China, Nigeria seek to further military cooperation

Senior military officials of China and Nigeria pledged here on Thursday to further enhance military cooperation.

The years after diplomatic ties forged between China and Nigeria has witnessed frequent high-level visits and expanding exchanges and cooperation in various fields, said Chinese Defense Minister Liang Guanglie in a meeting with visiting Nigerian Defense Minister Shettima Mustapha.

Liang said peoples of China and Nigeria share a long history of friendship and the strategic partnership has been established between the two countries.

He said China appreciated Nigeria's adherence to the one-China policy and its support to China on the human rights issue. China also attached great importance to bilateral military ties and was ready to advance military friendship and cooperation to a new level, Liang added.

Shettima Mustapha expressed his gratefulness for China's support to Nigeria in various areas and hoped that his visit could further enhance the friendly cooperation between the two countries and two armed forces.

Some of those jets have strange flag markers. Look at the interceptors. Are they really Nigerian. And why on earth are you feather sensitive to criticism of the degree of modernity of Nigerian military hardware. It is an act of patriotism to demand that if Nigeria is to go to war, it should do so with the capacity to  mobilize the best equipment there is. You pictures are fine  but they sure raise the question" Can Nigerian forces stand  the competition such as say Cameroon or Ghana. Clearly with the weaponry you showcase here, one would think that  Nigerian military is is designed as a scare crow prop to buttress the  "giant of Africa" image.

Senate summons defence chiefs over N23.3bn spending 

                                                                                   

The Senate Committee on Public Accounts has summoned the Ministry of Defence, the Heads of the Army, Navy, Air Force and the Military Pensions Board to answer queries raised by the Auditor General of the Federation in expenditures totaling N23.33bn.

The defence agencies were expected to appear before the committee on Tuesday, but could not because the letters of invitation were not sent early enough for them to prepare for appearance.

The Chairman of the committee, Senator Ahmed Lawan, told our correspondent that the agencies would be appearing to answer the queries, adding that the committee would make sure that they appear very soon.

The Minister of Defence or the Permanent Secretary is expected to appear when the respective service chiefs would answer for their agencies.

Of the amount, the Ministry of Defence would account said to have been spent N22.998bn in breach of the financial regulations.

The Nigeria Army is to answer questions on N77.3m; Nigeria Navy, N13.7m; Nigeria Air Force, N98.8m and the Military Pensions Board, N136.7m.

The Auditor General, in his report, noted in Paragraph 28, that the Ministry of Defence raised 246 payment vouchers between January and June 2006 for amounts totaling N11.6bn without presenting them for audit.

The report also cited a situation where the ministry awarded contracts worth N1.83bn with full payments made without recourse to the office of the Auditor General.

It also drew attention to 11 vouchers raised for payments totaling N377.2m from both the recurrent and capital expenditure votes of the ministry without supporting documents such as invoices, vouchers, store receipt vouchers, bill of quantities, completion certificates and delivery notes contrary to Financial Regulations No. 603.

In the same vein, the ministry was accused of raising 57 payment vouchers to pay personal advances totaling N47.6m to members of staff of the ministry for services that should have been contracted out through normal tendering procedures.

PETINRIN INSPECTS FACILITIES FOR F-7NI JETS

Chief of the Air Staff, Air Marshall Oluseyi Petinrin Friday visited the Tactical Air Command, (TAC), to insect the level of the facilities being put in place by the engineers of the Nigerian Air Force (NAF) in readiness for the arrival of the[b] Chinese F-7NI Chinese Chengdu fighter jets.[/b]

Air Marshal Petinrin had in January told journalists that the NAF would take delivery of the Chinese 12 multi-role combat F-7NI and three FT-7NI trainer aircraft by April.

September 28, 2005, the Federal Executive Council (FEC) approved the contract for the procurement of 12 Chinese multi-role combat F-7NI and three FT-7NI trainer aircraft for the use of the NAF. The total cost of the contract was put at $251,377,395 (about $251.4 million).

The contract also had provision for supply of the aircraft associated training equipment and spares.

Immediately the contract was sealed, HQ NAF started the construction of the structures for the eventual receipt of the aircraft by TAC, which is designated the mother base of the Chinese jets.

Even by May 2006, the NAF had put in place the accommodation for the Technical Assistance Team (TAT) from the manufacturers who would be on ground to help the NAF combat pilots understand the dynamics of the new aircraft.

The NAF is also providing structures for the installation of new navigational equipment and facilities; building a simulator for training of the pilots and engineers including the installation of a liquid oxygen plant.

Air Marshal Petinrin also said the Nigerian Air Force (NAF) will by the end of this month hold another Air Weapon Delivery exercise in order to train pilots and sharpen their air weapons delivery efficiency.

The Air Chief also declared that the operational preparedness of the NAF has improved tremendously in the last two years, saying this made them combat ready to defend the nation from external aggression.

He said so much development has taken place in the NAF, with a solid framework laid for the equipping of the TAC to improve its operational capacity.

