calculation that the Southeast would be his for the picking may not be entirely correct, more so if Buhari constructs the second Niger Bridge as planned.

In the Northeast and Northwest, Buhari will rout Atiku in a presidential contest even though Atiku has personally financed a wide political network in the two zones. If it comes down to a choice between Atiku and Buhari, the masses of the people in the North are likely to queue behind Buhari who is perceived as incorruptible.

The major factor that could throw the presidency wide open in 2019 is if Buhari loses his current coalition of forces that formed the APC. If a major block like the former ACN backs out, then Buhari would have to strategise towards attracting a replacement. This scenario would be a prayer answered as far as Atiku is concerned.

Then, there are extraneous forces and tripping political demons that could stultify Atiku’s bid. His former boss, Olusegun Obasanjo, has not made a secret of the fact that if he had any say in the matter, Atiku would never be president. However, Obasanjo is not God. But he does have a big say in Nigeria’s political affairs. President Jonathan was not kidding when he described the wily Owu general as the “boss of bosses” Yes, maybe Obasanjo is part of the problem but in the political mathematics of Nigeria, if you call him a dead political force, he will show up at your political funeral.

When the race begins, if Atiku gets the PDP ticket, even patrolmen who lost out may dredge the canal and remind the nation of the “Jefferson matter”. Remember the ranking congressman Jefferson who had spent 18 years in the House of Representatives and was convicted of accepting more than $400,000 in bribes and seeking millions more in exchange for brokering business deals in Africa? Atiku’s opponents have always dredged up this matter at every opportunity.

The power of incumbency is in Buhari’s favour. And he will contest the next elections even if he (rightly, I think) insists on distancing himself from the subject for now. Strategically, he holds the proverbial yam and knife and can slice whichever way he wants. Even though he is not the traditional definition of a scheming politician, he is nobody’s fool and would not be naive to the extent of tolerating the continued empowerment of his major opponent. Read my lips!

And can Atiku win back a sizeable percentage of the forces that coalesced to sweep Buhari to power to such an extent as to alter the subsisting mathematical permutation? It’s your guess!

PoliticsLeaving APC Now Would Be Kwankwaso’s Worst Mistake - Ex-aide by zakim(op):
A former adviser to Senator Rabiu Musa Kwankwaso, Alhaji Ahmed Shuaib Gara-Gombe, has advised the former governor to perish the thought of leaving the APC for now.

Gara-Gombe, who worked as adviser to Kwankwaso when he was governor for two years, said leaving the APC would be Kwankwaso’s worst political miscalculation.

Also a former aide to then PDP national chairman, Alhaji Bamanga Tukur, he said though he recalled being the first to announce Kwankwaso’s intention to leave the PDP in 2013, the odds that made him support Kwankwaso’s decision then were different now.

He said in the build up to the 2015 elections, it was clear that the forces that controlled the blocs that formed the APC were disposed favourably towards having Kwankwaso as one of the leaders of the party.

Gara-Gombe said that in the current dispensation, such thought does not exist in the PDP.

He said Kwankwaso should not believe that because he beat Atiku in the last APC presidential primary, the next PDP primary would be a repeat of what transpired then.

He said the forces in the PDP now were different, stressing that Atiku is more desperate because this would be his final opportunity to take a shot at the presidency.

He said, “Since Kwankwaso has age on his side, I’ll advise him to work with President Muhammadu Buhari till 2023 because by the time Buhari serves his second term, Kwankwaso would be the biggest political icon in the North and he can take off from there.”

Gara-Gombe said those advising Kwankwaso to leave the APC were not doing so for his interest but theirs.

PoliticsCrisis Looms In Senate Over Magu’s Rejection by zakim(op): 3:33am On Dec 21, 2016
A new wave of crisis is brewing at the Senate over the rejection of the acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu.

The crisis, our correspondent report has torn the leadership of the Senate apart with factions taking varied position on the matter.

