I think its quite simple. Jonathan failed woefully so there was just no way he was getting back in. "Unfortunately" though Buhari was the only other option on offer. The original statement made by Buhari was that he met a "virtually empty treasury." The statement about meeting "no infrastructure" was clearly also not literal, but just a relative comparison between the funds actually 'spended' vs the infrastructure on ground.
