The budget is an annual legal appropriation of funds to different agents and bodies for the smooth running of government ahbi? Nigerians are busy complaining about 'padded budget' here n there meanwhile without a budget our government is still running. If you're following, then ask where the money is coming from and if the legislative is checking this.

i agree. Those are poorly educated dim wits that do not know the value of doing things properly. Those are the ones that jump queues, drive against traffic, embezzle public funds and yet do not see anything wrong with it.

The question you should ask is: If they are not empowered to modify it, why does it have to be sent to them? Why doesn't the executive prepare, amend as necessary and sign its own budget? Democracy is about diplomacy, ability to negotiate, it is about give and take. The executive cannot armtwist the legislative arm to rubber stamp its wishes. A stubborn and rigid president will find it tough to get its plan executed in a democracy. It won't work. Ask your: With apc in majority in the house, how come the president is still having tough time getting the budget passed? We seem to have very short memory...budgets in the past were signed without hassles...then few months later, we hear budget appropration. No probe of how it was used, they just sign and approve. Cant remember a time when we did not have budget deficit.
