Even goat living in the bush knows very well that it is the permsecs that teaches and corrupt ministers as soon as they(ministers) resume work after being appointed by the president. The only way for this to work smoothly without interference by the minister is for the permsecs to be sacked and new ones appointed by the govt and to resume work along with the new ministers. As long as the permsecs are there waiting to receive new ministers they will teach the ministers how to loot money |
