Her emotional growth is stunted by the lack of responsibility. She is enabled to act like a pre teen because she doesn't live like an adult. There are many successful adults that still live at home without being under developed or It could very well be a learning disability. Or her mom treats her like a child and now she has the mentality as one. The world isn't such a scary place once you learn how to navigate and that's all she needs.
