The Nigerian Communications Commission (NCC) has acted in national interest on the issue of data price increase, the Senate Committee on Communications has said. The Committee, which visited the NCC headquarters in Abuja yesterday as part of it oversight functions, said Nigerians should see the commission as being on their side on the issue of data price increase. Senator Solomon Olamilekan (Lagos West) who spoke on behalf of the Committee members said the NCC had taken some commendable steps to sanitize the telecom industry and the data price hike was one of them. He said “Each time we invited the leadership of the agency to the National Assembly, they honoured our invitation and responded to our inquiries, particularly during the MTN issue, and of recent the data price floor. They have acted in national interests and Nigerians see NCC as being on their side.” While receiving members of the Committee, the Commission’s Executive Vice Chairman, Professor Danbatta, said unless the issues regarding the data price floor are resolved, it remains a whirlwind that would not do anybody any good. He said it is imperative that all stakeholders agreed on appropriate price floor on data for the good of the industry, noting that a proper cost-based study would be carried out shortly to determine price floor. A prosecution witness in the trial of former chairman of Daar Communications and Investment Plc, Raymond Dokpesi on Tuesday claimed that he(Dokpesi) was paid without executing any contract with the Officer of the National Security Adviser (ONSA). Salisu Shuaibu, who was former Director of Finance in the ONSA, testified at an Abuja Federal High Court that the sum of N2.1 billion was transferred to Dokpesi through the Central bank of Nigeria (CBN) in four tranches of N500m each. Led in evidence by counsel to the Economic and Financial Crimes Commission (EFCC), Rotimi Jacobs (SAN), Salisu stated that a contract would usually require an agreement with the company prepared by the legal officer at ONSA and approved by the NSA, which was not done with Daar. He testified that on the four occasions, he was instructed by the then NSA, Sambo Dasuki to prepare the payment mandate for him to sign while he (Salisu) counter-signs. The document will then be forwarded to the Central Bank of Nigeria (CBN) for execution. He said the processing of payment mandate for contractors of the ONSA began under the tenure of late General Owoeye Azazi and was used for the purchase of military hardwares, explaining that the contracts do not include media campaigns. “This payment is the first time we are budgeting for media campaign in the Office of the National Security Adviser,” he said. However, being cross examined by defence counsel, Wole Olanipekun (SAN), Salisu admitted that the ONSA was not a procurement agency under the Procurement Act, but added that the office enjoys some exemptions in the area of purchase of military equipment. The case has been adjourned to February 7 and 8, 2017 for hearing. The screening of the acting Chairman of the Economic and Financial Crimes Commission (EFCC) Ibrahim Magu is one of the top items on the agenda of the Senate this week. The screening of Magu, which has been pending since July, was scheduled for last Thursday but was postponed to this Thursday. Magu was appointed by the president in November last year. A statement by the Senate President’s Media Office said a major item on the agenda of the Senate is the presentation of the 2017 Appropriation Bill by President Muhammadu Buhari to a Joint Session of the National Assembly on Wednesday. Other legislative activities to engage the lawmakers include the consideration of the committee report on the North East Development Bill, 2016 Federal Inland Revenue Service (FIRS) budget, 2016 Nigeria Customs Service Budget and the 2016 Budget Report on Postal Service of Nigeria. Also, on Wednesday, the Senate will inaugurate the Legislative Compliance Committee and hold Public Hearing on Consumer Protection Act (repeal) and to establish the Competition and Consumer Protection Commission Bill 2016 on Thursday. The Minister of Finance, Mrs Kemi Adeosun, has said waiver of tax and charges granted by the government to some companies induce corruption in Nigeria. The minister also said Nigeria’s current economic mess was largely caused by corruption. Speaking at a national conference on corruption in Abuja at the weekend, Adeosun, who defined corruption as “abuse of entrusted power for private gain”, added that corruption was inimical to national development. The minister who was represented by Mrs Patience Oniha, Head Efficiency Unit of the ministry also said many Nigerians had accepted corruption as a way of life. She said “waivers and allocations unintentionally induced corruption.” Adeosun further said poor record systems, weak judicial systems and weak internal audit also contributed to corruption in the country. Weak anti-corruption institutions and non-enforcement of sanctions or punishment on officials accused of corruption and pervading poverty are fuelling corruption in Nigeria, she added. In May 2015, the Senate reportedly uncovered a N447 