The APC transition committee are tasked (Project) with receiving a formal handover from the outgoing government.
The APC party requires their transition committee to provide answers to questions in their ToR and subsequently provide options with regards to having a seamless productive transition for consideration for the incoming government

The guy is flat. You cannot give what you don't have. Do not patronize him with issues of depth.

The transition committee is supposed to receive a report from the outgoing government, study it, get clarification on salient issues, and offer suggestions based on the report received. For obvious reasons APC may not have precise and current information on the state of Affairs.

APC is expected to look at the Jodah. committee recommendations and see how it tallies with their manifesto and philosophy with a view to adopting, adjusting or discarding where necessary. This is how it should be.

Why is APC making such a song and dance about handover. That won't be the first govt to be handed over to. Obasanjo handed over to Yaradua who handed over to Jonathan.

Why is the transition team asking for handover documents before the handover? Can't they wait for May 29 where all documents will be handed over? As for now, Jonathan's govt is still in charge.

I think "e" and "g" are were not properly phrased. G looks like an order and sounds authoritarian. E on the other hand,should be developed by the APC team after reviewing a-d.

The only term that could be contentious is that of collecting hand-over notes from ministries and parastatals. (IMO)

In another point of view, these terms of reference seems to justify the idea of handing over on the 28th, particularly the handing over notes. The truth is that the 29th is simply ceremonial and symbolic.

But then, there wouldn't be time for analysing the notes before the incoming govt takes over.

I suppose both sides should just follow existing protocol of handover, which I believe should be clear.

The level of ignorance on this thread is alarming! I do not normally comment on this website but on this topic I feel I must help the people with comprehension issues.
First of all most people here need to go look up the meaning of “Transition”, this suggestion is for those of you asking them to chill till May 29th or accusing them of being eager or undermining the current administration. The business of government does not stop even when there is a change in power hence the need for a “transition”, this is also why you don’t hand over power the day you win/lose an election. You need time to prepare.
In the U.S the day after the election the president elects starts getting daily security briefings from all the intelligence agencies.

The terms of reference is for the APC transition committee ie. This is what they have been charged to do by the president elect and report back to him. The line that seems to be confusing most people is the lines that asks them to suggest quick fixes to produce results in 30,60,90 days.
Again that is meant for his team (President Elect) and not the FG. If the FG feels the need to offer suggestions they could do so as well because at the end the aim is to keep the country moving.

What do you expect them to do with the hand over notes they receive? Just store them in a corner like we do with everything else in this country? They are supposed to look it through see if there are any short term risks or issues that should not fall between the cracks during the transition period.

An example would be for instance if the Nigerian government is in the middle of an arms deal or trade negotiations during this period, this would be what the FG would advice/ update the transition committee on the current status of the negotiations so that they are aware of the next steps. So if there are any payments to be made or contracts that require ratification within this period in order not to miss deadlines this would be the place to mention them and “advice” them on next steps and the transition committee in turn will “advice” the incoming government as well hence a smooth” transition”.

I hope this helps to better understand.

1. There is a saying that goes this way: if you want it done to your satisfaction, do it yourself. Lets assume the current administration refuse to meet these terms before handover, will it cause buhari's tenure to fail nigerians in delivering their promises?
2. Buhari's team should be fully aware nigerians are tired of excuses and blame games, which is one of the cardinal reason they pulled so much vote from the southern part of the country,
3. Directives have already being given by the president that reports should be prepared and he's willing to drop a proper handing over note, detailing the current status of the nation to the incoming government.
4. Recent activities and denials of their proposed manifesto for election purposes is absurd:
A: we are not magicians
B: we can't afford to pay 25million nigerians 5000 monthly
C: we can't promise recovering chibok girls
D: AIT and NTA cannot cover Buhari's event
My verdict is this, no matter what the situation of the nation is, buhari and his team should wait till he gets the mandate, then he can get any information he so desire, arrest the clouds, or send the sun to jail. Another thing am thinking is that most of these flops coming from APC is not from the president elect himself, I think its more of his cohorts.

The failure of Jonathan started from surrounded himself with fools who cannot comprehend simple term of reference. And these are the type of people requesting to see somebody certificate.