The Senate had last Thursday rejected Magu following a report by the Department of State Services (DSS) signed by one Folashade Bello for the Director-General, Lawal Daura.

The Senate Leader, Ali Ndume had after a meeting with President Muhammadu Buhari at the Villa on Monday, punctured the Senate’s position, saying Magu was not rejected.

The position of Ndume forced the spokesperson of the Senate, Senator Aliyu Sabi Abdullahi (APC, Niger) to address newsmen yesterday where he emphasised the rejection of Magu.

Sabi said “Following the security report on EFCC chairman, the Senate decided not to confirm the chairman and communicate same to Mr. President, while those of the others was reported or forwarded. The Senate also decided to refer the other nominees to the anti-corruption committee for screening since there was no adverse security report on them.

“The position of the Senate as stated by me remains the position of the Senate and I have nothing more to add. So please we want the media to be guided in all of this.”

But reacting in a phone interview, Ndume said his position was clear and insisted that Magu has not been rejected.

Meanwhile, President Muhammadu Buhari and Senate President Bukola Saraki yesterday met behind closed-doors at the Aso Rock Presidential Villa in Abuja.

The meeting, which was held inside the president’s office, lasted about one hour. Though the Senate president did not speak to State House correspondents after the meeting, our correspondent gathered that Buhari and Saraki discussed the refusal by the Senate to confirm the nomination of Ibrahim Magu as chairman of EFCC.

PoliticsEFCC Charges Adoke, Etete Over $1.1bn Malabu Deal by zakim(op): 3:26am On Dec 21, 2016
The Federal Government has filed a nine count charge against a former minister of justice and Attorney -General of the Federation ( AGF) Mohammed Adoke (SAN), a former minister of petroleum, chief Dan Etete, and one Aliyu Abubakar for complicity in an oil deal involving Canadian oil giant Malabu oil and gas limited.

Others charged alongside the former ministers are Malabu Oil and Gas Limited, Rocky Top Resources Limited, Imperial Union Limited, Novel Properties and Development Limited, Group Construction Limited and Mega Tech Engineering Limited.

Dan Etete, who has six out of the nine charges proffered against him is alleged to have at different times transferred an aggregate sum of $801.5 million into the account of Malabu oil and gas in a commercial bank in Nigeria.

A second accused person, Aliyu Abubakar and his company, Rocky Top is alleged to have transferred an aggregate sum of $478.6 million to Imperial Union Limited, Novel Properties and Development Limited, Group Construction Limited and Mega Tech Engineering Limited as payment for services rendered, when he ought to have known that the money was proceeds of an alleged unlawful activity between Dan Etete and Malabu Oil and Gas Limited.

Adoke in one of the charges is alleged to have aided Etete and Malabu Oil and Gas Limited to commit the offence of money laundering by facilitating the aggregate sum of $801.5 million transferred to mister Etete and Malabu Oil and Gas Limited from the Federal Government Escrow Account.

The suit was filed yesterday and is yet to be assigned to a judge.

Adoke has denied any wrong doing he knew nothing about any Escrow Account since it was opened seven years before he became minister .

PoliticsPDP Accuses Aregbesola Of Planning To Divert Fund Meant To Pay Salaries by zakim(op): 8:11pm On Dec 18, 2016
The Peoples’ Democratic Party, Osun State chapter has accused the state Governor, Mr Rauf Aregbesola, of planning to divert fund from Paris Club deductions which was meant to offset arrears of salaries workers and pension of retirees in the state.

In a press statement signed by PDP’s spokesperson, Prince Diran Odeyemi in Osogbo on Sunday, the party said “rather than paying workers' full salaries, Aregbesola opted for half pay for those at top echelon of the service and 75% for others”.

According to Odeyemi, “Osun state government recently announced receipt of over N11 billion being the state's share of the over-deducted funds from the state in repayment of debt owed Paris Club”.

