There were conditions under which this system can also succeed. The government has consistently done that and the states have gone from bad to worse. Our Governors are witches. They can make or mar any government at the centre. Should buhari go to state by state to pay workers by himself? Governors will still use this monies for something else. Just watch and see.. Kogi and Osun will not pay workers. Am sure of those two states.

Is the only duty of governors paying salaries of less than 5% of labour force with the money of 100% of society? Abegi let them layoff 70% of govt worker due to redundancy and waste!

Dis woman is a novice to how govt is run. Shifting blame unnecessary. How can u justify what she said when Ministry do not ve autonomy over payment of staff? We're operating Treasury Single Account, IPPIS etc. So what role does a ministry has in payment of staff salaries. Moreover, whats the method of employment into the civil service? Isn't it tru the Fed civil service commission again? With endorsement by the Fed character commission which forwards names of those employed to Federal salary and wages commission. All bugetry allocations for ministries is for over head cost and not salaries