billion waiver fraud that involved big local firms importing rice, sugar and other products. The fraud was allegedly done through import duty waivers, concessions and grants by agencies of the Federal Government. The report then recommended that some firms who imported rice with the waivers and grant remit over N23billion, while others for sugar imports were to remit over N48billion. President Muhammadu Buhari has urged all Nigerians not to lose faith in the ability of his administration to make a difference in their lives. President Buhari made the call on Sunday in his 2016 Eid-el-Maulud message to the nation. "As we use the memorable occasion of this celebration to reflect on our current challenges, I urge you not to lose faith in the ability of this administration to make a difference in the lives of our people," he said. According to Buhari, the reality of the temporary challenges should not undermine our hope, reverse our collective will to succeed or divide us; rather, it should remind us of why we need to stay together, fight together and succeed together. "We all share a vision of a better Nigeria, and we will all share in the responsibility of building the country of our dreams." Acknowledging that the citizens look forward to 2017 with hope and huge expectations, he assured that with collective dedication and hard work, the nation would overcome "the mountain of economic difficulties, and return our country to the path of prosperity." An elder-statesman and founding member of the People’s Democratic Party (PDP) Alhaji Mohammed Rabiu Bako has called on Senators Ali Modu Sheriff and Ahmed Makarfi to sheath their swords and step aside in the interest of the party. In a statement, the former commissioner under the Makarfi administration in Kaduna State, said there was need for them to make sacrifices to revive the party, as it is greater than any individual or groups. He called for speedy resolution of the impasse so that the party would reposition itself for future challenges. “It is apparent that the two leaders are playing to the gallery with each trying to outsmart the other. This attitude is certainly and totally detrimental to the progress of our party particularly now that we are in the opposition. It is not in the interest of our party for our leaders to throw tantrums at each other at the slightest opportunity, thereby personalizing the leadership of the party. Governor of Kaduna State, Malam Nasir El-Rufai recently fielded questions from reporters in Kaduna. He spoke on various issues ranging from challenges of governance to modest achievements he has recorded so far in office. There is a lot of apprehension amongst civil servants that your public service reform programme is aimed at retrenching workers. Can you clarify what the reforms are all about? People usually worry when you talk of public service reforms because of retrenchment and so on. I think if people have been very discerning as far as this government is concerned, we’ve been a job creating government, not a job destroying government. I think we are the only state in Nigeria that has hired 5,000 people in its first year in office. We also brought back 800 retired nurses because we have a shortage of nurses in the state. We brought them back to mentor the younger nurses. We have not retrenched since we came. We have verified and removed ghost workers, but that is not retrenchment, that is removing those that don’t exist. Though we have added 5,000 people to the payroll, we still spend less on salaries and allowances than when we came into office. The purpose of this reform has nothing to do with retrenchment. We call it public service revitalisation programme. The qualification of those in service is not commensurate with the level of education in Kaduna state. You see many people who joined the service after secondary school, they just attend one course and they convert when you have people with degrees and HNDs looking for work. One of the key objectives of the programme is this renewal. How do we inject new, young blood into the service. How do we get new skills? You have confidential secretaries who are used to typewriter . Nobody uses typewriter any more. You need new skills. The world is changing, even education is evolving. Skills have disappeared, new ones are coming in, we have young people out there with these skills and they are not in the service. Bring them so that the skills that you have, match with the people of the right age. You revitalise the service, you make it better. The way and manner public servants think needs to be restructured. We are called public servants, but we don’t behave like public servants. We behave like lords of the manor, we behave like masters. You need to take all various grades and cadre of the public service for a reorientation programme for them to understand that they exist to serve the people and not the other way round. All these are the key components of the programme. We have no intention of retrenching any one; of course, some people will lose their jobs because some have fake certificates. Someone sent me the name of a person through Whatsapp with the photocopy of