The party claimed that out of all states in the country that got over deductions repayment, only Osun is not yet paying workers' salaries in full and queried continuous payment of half salaries by government even with hard-biting economic realities in the country presently”. It then declared that the mode of payment of salaries being adopted for the utilisation of the over N11 billion funds got by Aregbesola was similar to how he mishandled the over N34 billion he got as bailout in September last year.

The statement reads in parts: “Kogi and Plateau that got refunds of over deductions have subsequently announced that all outstanding workers' salaries and pensions should be paid and they have been paid"

"Why is Osun's case different? Aregbesola has been employing all manners of underhand tactics just to ensure bulk of the funds given to him is diverted again. We got hint this would happen and advised the federal government to pay workers directly"

"With this development, we have been vindicated. Osun PDP demand urgent intervention of all relevant agencies of federal government to ensure fund meant for salaries is not diverted again. We also urge the Senate to speed up the probe of utilisation of bailout funds got by Aregbesola last year and the admission that the sum of N3millions is still being kept in some Banks"

"The probe should be completed on time to serve as deterrent. Within two days, after the show of shame called probe by the state lawmakers, N3 billion was declared as leftover of N34 billion bailout.

Strangely, two days later, the figure was refuted and the left over was put at N3million. We believe with the probe panel of the Senate due in the state soon, truth will be unveiled".

InvestmentWe Can Only Pray For MMM Victims – NDIC by zakim(op): 6:20am On Dec 18, 2016
The Managing Director of the Nigeria Deposit Insurance Corporation, (NDIC), Umaru Ibrahim, has said the agency cannot do anything except to offer some prayers to the victims of the recently crashed Mavrodi Mundial Movement, (MMM).

The MMM which suspended its window in Nigeria last week due to what it called ‘heavy workload on the system’ is a scheme that “pay out current investors with new investors money.”

Ibrahim who spoke to Journalists over the weekend at the Workshop for Business Editors and Finance Correspondents in Kaduna said the Corporation will not relent in calling on Nigerians, sensitizing and enlightening them on the dangers of patronizing wonder banks.

He said beside the MMM case, there are some new cases of the emergence of the wonder banks in recent times in places like Enugu, Kaduna and Plateau states.

“For us, we already told Nigerians that MMM are not recognise, they are illegal, but some insisted that they are legal, all hands must be on deck to educate the public, today is MMM, tomorrow it could be YYY,”

PoliticsPapers That Put Babachir On The Spot by zakim(op): 6:11am On Dec 18, 2016
Most of the statements that Secretary to the Government of the Federation [SGF] Mr. Babachir David Lawal made in his defence against allegations made by the Senate were false, according to a sheaf of documents which Daily Trust on Sunday obtained at the weekend. The documents were contained in the interim report of the Senate Ad-Hoc Committee on Mounting Humanitarian Crisis in the North East headed by Senator Shehu Sani [APC, Kaduna Central].

Speaking to reporters at the National Assembly Complex where he accompanied President Muhammadu Buhari to present the 2017 budget, Lawal dismissed calls by the Senate for him to resign due to abuse of office, contract inflation and corruption. He said, “The Senate is talking balderdash. It has developed the habit of Bring Him Down syndrome. Nigerians have decided that we should destroy our best. We should all destroy the promising and best among us by bringing people down without a cause. This is just how I saw it.

“I have the report of the Senate Committee in which it was said that I didn’t resign from Rholavision Nigeria Limited. Let me tell you, Rholavision was formed by me in December 1990 and it has been a company that was run very successfully. Now, when I was appointed Secretary to the Government of the Federation I resigned from that company on 18th August 2015. I can see that in their report they are talking about 2016. I don’t know where they got their facts.

By the way, it is very instructive that when the committee was sitting, no effort was ever made to invite me to come and make a submission. It is therefore surprising that they devoted a whole session of today at maligning me, claiming what is not true without even giving me the chance to come and put my own case before them.”

