SANDF faces funding crisis


The SA National Defence Force (SANDF) is facing a "catastrophic" multi-billion-Rand financial crisis that could force mass retrenchments and the indefinite postponement of the acquisition of essential equipment.

Johannesburg daily The Times reported defence secretary Sam Gulube as saying a R1.1 billion budget shortfall could compel the SANDF into large-scale retrenchments and compulsory early retirement in order to survive and pay salaries.

The budget shortfall also meant the SANDF would have to cut operations and acquisitions.

Gulube was speaking after briefing Parliament's defence portfolio committee.

The defence force's descent into crisis was slammed by the SA National Defence Union (Sandu) and a defence analyst said the proposed cost-saving measures would degrade the SANDF - already "catatonic" - even more.Gulube said the Department of Defence was unable to fill 4 000 posts because of insufficient funding.

Various options were being considered, he said, including cutting employees and extending working hours between now and March 2015.

"We hope that for the next financial year we will be covered.

"For the remuneration of employees, we are about R1.1 billion short. By the end of this year, I will have to balance these books.

"When posts are vacant we don't fill them. We encourage people to take voluntary exit mechanisms. We are looking at the attrition rate. The number of people who retire or die in service will be about 2 000 annually."

The shortfall means soldiers are being deployed for longer on foreign missions to cut down on stand-by shifts at home bases.

David Maynier, Democratic Alliance MP and defence portfolio committee member, said the Department of Defence was spending more than half of its budget of about R43 billion on personnel-related costs.

"The army alone has a R13.8 billion budget, of which R9.5 billion went to pay soldiers and staff. Less than one percent went to payment for capital assets such as vehicles."

Maynier said ideally about 40% of a budget should be spent on pay and benefits and the rest split equally between operations and capital acquisitions.

"The defence force needs to downsize to reduce expenditure on personnel so that it can properly fund operations and acquisitions."

South Africa does not have imaginery defence review. It has a hard copy of it reflecting all the challenges encounted by defence in SA. You can google it for it has its own website.

For your information project Biro is not dead, it is a demand in SAN. Moreover, Pres Mbeki is not investigated and has nothing to do with corruption in the arms deal other than it happened during his tenure as the president of RSA. He appeared briefly before the commission to give account of the events that led to corruption.

The aim of the commission is not to stop other projects or future arms deal of defence, but only to establish what went wrong and to prosecute those found guilty of corrupt behavior.

4 Reasons Why I am Jealous of South Africa
Even though Nigeria is the most populous country in Africa (170 million people) so that every 1 in 4 Black person in the world is a Nigerian; even though it has the most industrious people who possess a fabulous sense of humour and a perpetual optimism about life, and even though the world's richest Black man is Nigerian, I'm still jealous of the West's interest in all things South Africa.

1. MANDELA
There's an almost Messiah-like reverence for the political prisoner turned apartheid-abolitionist, Nobel Peace Prize winner and Former SA President Nelson Mandela, so that every celebrity worth their salt has taken a picture with him. Numerous books and films have been produced to celebrate his achievements (from Invictus to the recent Winnie starring Jeniffer Hudson and Terrence Howard) and his status as respected elder-statesman of the world is unrivaled.

Nigeria has yet to produce such a highly-regarded leader. Not once. We have respected authors like Chinua Achebe and Wole Soyinka, but in recent times our politicians have been better known for what they do wrong than what they've done right.

2. FOOTBALL WORLD CUP
Then there was the 2010 World Cup. The first ever to be held in Africa was of course in SA. Now this makes sense because in terms of the country's advancements in technology and infrastructure, it is by far the most suitable and best prepared country in Sub-Saharan Africa to hold such a prestigious event. Even SA's ability to have continuous electricity trumps Nigeria's NEPA failures. But I was jealous that South Africa was yet again feted by the worldwide community for this impressive feat. I wish it were Nigeria. But alas, even our footballers, once our pride and joy (and former Olympic Gold medal winners!) failed us.

3. MEDIA
Around the world numerous books have been written (Cry, The Beloved Country) multiple documentaries (Rough Aunties), popular films (Cry Freedom, Sarafina, District 9) plays, column inches and charities have been dedicated to South Africa. Although Nigeria gave the world Fela Kuti and our writers like Chimamanda Adichie continue to excite the literary world, our country doesn't elicit the same level of fascination, romance and interest as South Africa does.

There's also the general beauty and tourist-friendly appeal of cities like Cape Town and Johannesburg which attract visitors. With world-class accommodation, picturesque beaches, beautiful vistas and natural amenities to enjoy I'm not surprised. But I am jealous. I wish Nigeria's tourist industry was equally well-developed. We have the potential: beautiful beaches, the best cuisine, great history and beautiful areas in Abuja and Lagos. But we lack the security to ensure visitors' safety, and the development and promotion of some of these areas let us down, as does the air and land travel difficulties (bad roads, shambolic airports)

South Africa is as well known for its high crime rates, in fact more well known than Nigeria's, yet the country still manages to be the foremost African destination for tourists, film-makers and travellers. Some will say the large white minority help to keep the country developed and affluent and draw people in, and there's some truth in that.


Until then, I will continue to view South Africa's high profile success with envy and think: "If only that was Nigeria!"[/b]

That does not mean they are not going to get the budget soon. It is infact a temporary setback and not a long standing issue. You cannot hold on to this and I don't know how long will you rejoice over this. I am 100% sure that it will be shotlived. Stay tuned when we will be posting that the treasury has approved more funds like it has been the case with gripen saga. Thank you.

NO AMOUNT OF VILIFICATION WOULD CHANGE THE STATUS QUO THAT SOUTH AFRICA IS BETTER THAN NIGERIA ON ALL FRONTS

Nigeria suffer yet another defeat in the hands of Boko Haram. Soldiers leave their security spot and run for their dear lives living the whole town in mercy of insugents. The whole town of Damboa was set ablaze.
