TSA : N3trn
USA investment : $300mil
China loan : $100mil (coming soon)
Indian loan : $Unknown (coming soon)

Secondly, the budget is to be funded by revenues that will be generated monthly this year and then loans
Thirdly, Buhari has been president since May last year, he had the budget for 2015. He also had a 0.5trn supplementary in December 2015.
Can you point to anything or infrastructure he did with 2015 budget?

Second: The budget is to be funded from income received from January 2016
Third: He paid subsidy to oil marketers with the supplementary budget National Assembly passed last year.

Hopefully things will take shape soon. If Mr. President sees the need not to sign it, the National Assembly can start afresh from first reading to third reading or veto the President's assent by three quarter majority. Lets hope it won't get to that.

Don't confuse NEC of political parties with govt. In govt, there is nothing like National Executive Council.

The NEC for govt is National Economic Council, headed by the Vice President.