Petinrin said that with improved operational facilities now on ground, the NAF High Command has resolved to train its pilots to be always ready to meet defence challenges of today.

According to him, "I am satisfied with the level that the Nigerian Air Force has reached in terms of operational preparedness. My satisfaction stems from the fact that we had several problems in the past, which have been consciously addressed by the President and Commander-In-Chief. Though there is still room for improvement we have made tremendous progress."

On the condition of the NAF Barracks, Petinrin said that the Federal Government has invested in making the barracks more habitable for officers and men adding that more efforts are still being directed at further improving the barracks.

His inspection of the NAF Base in Makurdi, he said, has revealed some areas that need attention. He promised that the areas would receive quick attention from the NAF authorities.

Nigeria develops unmanned coastal capability

Nigeria is developing a national coastal defence alignment based mainly on unmanned platforms.

Under a USD260 million contract signed in March, Israeli Aeronautics Defense Systems will design and build the naval array, providing manned and unmanned naval and aerial systems, coastal radars and command-and-control centers.

This structure will cover all of Nigeria's 853 km coastline and will be designed to protect its territorial waters and the offshore oil platforms in the Niger River delta.

To manage the project, the Nigerian government has established a special office that will be linked to the Nigerian Navy, Coast Guard and Ministry of Transportation.

The array will be based on Aeronautics' Aerostar tactical unmanned aerial vehicle (UAV) and the Seastar unmanned surface vehicle (USV). Three Aerostar systems will be provided, each including three to six platforms, and three Seastar systems, including several USVs.

Both systems are controlled through Aeronautics' Unmanned Multi-Application System terminal and software, which provide air vehicle and payload control and enable the integration of different sensors. The Aerostar, with 14 hours operational endurance, is equipped with Controp's Dual-Sensor Stabilized Payload DSP-1, providing day/night surveillance coverage.

The 11 m-long Seastar USV provides a mission range of 350 nautical miles and can carry payloads up to 2,500 kg. It could be equipped with day/night sensors, electronic surveillance measures, electronic intelligence/communications sensors, sonar and a stabilized gun system. Together they will comprise an unmanned formation of maritime surveillance and response

The alignment will be complemented with two manned maritime patrol aircraft, equipped with an Inverted Synthetic Aperture Radar.


Under the terms of the contract, 10 naval radar stations will be built along the coastline. Aeronautics will set up two command-and-control centres at the Nigerian Navy's Western Command in Apapa, Lagos, and at the Eastern Command in Calabar. A national command-and-control centre will be established at navy headquarters in Ojo, Lagos.

All centers will receive real-time surveillance information from the various platforms and could control the unmanned missions.

The Nigerian Navy has faced an increasing number of attacks in recent months on the oil rigs in the Niger delta by various guerrilla groups. With an ageing fleet, mostly in an advanced stage of decay, the navy was seeking to reorganize its force to meet the threats under considerable budget restraints. In addition to the new surveillance alignment, the Nigerian Navy will establish three forward operating bases in the delta region and has procured six Defender-class fast response boats from SAFE Boats International.

For Aeronautics, the new contract marks substantial growth. " :thumb: It is one of the largest projects in the world in the area of unmanned systems," a spokesperson for Aeronautics told Jane's. "The contract grants the company an unshakable status as a global leader in this area."

Located in Yavne, Israel, privately-owned Aeronautics is competing against Israel's two leading UAV developers: Israel Aircraft Industries and Elbit Systems. With Aerostar sales to eight countries, among them the US, Greece, Angolaand Georgia, and with its Orbiter mini-UAV sold to three international customers, the company appears to be taking a considerable share of the growing international UAV market.

Nigeria is the only country in west africa ,and one of a handful in africa that can sustain and maintain an across seas deployment
in terms of air,land and sea deployment with the relevant telecommunications btw troops like we did in liberia and sierraleone
for one its not cheap to fly the c-130 transport planes,used for deployment,go ask the americans if u think its easy
secondly the logistics is a nightmare,to maintain and equip your troops in a foriegn land
(ethiopia recently pulled out of somalia and even the u.s had to pull out,its a very difficult thing to do,but we did it in liberia and sierra leone for decades)

Nigeria: UN to Accredit Nigerian Army Peacekeeping Centre

Abuja — Following the one-week visit by a team of military officers from the Integrated Training Service of the United Nations Department of Peacekeeping Operation (DPKO) to the Nigerian Army Peacekeeping Centre (NAPKC) Jaji, Kaduna State to observe the Pre-Deployment Training (PDT) offered at the Centre, the centre is soon to be accredited.

With the anticipated accreditation, NAPKC will be the first training centre accredited for Pre-Deployment Training on the African continent.

Commandant of the Centre, Brig. Gen. Emeka Onwuamaegbu said the visit was a follow-up to an initial visit by a team last June. "These are the usual procedures by the UN before a Peacekeeping Training Centre is accredited", he said.

