There is no perfect time to bring up the question, it could come up at any time.

Here are few factors that could prompt such question in a union:

- Mood
- Maturity of both partners
- Fight
- Emotionally-laden conversation
- Before or amid intimacy

It's not compulsory that you'd only get to know about his/her virginity status when you two are already dating. It could still be divulged before the dating takes off, it all boils down to your skillset and how seasoned you're at holding down sensitive conversations with the opposite sex without being percieved as one who's prying into affairs.
