A 20-year-old man, Sodiq Sulaimon, yesterday appeared before an Ikeja High Court for allegedly procuring abortion for his 15-year-old lover (names withheld), who died in the process. The defendant is facing a one-count charge of manslaughter brought against him by Lagos State Government, for which he pleaded not guilty. “Sodiq Sulaimon, on or before December 11, 2012, about 4p.m., at 7 Oriokuta Street, Imota, Ikorodu Lagos, in the Ikeja Judicial Division, did unlawfully killed girl (names withheld) by procuring abortion for her,” the charge stated. At the resumed hearing, a witness, Sergeant Elizabeth Osikanlu, told the presiding judge, Justice K. A. Jose, that the matter was referred to her after one Femi Adegboyega came to the station to report that the defendant impregnated his niece and gave her drugs to abort a five- month-old pregnancy. A cross-section of parents, whose children are studying at Kings College, Lagos, has condemned the poor state of the school. Many of them spoken to during the recent visiting day, lamented that the school authority was not taking care of the students, whom they said looked unkempt. In fact, the parents said that despite the huge amount of money they pay, their wards fall sick frequently, as their dormitories are infested with bedbugs, rats, mosquitoes, and many others. Mr. Adeniyi Babatola, a parent, said that he had to complain to the school authority along with other parents at the visiting day on May 30, 2015, when the students complained that water scarcity hit the Federal Government-owned school for five days. He said that during the water scarcity, the students were forced to endure hardship, as they fetched untreated water from well, which they used. Alhaji Haruna Abubarkar, parent, who collaborated, asked: “What will it cost the school authority to fumigate the classrooms and hostels. “The school fees we pay in Kings College as parents are 100 per cent higher than those paid in other such schools; yet they don’t care about the welfare of the students. The leadership of the Parents Teachers Association (PTA) seems to have lost credibility, as it is only interested in collecting all sorts of levies from parents.” Also, another parent, Mrs. Ajayi Tokunbo, according to NAN, complained that her children in the school return home with bushy hairs and bedbugs. She asked: “Do you know we pay for barbing of the children’s hairs and washing and dry-cleaning of their clothes? A bomb blast suspected to be from a suicide bomber has occurred in Yola, the capital city of Adamawa state, north east Nigeria. A resident of the town, Salihu Aliyu, told PREMIUM TIMES that the blast happened in front of the Jimeta main market at about 7:45pm. “We just finished observing the Maghrib prayer when we heard a loud blast in the direction of the market,” he said. He said the casualty figure is likely to be high because the explosion occurred as many traders closed their shops, and started rushing home. “You know many traders also come out of the market and display their wares outside the main market to also observe the night market,” he said. “There was even traffic gridlock in the area with many Keke Napep operators jostling for passengers when the bomb exploded.” One witness said at least 10 people were killed and about 30 injured. The United States will send a team to Nigeria in the next few weeks to discuss with the new government ways to renew cooperation in the fight against the Islamist militant group Boko Haram, a senior U.S. diplomat said on Thursday. Washington has quickly reached out to new President Muhammadu Buhari since his election victory in March and sent U.S. Secretary of State John Kerry to his inauguration last week to underscore U.S. interest in working with his government. Tensions emerged between the former government of President Goodluck Jonathan and the Obama administration last year over corruption and human rights abuses by the Nigerian military in its campaign to crush Boko Haram. In his inauguration speech, Buhari vowed to defeat Boko Haram and called the group, which pledged allegiance to the Islamic State in Syria and Iraq in March, "mindless" and "godless." "With the new government we are optimistic we can reset the relationship," U.S. Assistant Secretary of State for Africa, Linda Thomas-Greenfield, told a congressional hearing. "We want to work with him and have expressed that to him." She said Buhari had committed both publicly and privately to "do everything possible to address the situation in terms of resources and staff" to tackle Boko Haram, which launched its insurgency in 2009. U.S. officials have said the United States could send more advisers to Nigeria to train its military and help boost the economy, the largest in Africa, through more investment in its oil and gas sector. Thomas-Greenfield said the United States was encouraged that Buhari's first trips were to neighbors Niger and Chad, which are part of a multi- national force being set up to fight Boko Haram's insurgency in the Lake Chad region. Nigeria's Major-General Tukur Buratai has been appointed to head the new force, which will be funded partly by the international community. "He is someone we have worked with and someone we feel will be a positive force on the multinational task force," she said, adding that Buhari was still studying options to fund a stepped- up effort to tackle Boko Haram. Analysts say the challenge for the United States is to work with Buhari while giving him time to address problems in the Nigerian military. A report by rights group Amnesty International this week reinforced U.S. concerns over human rights abuses by Nigerian security forces. In a 133-page report issued on Wednesday, Amnesty said more than 8,000 people died while being held prisoner by the army in the campaign against Boko Haram, many of them murdered, starved or tortured. Nigeria still retains its seat as the President of the Organisation of Petroleum Exporting Countries (OPEC), a competent official of the Nigerian National Petroleum