Frankly, I think the winners chaplers should demand for an account on how their money is being used. One was about a man who was an assistant comptroller general in Immigration since 2005, decided to pay his whole salary at a rate even more than he was earning (he paid the salary of a deputy comptroller) and guess what he was promoted to deputy comptroller the follwing year.