The SGF’s claim that he resigned from directorship of Rholavision when he became SGF in August 2015 is contradicted by documents from the Corporate Affairs Commission [CAC] which showed that he relinquished his shares in the company on September 16, 2016 following his resignation as director of the company. Although Mr. Babachir Lawal said he was not invited to appear before the Senate ad hoc committee, its papers show that his office received an invitation letter, apart from an open invitation published in the newspapers. Permanent Secretary, Special Services Office in the SGF’s Office Aminu Nabegwu actually responded to the invitation letter on December 6, 2016 and forwarded some documents to the committee. In addition, Lawal was represented on the third day of the committee’s public hearings.

The most damaging information however is evidence from Rholavision’s account at Ecobank which showed that Josmon Technologies Limited, the company that won the N248 million contract from the Presidential Initiative on the North East [PINE] to clear grass in Yobe State, turned around and deposited most of the money in the account of Rholavision. The transfers were made between March 29 and April 4, 2016 when Mr. David Lawal was Rholavision’s director and in fact the sole signatory of its account.

On March 26, 2016 Josmon Technologies made five transfers of N10 million each to Rholavision’s account. The next day, March 30, 2016 Josmon made five more transfers of N10 million each to the same Rholavision account at Ecobank. On March 31, 2016 it again made two transfers of N10 million each to Rholavision, for a total of N120 million. The next day, April 1, 2016 Josmon Technologies made five more transfers of N10 million each to Rholavision and three days later, on April 4, 2016 the same company made three transfers totalling N25 million to Rholavision, for a grand total of N195 million. On September 8 and 9, Josmon again made two transfers of N10 million each to Rholavision, bringing the total transfers to more than N200 million. Yobe State’s Commissioner for Information Alhaji Mohammed Al-Amin told the Senate ad hoc committee that the contract was never executed and no grass was ever cut by PINE in Yobe State.

A banking source also said at the weekend that Josmon Technologies and Rholavision’s accounts have the same BVN number. Daily Trust on Sunday could not obtain the BVN number at the weekend. Senate set up the ad hoc committee of eight members following a motion by Sen. Baba Kaka Bashir Garbai [APC, Borno Central] on October 4 titled ‘‘Mounting Humanitarian Crisis in the North East.’’ The ad-hoc committee was asked to ascertain the total amount of funds released to the Presidential Initiative on the North East and its utilization thereof. It submitted its interim report to the Senate last week.

PoliticsJudicial Corruption: NJC Recommends Sack Of Ononogbo, Gummi, Indicts 2 Registrar by zakim(op): 6:13am On Dec 17, 2016
The National Judicial Council (NJC) under the chairmanship of the Acting Chief Justice of Nigeria, Justice Walter S. N. Onnoghen, has recommended the dismissal of Justice Ugbo Ononogbo of the Abia State High Court of Justice and the compulsory retirement from office of Justice Nasir Gummi of the Zamfara State High Court of Justice with immediate effect.

The Acting Director, Information in the NJC, Soji Oye, who disclosed this yesterday in a statement, said the decision was reached at the end of its 80th meeting held on December 14 and 15, 2016 in Abuja.

The Chief Registrar of the Probate Division of the Abia State High Court, Udeka N.C. and the Chief Registrar of the Zamfara State High Court, Hayatu Wadata Bungudu, were recommended to the states’ judicial service committees for investigation and action.

A legal practitioner, E.M. Ojiako, will be recommended to the Nigerian Bar Association (NBA) for disciplinary action.

Justice Onongbo was recommended to Governor Okezie Ikpeazu of Abia State for dismissal and criminal investigation for compromising the judgment in Suit No: HOH/25/2013; Mrs Nnenna Enweliku and 4 others Vs Udensi Dike Udensi and 2 others.