Corporation (NNPC) said on Thursday in Abuja. The official, who preferred anonymity, said the exit of the former Minister Petroleum Resources, Mrs Diezani Alison-Madueke, had nothing to do with the status of Nigeria as the President of the organisation. The official said the position would be filled after the appointment of a new Minister of Petroleum by the president. The official said the former minister was elected at the 166th General Meeting of the OPEC, not in her own capacity but to represent Nigeria. Alison-Madueke was elected the president of the international oil body on Nov. 27, 2014 but started to function in the office in January 2015. The president of OPEC, according to the official, is expected to serve for a period of one year and to preside over the meetings of the conference in the course of that presidency. OPEC, the source says, has Alternate President who exercises the responsibilities of the President during an absence, or when the incumbent s unable to carry out the responsibilities. International women's teams will feature in football video game Fifa 2016 for the first time in its history. England captain Steph Houghton and her team- mates have been included with 11 other women's sides for play in one of several game modes. Until now only men's teams have featured on the popular EA Sports game which was first released in 1993. "To be one of the first female players included is something we'll always be able to look back on," said Houghton. "Hopefully it will help raise the profile of the women's game even further," added the 27-year- old Manchester City defender. The women's teams on Fifa 16 Australia, Brazil, Canada, China, England, France, Germany, Italy, Mexico, Spain, Sweden, and the United States of America Houghton will lead her country to the summer World Cup, beginning on 6 June in Canada, with England to meet Colombia, France and Mexico in their group. But will Fifa-16 designers give the England players the skills in a virtual reality setting that they showcase in real life? Muhammadu Buhari is sworn in as Nigeria’s next president on Friday but he has a daunting to-do list after promising wholesale change during elections two months ago. Here are four key areas, otherwise termed enermies of his successful administration he will have to tackle when he takes office: – Corruption – Buhari, 72, has said the corrupt and corruption will have no place in his administration, sparking fears of a wide-ranging crackdown similar to his previous time as military ruler in the 1980s. But he has pledged outgoing President Goodluck Jonathan has “nothing to fear” and there will be no witch-hunt against the former administration. Some areas are likely to be too big to ignore, however, such as the running of the opaque, state- run oil firm, which is seen as riddled with corruption. Analysts predict Buhari will beef up existing anti-corruption agencies, while he has personally promised to declare his assets and liabilities for greater transparency and accountability. Buhari’s All Progressives Congress (APC) estimates it could save three trillion naira ($15 billion, 13 billion euros) by streamlining government and plugging “leakages” in the system. – Security – Jonathan’s administration will be remembered for the rise of Boko Haram Islamists, who left least 15,000 people dead and more than 1.5 million homeless in a six-year campaign of violence. Boko Haram is currently seen as on the run but security experts say the war is far from over, with sporadic attacks continuing and the likelihood the rebels could regroup in border regions. Former army general Buhari has recognised the need for top-down reform to boost poor morale and end graft that hit military procurement, leaving troops ill-equipped to fight. But restructuring also needs to go hand-in-hand with social and economic programmes to tackle the root causes of the insurgency, namely lack of development and unemployment in the Muslim north. Buhari has indicated he will maintain regional cooperation with Chad, Niger and Cameroon but he faces potential trouble on another front from former militants in the oil-producing southern Delta. Rebels wanting a fairer share of oil wealth have threatened to resume their activities against energy facilities in the region if a government amnesty programme is not extended beyond this year. – Unemployment – Nearly two-thirds of Nigeria’s population of more than 170 million is under 30. But unemployment is currently nudging 30 percent, despite strong overall rates of economic growth in recent years. Outgoing Finance Minister Ngozi Okonjo-Iweala in 2013 recognised the benefits of growth needed to be shared more equitably. The APC says some 110 million people still live in poverty. Buhari’s administration has pledged to embark on a massive programme of industrialisation, including building railways, improving roads and ports, and improving crumbling infrastructure. But those programmes could be hamstrung immediately by lack of funds, with Nigeria hit hard by the slump in the global price of oil, on which it depends for 90 percent of foreign income. Observers say diversifying the economy is a must, as is educational reform to improve skills. Some 10.5 million Nigerian children are currently out of school — the most in the world. – Energy – Last Friday, the government said Nigeria was producing just 1,327 megawatts of electricity — an all-time low and down even on Buhari’s last time in power in 1983-85. Reversing the country’s crippling power deficit is seen as key to driving economic growth but has evaded successive governments because of mismanagement, incompetence and vested interests. Buhari is expected to decentralise, deregulate and privatise the transmission sector, opening it up to competition. The APC has reportedly promised to triple generation to 12,000 MW by 2019. He will also have to address the oil and gas sector and controversial subsidies paid to fuel importers who bring in petroleum products because of a lack of functioning refineries.