his degree certificate from Ahmadu Bello University, Zaria, and said governor, it is fake, check. I asked the commissioner for education to check, the certificate looks as good as my ABU certificate but it was fake. They said the name has never registered in ABU. But he has a proper ABU certificate and NYSC discharge certificate and he is working in one of our agencies! So one of the things we are going to do as part of this reform is to cross check things like that as there are many people with certificates that are fake. President Muhammadu Buhari has directed security and law enforcement agencies to deal decisively with trouble-makers and those bent on violating the sanctity of the electoral process in the federal and state legislative rerun elections in Rivers State holding on Saturday. Buhari, in a statement on Friday by his spokesman, Femi Adesina, called on them to exhibit professionalism and non-partisanship in the discharge of their constitutional duties even in the face of extreme provocations. President Buhari called for peaceful and orderly conduct in the rerun elections. He urged all political parties, their candidates, other stakeholders and the people of the state to ensure that the polls are conducted without rigging, violence and intimidation of opponents and electoral officials. President Buhari reminded politicians and their supporters in Rivers State to put the higher interest of the people of the state in mind, as they go to the polls on Saturday. A bill seeking to set aside 20 percent of the country’s annual budget for constituency projects scaled through second reading at the Senateyesterday. If the bill becomes law, the constituency projects will get at least N1.4 trillion out of the 7.3trillion 2017 budget estimates to be presented to the National Assembly by President Muhammadu Buhari on Wednesday. The constituency projects are mainly for provision of feeder roads, schools rehabilitation, building of market stalls, boreholes, provision of empowerment items such as sewing machines, grinding machines, knitting machines as well as vehicles including motorcycles, tricycles and cars. Lawmakers will insert the projects under subheads in the budgets of ministries and agencies that they supervise. The agencies are expected to execute the projects based on specification and guidance by benefitting lawmakers. The ‘Constituency Projects Bill, 2016’ sponsored by Senator Stella Oduah (PDP, Anambra) seeks to grant legal backing to the provision forconstituency projects in the annual budget of the Federation by a minimum of 20%. Oduah said: “One of the unique features of our democratic journey so far is the concept of ‘Constituency Projects’. Available statistics show that 70 per cent of Nigerians live in the rural areas and the intention of the bill is to ensure that good governance is delivered to these crucial areas. “The bill is also intended to correct the top-bottom approach of governance and replace it with the bottom top approach. Constituency project in recent time is one of the ways to attract federal presence to our people,”she said. She said if not for these projects, majority of federal constituencies would not have a single federal project due to lopsided nature of project allocation in the budget. “The constituency project is not peculiar to Nigeria alone. There are similar mechanisms in other developing countries. For instance, the constituency development fund has been institutionalized in Kenya, Uganda, India and Tanzania,”she said. Contributing to the debate, the Chief Whip of the Senate, Senator Olusola Adeyeye advised that the 20 percent should be based on capital projects. “This is not money given to Senators or Reps, it is money meant for specific projects. At the moment, it is N100billion for 109 Senatorial Districts and 360 Federal constituencies. That’s 1.5 percent of the Federal Budget,” he said. In his remark, the Senate President, Bukola Saraki, said constituency projects ensure equity in the distribution of federal projects. “I don’t think there is anything that ensures equity in the country like the constituency projects. Our responsibility is to provide the projects to our constituencies, full stop,”he said. He referred the bill to the committees on Finance and Appropriation for further legislative actions with a 4-week timeframe. A never ending controversy Daily Trust reports that the idea of constituency projects has been a subject of controversy for a very long time. Former President Olusegun Obasanjo, being one of its staunchest critics, had at various times spoken against it, describing it as “a veritable source of corruption.” In July this year, the Senators summoned the Secretary to the Government of the Federation, Babachir David Lawal for saying it would not be possible to fund the constituency projects of National Assembly members as contained in the 2016 Budget because of the paucity of funds. Mrs Ganiat Usman, a witness, on Thursday narrated before an FCT High Court in Kubwa how a suspect, Mrs Remilekun Momoh, used her Unity Bank account to fraudulently divert funds. Usman was led in evidence by the prosecuting Counsel, I. Deribe. She