The Team was led by the Chief of Integrated Training Service, UN DPKO, Col. Farooque Choudhury and two other officers from the Department. He commended the Nigerian Army for establishing such a centre of excellence and expressed the hope that other troop contributing countries would emulate the country.

Onwuamaegbu said, the UN Team "so far has been highly impressed by the level professionalism displayed and the training offered at NAPKC. The team also observed the graduation ceremony of 73 Battalion on October 9, which will be deployed into the United Nations African Union Mission in Darfur (UNAMID) before the end of October 2009."

At the graduation ceremony, Chief of Policy and Plans Army Headquarters, Major General AA Atofarati enjoined the troops to be professional in order to justify the huge resources committed to their training by the Country and its partners. He emphasized on the need to bring all they learnt during their training to bear in the mission area.

In his farewell address, the General Officer Commanding, 1 Division, Major General KA Role whose battalion graduated, advised the troops to be good ambassadors of the Division, the Nigerian Army and the country as a whole. He commended them for their good conduct during the period of their training and urged them to extend the same to their missions. A total of 44 officers and 756 soldiers participated in the four-week pre-deployment training of the 73 Battalion at the Centre.

The UN accreditation is expected to further boost Nigeria's acclaimed record in Peace Support Operations (PSOs). The Country has participated actively in PSOs from pre-independence period with the mission in Congo till date. The country is today the fourth largest troops contributing country in the world, with enviable records.

The Nigerian Army Peacekeeping Centre was upgraded from a wing of the Nigerian Army School of Infantry January this year to an autonomous institution. It has the capacity to train two battalions simultaneously. Since the upgrade, the Centre has trained nine battalions, consisting of 800 personnel each, two Signal Squadrons, two Medical outfits and an Infantry Reserve Company.

As part of its capacity building and reach out, the Centre is in the process of partnering with other stakeholders in peacekeeping for the possible training of personnel at NAPKC, while also improving its own capacity.

As a soldier in the US Army, I see the potential in the Nigerian Military. However, the personal equipments issued to them are subpar compared to the general equipments such as tanks, helo etc. The general equipments themselves are subpar compared to a modern military. My brother went to NMS and my uncle is a retired soldier. Hope things get better.

Now you clearly show yourself as knowing absolutely NOTHING! How can you claim that the MiG-21 cloned F-7 is 'more advanced' than the SU-30s, Su-27s, MiG-29s et al that Russia and most of the Eastern bloc countries fly? The F-7 cannot be comparable to an F-16 in any way. Haba!

The Chinese have long since moved on to F-8, 9, and 10 as well as other 4th generation ultra modern fighters. All the F-7 is used for now is as a mass aerial deterrent since the sheer number of F-7s employed by the chinese is enough to make life extremely difficult for few ultra-modern aircraft. For primary air superiority, the F-7 has long been superseded by several generations of Chinese planes.

Now you clearly show yourself as knowing absolutely NOTHING! How can you claim that the MiG-21 cloned F-7 is 'more advanced' than the SU-30s, Su-27s, MiG-29s et al that Russia and most of the Eastern bloc countries fly? The F-7 cannot be comparable to an F-16 in any way. Haba!

The Chinese have long since moved on to F-8, 9, and 10 as well as other 4th generation ultra modern fighters. All the F-7 is used for now is as a mass aerial deterrent since the sheer number of F-7s employed by the chinese is enough to make life extremely difficult for few ultra-modern aircraft. For primary air superiority, the F-7 has long been superseded by several generations of Chinese planes.

well the f-16 has never come into combat with one of these so lets keep the conjecture to a minimum,however,if u are defending your airspace like the chinese,these planes can do the job,otherwise they wont form the backbone of chinese air defense against both the u.s and russia

again a lot of people on here confuse air to air combat with surface to air combat

its one thing for the u.s army to cruise and drop bomb from 20,000feet on countries with no air defense system
or airforce

its another thing to actually go into combat against an enemy airforce,with air to air battle

if the U.S thinks it can go against russian migs or chinese f7n1s in russian or chinese airspace,with f-16s
then it is being delusional

dont confuse iraq,afghanistan or somalia with china or russia

as a matter of fact the last real major air to air dogfight battles took place during world war 2
(the germans usually had better technology and aircraft,but the british held their own due to determination and skills of the british pilots)
air to air combat is a different ball game,your enemy is right there in your face dogging u,

so anyone saying the f7N1s is not an excellent defensive aircraft is just drinking american koolaid

lets see the U.S or israel(that fly f-16s) invade the airspace of iran,pakistan,india,china,or russia that fly these planes and not recieve heavy losses

Now, that is an F16 equivalent; in fact Denmark is contemplating replacing its 48 F16's with the JAS 39; The Netherlands is choosing between the JAS 39 and F-35 (do you even know what an F-35 is?).

the bottom line is,those planes u post cannot be used offensively against the russian or chinese fighters in their airspace
i assume they are for south african defensive needs,and our planes are for ours
