Scams are something that is not just limited to Nigeria, there are scam artists all over the world. The only reason why people make a larger deal of it being in Nigeria is due to the fact that Nigeria is an African country. In this world, everything African is treated bad while everything Western/European is treated good.

Look at how Western media portrays Africa. More than half the things you see on American TV or any TV for that matter is such a joke in regards to Africa.

The truth is, no one wants to be a slave of someone elses culture (unless if you have incredibly low self-esteem to be who you are not when you want to be), that just is not right. It is wrong for a European to tell Africans to behave or act European and vice versa (although Africans are not known for telling people to do things their way). In the past and in the present, it has always been Western cultures trying to make everyone integrate into their way of thinking and their way of behaving. I praise my fellow African brethren who do not take that route.
