IPOB don't speak for Ndiigbo. So if you have problems with IPOB, go sort it with them. Every country has a certain height that is their alloted air space, anything above that is international air space that any country can use international air space. Any plane flying into Biafra only needs to be in the international airspace when it is in Nigerian territory and start descending when once it gets into Biafran territory
