State budget has nothing to do with the volume of goods going through that state exclusively. The state budget is a reflection of the government's willingness to spend and Tax businesses.

If a state government is not overtaxing business, most of the monies will remain in the accounts of citizens and government will have less to work hence small budget.

Now this is where the ignorance is coming from. The volume of sales has nothing to do with government revenue. It reflects in GDP which Anambra rank higher than Oyo

Anambra state budget is less than $400 million
Most of it Federal allocation but they have this goldmine Onitsha market doing $3 billion a year