Justice Gummi was recommended to Governor Abdulaziz Yari for retirement for failing to deliver judgement in Suit No: ZMS/GS/13/2013; Chiroma Vs Forte Oil Plc, almost 23 months after the final address by all counsel in the suit, contrary to the constitutional provision that judgements should be delivered within 90 days.

Findings of the council in the petition by Mr Urum Udensi Ifegwu revealed that Justice Ononogbo made a blanket order for the payment of an amount as estate fee from the Access Bank Account of the late Lord Chief Dike Udensi Ifegwu to the Probate Registrar of the High Court.

The Assistant Chief Registrar, Probate Division of the Court, Mr. Udeka U. C. was said to have altered the order of the judge in a letter to Access Bank requesting the bank to release N200m into the personal account of E. M.Ojiako, Esq, counsel to Mrs Enwelike in the suit, a request which the bank refused to honour.

According to the NJC’s findings, Justice Ononogbo, without ascertaining the assessment by the probate registrar, granted a second order to vacate the first one directing the bank to pay any money assessed by the probate registrar for the Estate fee of late Lord Chief Dike Udensi Ifegwu into the personal account of E. M. Ojiako, Esq.

As a result of the second order, E.M. Ojiako only paid N83 million to the Probate Registry.

Jobs/VacanciesUnemployment Rises To 14%, Half Million Fresh Out Of Work – NBS by zakim(op): 9:00pm On Dec 16, 2016
Number of unemployed in the labour force increased by 555,311 persons.

The National Bureau of Statistics (NBS) says the country’s unemployment rate has risen from 13.3 per cent in the second quarter to 13.9 per cent in the third quarter of 2016.

This is according to the Unemployment/Under-employment Report for 3rd Quarter of 2016, released by the NBS on Friday in Abuja.

The report stated that the number of unemployed in the labour force increased by 555,311 persons.

According to the report, the underemployment rate rose from 19.3 per cent in second quarter to 19.7 per cent in the third quarter.

The report stated that unemployment covered persons (aged 15–64) who, during the reference period, were currently available for work, actively seeking for work but were without work.

Underemployment, however, occurs when a person works less than full time hours, which is 40 hours, but work at least 20 hours on average a week.

It explained that underemployment could also happen if a person works full time but are engaged in an activity that underutilises his skills, time and educational qualifications.

The report, however, stated that the economically active population or working age population (persons within ages 15 and 64) increased from 106.69 million in second quarter to 108.03 million in the third quarter.

“This represents a 1.26 per cent increase over the previous quarter and a 3.57 per cent increase when compared to the third quarter 2015.’’

In 3rd quarter, the labour force population (i.e those within the working age population willing, able and actively looking for work) increased to 80.67 million from 79.9 million in second quarter.

“This represents an increase of 0.98 per cent in the labour force during the quarter.

“This means about 782,886 persons from the economically active population entered the labour force, that is individuals that were able, willing and actively looking for work.

“This magnitude of increase between second and third quarter is smaller when compared to first and second quarter, which was an increase of 1.39 million in the labour force population.

“Within the reference period, the total number of persons in full time employment (who did any form of work for at least 40 hours) decreased by 272,499 or 0.51 per cent.

“This figure decreased when compared to the previous quarter, and decreased by 1.66 million or 3.01 per cent when compared to third quarter of 2015.’’

The report stated that with an economically active or working age population (108.03 million) and labour force population (80.67 million), 27.36million persons within the economically active or working age population decided not to work.

It said that the population decided not to work for one reason or the other in the third quarter, hence they were not part of the labour force and could not be considered unemployed.

According to the report, there is eight consecutive rise in the unemployment rate since 4th quarter of 2014. (NAN)

SportsWhy Super Falcons Payment Were Delayed - NFF by zakim(op): 10:54am On Dec 16, 2016
The Nigeria Football Federation (NFF) on Friday expressed heartfelt appreciation to President Muhammadu Buhari (GCFR) for directing that players and officials of African champions, Super Falcons be paid within days.

This was sequel to the team’s protest at the Three Arms Zone on Wednesday.

