Before condemning the agencies let Abaribe produce the budget of d NASS and see if computers are not presented yearly also. The NASs has no moral right to vet others budget until they have made theirs public also. At least the Presidencys breakdown is in public domain. For NASS members charity should begin at home.

There are no change agents, and even if there are, they would never be able to do what is right for Nigeria,, because Nigeria not working is good news to the political elite.

The politicians will still make a deal and bring back buhari or another clueless stooge, and the drama continues. Thats not how the people decide who leads. the politicians present their candidates, and you just have to choose.

Am amazed most of the times when people insult themselves all because of comments. You don't need to insult or cause anybody because of his own perception about an issue. You only need to bring out your own point to convince him and make him see from another point of view. However, budgeting is done by civil servants in ministries, they forward it to their directors and permanent secretary who in turn collate and present them to the ministers. The ministers then pass it to presidency/budgeting office for final compilation and presentation to the president. The civil servants know what their need in the office is and they make requisition for it. It is not possible for a minister to visit one of their department in Calabar or Owerri to go and be asking for what their need is. I am not trying to justify the need for computer every year but I can tell you that the civil servants does not have enough computers to work with. That is why you see some ICT company donating to some agencies which they felt are in dire need off it because their job affects the populace much.
The Honourable rep that is now complaining has never taken time to visit the offices to really know what their needs are, therefore he should not complain. Those are part of their oversight functions as assembly men. If the Rep man wishes to stop purchase of computer every year, he should dedicate a whole month and visit the offices in all the ministries to confirm whether there is Ned for it or not. You don't need to complain when you never make any proper investigations. They should go ahead to confirm whether the one budgeted for in the last years were really purchased , that makes them good Rep of their people. There is no need to complain but they should investigate whether the previous ones were bought. If they were really purchases, then what were they used for and by who? If they do follow up, things will be better but instead they prefer to add their own and pad the budget.
Until our Senators and Rep stand up to their duty, that is when things will change. By the way, why is their own budget not in the public domain. Or is there anyone here that has seen the budget of the house of assembly in the last five years. Thank you

Computers are typically used for 4 years before it becomes obsolete. This is usually the life span used in a corporate world.
However there is a catch, it is not 100% that are change at the same time. More like 25% are budgeted for yearly!!

Many of these Senators trying to run the country does not have idea how things works.

Computers are required to be budgeted for yearly because, there is usually turn over yearly of some computers due to be changed to new ones.!
