Their resolution was advisory, they can NOT mandate Presidency to drop the currency restructuring. The President had the legal authority or "Power" to move on with the currency restructuring but chose to not do so cos of the clamor from the masses NOT because senate said so. Maku was right, David Mark is only emotional because Maku watered down the thoughts that Senate 'mandated' Presidency to drop the restructuring and enlightened Nigerians that Senate had no powers to force presidency to drop the policy except on the advisory level.