said the defendant, who was then her neighbour, coerced her into opening an account with Unity Bank after she was paid two million naira of her late husband’s gratuity. “She told me that once I opened the account and deposited the two million naira I would get a monthly interest of N39, 000, so I did that. “In 2014, when my daughter gained school admission, I approached her for N300, 000 and another N300, 000 for my house rent and she gave me. “But then, she told me that my balance of N1.4 million would only attract a monthly interest of N8, 000. “That, I collected just twice; once from the ATM and the second time, she gave me by hand.” The witness said she later told the defendant that she was not interested in the transaction anymore and wanted her money back as a result of which the defendant avoided her for sometime. However, she said the day the defendant asked her to go to the bank and withdraw the money, she was told there was no money in the account. “It was the second time she asked me to go that the customer care personnel informed me that I had a balance of N4.5 million. “So I called her and told her that my balance was showing N4. 5 million instead of N1.4 million and she said that she was aware. “She said that the money was from a contract she executed.” The witness further said that the defendant asked her to transfer N680, 000 into a Zenith account of a named Foundation and N300, 000 into the defendant’s son’s account. She noted that a number of times, the defendant asked her to issue post-dated cheques to her and one time, she collected her ATM card which she used for some days. The Defendant’s counsel, Mr Lawrence Alabi told the court that he would not be able to cross-examine the witness at that moment. This, he said was because the prosecuting Counsel tendered an amended copy of the charges to him while the proceeding was going on. Justice Bello Kawu adjourned further hearing in the case to Jan. 30, 2017. The defendant, an accountant with a branch of Unity Bank, Abuja, was arraigned by the EFCC and charged with criminally diverting N14. 4 million bank money. The Commandant General of the Nigeria Security and Civil Defence Corps, NSCDC, Abdullahi Muhammadu Gana has requested for additional 10,000 personnel to be recruited into the service. According to a statement from the corps spokesman Emmanuel Okeh, Gana made the remark after the decoration of 10 senior officers promoted from the rank of Commandant to Assistant Commandant General at the Civil Defence Academy, Abuja. Gana explained that the additional personnel is " in order to meet up with the demands from different Ministries, Department and Agencies of government seeking for deployment of the Corps personnel." The CG clarified that the promotion of the officers was purely on merit, therefore they must justify the confidence given to them. Gana also posited that, with the demand from Ministry of Agriculture, the Corps is expected to provide 6,000 personnel to protect the proposed 200 cattle ranches in order to curtail the incessant crisis between the Fulani herdsmen and Farmers. He encouraged personnel to be patient as the management is working towards ensuring payment of their shift arrears, election allowances as soon as fund is made available by the Government and not to join rumour mongers speculating that their money was embezzled. Mrs Gloria Shoda, President, National Council of Women’s Societies (NCWS), has said that pressure from women push men into acts of corruption. She made the statement on Wednesday in Abuja at the launch of the Nigerian Women Against Corruption (WAC) Project organised by the EFCC in collaboration with the Office of the Wife of the President. She disagreed with the popular belief that women are not corrupt, saying it was pressures mounted by women that push the men into acts of corruption. Shoda said: “they say women are not corrupt, but I have a different opinion. Corruption starts at home, and women are the people that make the men corrupt. “You sow the seed of corruption by pressuring your husband for “aso-ebi’’, comparing him to others, and hiding to bribe your children with money. “You drive corruption by buying cars for your female children attending universities, and by marching to the police station to report teachers for cautioning your children in school. “Those of you who are traders, short-change your customers by manipulating the measures you use in selling rice and `garri;’ is that not corruption? “You go to your husband’s pocket when he is asleep and steal some money; is that not corruption?’’ The NCWS president said women could help their husbands stop corruption by questioning the sources of their money when they begin to live above their means. The Nigerian Army said on Wednesday that it had rescued additional 801 persons held hostage by the Boko Haram terrorists in its ongoing anti-terrorism operations. Maj.