NFF’s spokesman Ademola Olajire said in a statement on Wednesday in Lagos.

“We are grateful to the Presidency for the prompt action, and we believe this will put the minds of the players at rest.

“It has been a very difficult time for the NFF; no official of the Federation was happy that the players and officials could not be paid their entitlements immediately after the tournament.

“It is not as if the Federation did not plan to pay the players and officials their entitlements. The NFF expected some money from a number of sources but this did not work out.

“They are champions and deserve to be treated as such; there are no doubts about that,” Ademola Olajire, NFF’s Director of Media and Communications, said in the statement.

Olajire also stated that there was no time the NFF directed that the players should be ejected from their Agura Hotel, and decried claims that no official went to see the players at the hotel.

“The NFF is at the receiving end of all these, but at the end of the day, fair is fair.

“Before they left for Cameroon, the country’s Vice President went to meet with them at a training session.

“Also, despite the difficulties, the Federation was able to make the sum of $5,000 available to the Team Administrator for logistics.

The NFF President personally visited the team and prayed with them,’’ Olajire as quoted in the statement.

Olajire added that “Before the team played South Africa in the semifinals, the NFF reached out to some sources and raised money to pay each player the sum of N500,000.

“The NFF President was on the tarmac of the Murtala Muhammed Airport, Lagos to receive the team and celebrated with them on arrival.

“He also impressed it on NFF partner Emzor to host the ladies to lunch and the company gave the team the sum of N1.6million.

“On arrival in Abuja, the team was received by the NFF General Secretary, Head of Protocol, Head of Women’s Football and the CEO of Jedo (a private organization), Dr. Aliyu Oroje Wammako.

“The NFF impressed it on the management of Agura Hotel to ensure the comfort of the players and officials while the Federation went about trying to raise money to pay their entitlements,’’ it said.

The statement added that Minster of Youth and Sports, Barr. Solomon Dalung visited the team in company of the NFF General Secretary, Dr. Mohammed Sanusi in their hotel.

“Honourable Minister of Youth and Sports, Barr. Solomon Dalung who personally visited the team at their hotel, NFF General Secretary, Dr. Mohammed Sanusi was at the hotel on two occasions.

“Also, the Head of Women’s Football, Miss Ruth David has been at the hotel on regular basis.

“After his visit, the Honourable Minister directed that the NFF should look for money to give to the players to take them home.

“The players appealed that the amount of N50,000 proposed by the Federation should be doubled, and the NFF squeezed out N100,000 to each player and official.

“Surprisingly, the players said they would no longer leave the hotel even after that payment,’’ the statement said.

It added that “While the monies paid to the team so far may not amount to much, these are challenging times and we expect the players to understand with the Federation.

“They did not, but we thank God all these issues are almost behind us.

“This unfortunate situation calls for calm and patience on the part of all. The NFF cannot praise the Presidency enough.

“The players cannot say that nobody came to see them in the hotel, or that the Federation ordered that they be ejected; that is not correct.

“We passionately appeal to the players not to allow themselves to be used by some persons against the Federation and the Federal Government, as such persons do not mean well for them,’’ the statement said. (NAN)

PoliticsRe-run: Wike Has Turned Our State To ‘rivers Of Blood’- Rivers APC by zakim(op): 9:41pm On Dec 15, 2016
The Rivers state chapter of the All Progressives Congress party, APC, has alleged that the state Governor, Nyesom Wike has turned the state from Rivers state to Rivers of blood. It said the leaked audio recording making the rounds and claiming that Wike allegedly made bribery calls to some INEC officials to rig the recently concluded re-run in the state shows that the victory recorded by Wike’s quarters and the Peoples Democratic Party in the state were bought.

In a statement signed by the Chairman, APC in Rivers state, Chief Davies Ibiyamu-Ikanya, it said the violence and killings that took place during the state’s re-run election that was conducted proved that Wike and PDP never planned for a free and fair elections.

