@michelin89 of course 0.3-0.4 should be considered ok because of its elasticity.its just painful that hookes law is being dis-proofed ,the law that states extension is proportional to load or applied force did not put conduit into consideration,hooke will be turning in

Yes, it is if the two are both minors(below 18). If the guy is over 18 and the girl is less than 18 even if she's 17, he could go to jail still.