-Gen. Lucky Irabor, Theatre Commander, Operation Lafiya Dole in the North-East made the announcement while briefing newsmen in Maiduguri. He said that the persons were rescued between Nov. 23 and date. “A total of 801 persons were rescued from the terrorists’ camps from Nov. 23 to date,” he said. Irabor said that the military had also arrested a number of terrorists fleeing their Sambisa forest hideout due to the ongoing operation. “Likewise, on Dec. 4 at about 1345hrs, our troops in conjunction with local vigilante intercepted five men, 29 women and children heading towards Goniri from Kafa. “The men were screened by the local vigilante and two of them were confirmed to be terrorists. “They have since been taken into custody and are undergoing interrogation,’’ he said, adding that the military also apprehended suspected cattle rustlers during its operations. “On Nov. 28, four persons and a teenager were arrested by our troops deployed at Bulabulim Ngarnam with 4 cows. “The arrested persons have been handed over to the Nigeria Police,” he said. Irabor said that the military also recovered arms from suspected kidnappers in Bauchi state. “On Dec. 2, our troops while on patrol at the general area of Gamji and Kafin Lemu villages in Ningi LGA of Bauchi state encountered some suspected kidnappers who engaged them in gun battle. “They were killed in the gun battle that ensued. “The troops recovered several arms and ammunition which include five Dane guns, a locally made pistol, some cartridges and charms,” he said. Some suspected armed robbers have written some Lagos residents urging them to prepare to pay season’s dues to them on a date not mentioned. Residents of Joseph Harrison Estate, Yaba area of Lagos State got the letter from the bandits on Wednesday notifying them of their impending attack to collect their “dues” for the festive season. NAN gathered that the letter was placed on the vehicle of one of the residents and was discovered in the morning when he was about to wash his car. ”We are coming this week to collect our dues and to visit you tenants and landlords of Joseph Harrison Street in the week. If you like go and bring police or soldiers, we are coming to perform our duties. ”If you cooperate, we will not kill, but if you fail to cooperate, blood will flow,” the letter said. NAN check at the estate on Tuesday revealed that sterner security measures have been put in place to protect lives and properties in the community. Mr Bolanle Akinyemi, Chairman, Community Development Association said the estate had enjoyed some peace for a long while as it was protected by guards and the police from Sabo Police Post. ”We are also mindful of the slum that surrounds us and we have been conscious of suspected criminals,” he said. ”No one has received such letter before, but there was a case in 2013 when a company in the estate was robbed,” he said. The chairman said they have reported the threat to Sabo Police Division and more guards have been engaged at the estate. A former governor of Jigawa State, Sule Lamido, has attributed the recent massive defection from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC) to the fear of possible arrests by the federal government. Lamido, who spoke yesterday in his home in Bamaina, also said anybody who wanted to enjoy the air of freedom under the present administration must be ready to pitch his tent with the ruling party. The former governor, who had in the past indicated interest to aspire for the presidential position of the country, argued that when government was run on tyranny as being presently witnessed, such government was likely to fail and collapse. He said apart from running Nigeria on tyranny, the APC-led government lacked the capacity to carry the heavy load of contradictions, crisis and division in the country. Lamido argued further that no matter how the citizenry wished well for the present government, its collapse was imminent because of inability. “Where justice is lost, where you have a government which is not just and fair, people must look for protection. Those defecting from the PDP to the APC are looking for protection. “The present government in the country will collapse. No matter how well people wished them and how hard you prayed for the government, it will collapse because it has no capacity to carry the Nigerian load, contradiction, crisis and division,” Lamido said. ABUJA – As against the hue and cry trailing the social intervention programme where 200,000 jobless graduates had been engaged by the federal government, the Presidency Tuesday said it has appointed 36 focal persons across the federation. The clarification was sequel to the concerns raised by some local government councils especially in Lagos State that they were not aware of the programme. Similarly, some applicants had also cried out about the inaccessibility of the web portal of the job otherwise called N-Power. The Presidency which spoke through the Senior Special Assistant, SSA, to the Vice President, Yemi Osinbajo, Mr. Laolu Akande, advised the applicants to look for the focal persons in their states for proper guidance rather than going to the local government councils. “Lagos State like all the 36 states of the Federation has appointed a focal persons for the N-Power programme. It is the Lagos State Focal person that is in charge of deployment. Why not ask the focal person who knows rather than asking local govts?