“You are all aware of the incidents that happened and the comments that were made by leaders of the Peoples Democratic Party, PDP especially the Governor, Nyesom Wike in the build up to the December 10 rerun legislative election in the state.”

“You are also not ignorant of the inciting comments made by the Governor; his charge to members of his party to resist arrest by security operatives, the threat to officials of INEC and security agencies who fail to do the bidding of the PDP or even the threat to teeming supporters of APC who decide to come out and vote on election day.”

“The Governor did not stop there. On the eve of last Saturday’s election, Governor Wike continued his ranting like a mad dog let loose with droplets of venom from his wagging tongue, threatened leaders of our party who came from far and wide to show solidarity with us. He threatened them to leave Rivers state hence they risk losing their lives.”

“For us as a party, we have watched with keen interest the derailing actions of the Governor of our dear Rivers state. How he has used his comments to destroy the legacy of our founding fathers. Rivers state, which used to be the pride of the nation has now turned to a theater of violence, filth and riducule. Now, the state is referred to Rivers of Blood.”

“As members of the fourth estate of the realm, we are sure you have heard the conversation currently trending in the social and conventional media between a Chieftain and candidate of the PDP in Khana Local Government Area, Dum Deekor and Governor Nyesom Wike.”

“The Governor in that conversation threatened to kill officials of the Independent National Electoral Commission who had apparently found it difficult to manipulate the result of the elections in Rivers South-East Senatorial District after collecting from him, huge sums of money as inducement to rig the election. He warned that his money be returned or he will kill the officials should they fail to rig for him.”

“Governor Wike procured the seats won by PDP in the last election. He warned the coordinators of the electoral officers of Khana, Etche, and Ikwerre Local Government and threatened to kill them.”

“The Governor has never been prepared for a free and fair election since 2015. His only strategy is violence. Thank God the security operatives were on Rivers state to protect us last Saturday. Imagine what would have happened.”

“The Governor would have ordered his armed and blood thirsty goons to kill us all. With his large scale bribery, Wike procured the Senatorial seats, House of Representatives seat, House of Assembly seats declared for the PDP. PDP NEVER won any elect

“Our position is further made plausible with the recent statement from the Police High Command about the arrest of Dike Deinpiribo, Valentine Aldibo, Onwuarari Warmate and Iloke Stephen belong to a group of cultist and professional political thugs.”

“Confessional statements were taken and the boys confirmed that their services were engaged by Honourable BomaGoodHead who procured two AK47 rifles and commissioned his driver, one Iryo to convey the weapons in his black Toyota Prado jeep and handed same to the suspects at Degema.”

“The Police said the suspects were responsible for several armed attacks that took place during the elections in places like Abonnema, Emuoha, Elele, Eteche and Omoku where a police officer was gruesomely killed. The rifles and 112 rounds of ammunition were recovered from them.Other members of the killer gang fled and detectives are on their trail.”

“We are therefore not surprised when Wike led a protest to demand the removal of gallant police officers and Military officers that risked their lives to protect innocent citizens on election day.”

“It shows that the just concluded December 10th rerun election was massively rigged in most of the Local government areas and constituencies in favour of the PDP. We have always maintained that the hues and cries by the Governor about the posting and reposting of INEC officials and Service Commanders are smoke-screens to divert members of the public from the real issues.”

“The said conversation has gone viral and we want to use this medium to call on all relevant agencies; the DSS, the EFCC, the ICC and security agencies to investigate the veracity of that audio clip and take necessary actions.”

“We have been vindicated that who we have as the Governor of Rivers state is a beast, a killer who believes that human life means nothing.”

PoliticsNigerians Are Unfair To Buhari, Says El-rufai by zakim(op): 9:13pm On Dec 15, 2016
Kaduna State Governor Nasir el-Rufai on Thursday stated that Nigerians were not being charitable for accusing President Muhammadu Buhari's administration of having impoverished them.

