you are getting it all wrong. You get light to pay bills and not pay bills to get light. In Nigeria we are forced to pay bills even without getting the light, though the light has improved in my area.

its not mandatory to climb pole b4 disconnecting power supply.it will be disconnected firstly on the service wire close to the building then the remaining can also be disconnected with climbing any thing
