kidnappings and oil thefts continue unabated in the Niger delta without Tompolo's security outfit doing anything about it despite the huge contract it won to secure the waterways. the Nigerian navy has been relegated since they cannot be used to channel those funds back to boko haram. I don't trust the US, by the way what is this part supposed to mean?