The governor was fielding questions from State House correspondents after a meeting of the National Economic Council presided over by Vice President Yemi Osinbajo.

He stated: "I have said we inherited a governmental structure that was based on the assumption that price of oil will remain $100 per barrel. By the time we took over, prices reduced to as low as $26 per barrel. 80% of government revenue depends on the price of oil and the quantity of oil sold.

"You must expect a cut in your consumption if the price collapses. If in your own household, your salary is slashed by 80 percent, what will you do? This is what Nigeria is going through. Our revenues have collapsed by about 40% to 60% if you compare it to say 2014.

"This collapse happened because there is a reduction in price of oil. Secondly, we were producing over two million barrels of oil per day but because of the situation in the Niger Delta, we are now producing about 1.1million barrels per day.

"It is therefore inevitable that there will be cut and pain. But to say that it is government that is doing it without referring to the cause, it is not fair."

PoliticsCourt Adjourns N50bn Suit On Arrest Of Judges by zakim(op): 6:17am On Dec 15, 2016
A Federal High Court in Abuja has adjourned to January 24, 2017 for hearing in the suit challenging the arrest and detention of judges over alleged corruption.

Justice Gabriel Kolawole yesterday also ruled that hearing in all the applications and the objections will begin on the same date.

Lagos lawyer, Olukayode Ogungbeji had filed the suit in October demanding the sum of N50 billion in damages against President Muhammadu Buhari; DG SSS Mamman Daura, Attorney General of the Federation (AGF) Abubakar Malami (SAN); the Inspector General of Police, Ibrahim Idris, and the National Judicial Council (NJC) over the raid of the home of judges on October 8.

He is contending that the action of the DSS, without recourse to the NJC, constitutes a gross violation of the rights of the judges as enshrined in sections 33, 34, 35, 36, and 41 of the 1999 Constitution, as amended.

But in separate objections, the respondents asked the court to strike out the suit for lack of jurisdiction. The defendants contend that Ogungbeje did not disclose his locus standi to bring the action as provided in Section 6(6) (b) of the 1999 Constitution.

PoliticsWars, Coups, Counter-coups Dominated My Time As Military Officer – Buhari by zakim(op): 10:54pm On Dec 14, 2016
By Levinus Nwabughiogu

ABUJA-President Muhammadu Buhari Wednesday recalled with nostalgia his days in the Nigerian Army, saying that they were characterized by war, coups and counter-coups. He said that as a young military officer, there was no time for academic pursuits.

He therefore commended the leadership of the present Nigerian military for the intellectual transformation of the officer corps.

The president who spoke at a ceremony for the decoration of two senior officers, Air- Vice Marshal Sadiq Ismaila Kaita, the Commander of the Presidential Air Fleet (PAF) and Colonel Mohammed Lawal Abubakar, his Aide-De-Camp (ADC), working closely with him at the State House said that modern armies required superiority of intellect and imagination to achieve victory in warfare.

He expressed happiness that newly-promoted officers had acquired a “dazzling array of university degrees”

The president however, urged all officers to ensuree the translation of academic achievements to performance in the field and other places of assignment.

“I am happy with the intellectual approach of the military. In our time, there was no time for academic pursuit. It was all about war, coups and counter-coups,” he noted.

President Buhari said in times of peace and stability, military officers should use such opportunity to pursue their intellectual transformation which should go side-by-side with hardware transformation of modern armies.

The President urged officers to read History, irrespective of their academic backgrounds, describing it as an important pre-requisite for strategic learning and success in the military.

He emphasized that the good quality of the officer corps of the Nigerian Military called for good performance.

President Buhari congratulated both officers on their various achievements in their services and urged them to always be mindful of the welfare of those placed under their command.

Both Air Vice-Marshal Kaita and Colonel Abubakar have, prior to their current assignments, served the country in peace-keeping missions abroad and are married with families.
