The Economic Community of West African States (ECOWAS) is a regional grouping with 15 Member States in West Africa (three landlocked and one island) with a population of about 300 million with an annual economic growth rate of around 6%. The ECOWAS Commission is one of the eight Regional Economic Communities supporting the African Union to coordinate the implementation of continental and regional integration and development programmes in the West African region.

Job Title: Consultancy Firm (Feasibility Study for Regional Free Roaming in West Africa)

Job Summary

The Economic Community of West African States (ECOWAS) Commission has received financing from the Spanish Cooperation for International Development (AECID) towards the cost of the ECOWAS Project Preparation and Development Unit (PPDU), and intends to apply part of the proceeds for consulting services.
The consulting services include a detailed industry and market analysis of the Information Communication Technology (ICT) sector within West Africa which will ascertain the nature of the sector in order to identify and make appropriate recommendations for the implementation of Free Roaming in West Africa.
The West African Telecommunication Regulators Assembly (WATRA) is an international organization with 15 member states and consists of independent National Regulatory Authorities (NRA’s) and departments for regulation of Telecommunications services established by Governments of member states in the ECOWAS subregion and Mauritania. The vision of WATRA is to provide the ECOWAS sub-region with infrastructure of telecommunication I ICT with quality service offerings that meet international standards available to all at affordable prices.
In line with the above, WATRA, through the ECOWAS Commission is seeking to engage the services of a Consultant (firm) to conduct a feasibility study for the establishment of Regional Free Roaming in the 15 member states. The key objectives of the study are to:
Conduct a mobile telecommunications industry analysis in West Africa
Conduct a mobile telecommunications market analysis in West Africa.
Conduct tariffs survey specifically international tariffs and roaming within and between WATRA member states (West Africa and Mauritania)
Make recommendations on initiatives to establish Free Roaming areas between WATRA member states (West Africa and Mauritania)
Establish the implementation action plan.
Qualifications
For the realization of the mission, the firm shall at least:

Have up to 15 years’ experience in ICT sector specifically in the following:
Policy and strategy formulation in ICT sector
Market research
Technology Development
Finance and accounts
Market research and marketing Project management and project implementation
Have carried out similar assignment for an international organisation. (A past project experience in the sub region will be an advantage);
Have a qualified team of key staff (Minimum of a Master Degree) with at least 10 working years experiences in this matters
Have the capacity to produce and provide the reports in English and French;
Provide proven experience in telecommunications business, pricing, tariffs, interconnection, international tariffs
Selection Procedure

The selection procedure will be based on Quality and Cost Based Selection method (QCBS) in accordance with the ECOWAS Tender Code. ECOWAS Commission is under no obligation to shortlist any Consultant who expresses interest.
A shortlist of six (6) firms which present the best profiles shall be drawn up after the expression of interest.,
The firms that are part of an international network are to submit one expression of interest.
The ECOWAS Commission now invites eligible Consultants (Firm) to indicate their interest in providing these services. Interested Consultants (Firm) must provide information showing that they are qualified to perform the services:

List of staff and expertise of the Consultants for the mission; The Consultant should have on its team, members with a knowledge of any of the three (3) official languages;
Evidence of verifiable technical references similar to this mission: list of previous clients and contacts for this type of mission stating the year and the cost of the mission;

A law firm I had forgotten I applied called me about a week later inviting me for an interview on 23rd April... While preparing for this interview, I missed several calls from a number on the 21st April because I was in church, then later received a message from this first company I had an interview with, congratulating me on the the success of my interview and requesting I report at their Gwarimpa office on the 22nd, I felt reluctant,maybe because of the law firm interview... Called my dad,he asked me to go for both and select the one that is favourable... I initially didn't want to,but my bestie forced me to,and in fact came to pick me himself...it was difficult locating their office(remember the interview was at Chilli's). At a point I gave up and wanted going home but my friend insisted,made calls to the person that sent me the text and at the end,we located the place.. I waited for the MD,at a point I got tired and said to myself that once it is 11am I will leave,but as God will have it,3mins to 11am,he walked in and after all said and said,he said they will be starting me up with the salary I told them during the interview as "probation salary" and as time goes on, it would be increased. I felt cool... And was already making up my mind to go for this one especially as its close to my place.... The company really disguised itself maybe that's why I wasnt so keen about working there initially.

To cut the long story, I went for the law firm interview at zone5 the following day
...very far...at a residential area...the man offer same thing with the gwarimpa company... I told him I can't,cos I have to put some things into consideration.. I left there knowing I won't work there cos of the salary and thanking God I got another to rely on.

God really favoured me cos barely a month after I stopped working in my former organisation (1st April), I got another(25th April)...

I just want to encourage others out there never to look down on any organization just like I did...that's why I'd always be grateful to my bestie cos if not for him... I had given up.

Position: Data Verification Consultants

Scope of Work
* Since its inception in June 2014, MNCH2 has tracked a number of indicators to monitor programme performance against its approved logframe.
* Reporting on indicators flows from supported health facilities and communities, collected and collated by state-level MNCH2 coordinators, reviewed and consolidated by the MNCH2 Advisors at the headquarters in Kano and submitted to DFID through quarterly progress reports.
* As part of ongoing efforts to improve quality of reporting, Palladium seeks the services of an experienced seniorM&E consultant to conduct a data quality audit of the reported indicators and reporting processes.
 
Specifically, the consultant will:
* Review Year 1 and Year 2 MNCH2 quarterly reports and work with MNCH2 staff to compile all indicators and the reported data, by quarter and by state
* Map and document the MNCH2 data flow/reporting process that was used for each indicator.
* Conduct data verification of the indicators at the Kano headquarters level and at the state level (Jigawa, Kaduna, Kano, Katsina, Yobe and Zamfara). 
* The purpose of this activity is to assess 1) whether the data reported from headquarters agrees with reported results from the state level, and 2) whether state sites are collecting and reporting data accurately, completely and on time. As part of this verification, the consultant will also confirm whether or not the state office is using the revised data capture tools (provided by MNCH2 HQ) to report data.
* In addition to data verification, conduct a systems assessment of the relative strengths and weaknesses of key M&E function areas in the data management and reporting systems at the MNCH2 headquarters and state offices.
* Make recommendations for any corrective measures required for strengthening the data management and reporting system and improving data quality.
* The consultant will work closely with Palladium Senior M&E Advisor and the MNCH2 M&E staff.
* Level of Effort: It is anticipated that the level of effort for this consultancy will be for up to 20 working days, including travel to the states (security permitting).
